The National Democratic Front of the Philippines – Mindanao urges the Moro Resistance Liberation Organization (MRLO), as one of its allied organizations, to be more resolute in its mandate to educate, organize and mobilize vast numbers among the Moro people to advance their struggle for the right to self-determination under the aegis of the national-democratic armed revolution.
While the signing of the Framework on the Bangsamoro may be considered a watershed in the Moro struggle, it cannot be denied that the pact itself is riddled with lopsided provisions that ultimately favor the design of the ruling classes, its reactionary government and US imperialism to fully and finally subdue the Moro people’s long-drawn armed resistance against national oppression and exploitation.
Underneath all the semantics in the pact, the US-Aquino regime has insidiously placed the avarice of local and imperialist monopoly capitalists to rake in superprofit over and above the general economic and socio-political well-being of the long-suffering Moro people.  After the signing, like moths to a fire, several multinational corporations immediately expressed interest to invest on and exploit the vast natural resources, such as arable lands, natural gas and minerals, in areas under the MILF’s control or influence.  In his foreign trips and kowtowing abroad, Aquino also used the MILF-GPH pact as a ticket to invite more investments in the country.
What appears to be most problematic is that the Framework intends to reduce the Bangsamoro Islamic Armed Forces (BIAF) to the level of a paramilitary force with limited police functions under the control of the PNP, if not to have it completely dissolved the soonest time possible.  Without its own armed force, the Moro people have nothing.
Despite the pact signing, AFP and PNP units deployed in MILF areas continue to launch combat offensives against the Moro populace, which have caused massive displacement and other heinous human rights violations in recent months.  Worse, there is no plan, whether now or in the future, to have these fascist forces either reduced or pulled-out.  In fact, the AFP, whose alibi is to run after terrorist groups and the so-called outlaw renegade forces of Umbra Kato, has beefed up the deployment of its forces in these areas.  But, the real reason for this, of course, is to suppress the anticipated negative reaction of the Moro people against the one-sidedness of the Framework, and the possible upsurge of armed resistance of different Moro groups.
In view of these, the NDFP-Mindanao calls upon the MRLO to redouble its efforts at arousing thousands among the Moro people on the implications of the Framework to them, and the significance of continuing and strengthening their armed resistance to advance the struggle for their right to self-determination under the context of the people’s democratic revolution.
It is therefore necessary to accelerate their organizing among the Moro peasants, workers and the youth so as to instill in them further their collective will to fight against national oppression and exploitation, and oppose any attempt that would lead to the renunciation of their true aspirations as a people. They must establish mutual and feasible cooperation with other legitimate armed and non-armed Moro groups that truly fight for the right to self-determination of the Bangsamoro.
They must painstakingly explain to the Moro people that under the current semi-feudal and semi-colonial Philippines setting, the combination of armed and non-armed resistance is the most logical way in realizing the Bangsamoro dream. The MRLO must be at the forefront in arousing, organizing and mobilizing thousands upon thousands of Moro people in the fight against oppression and exploitation perpetrated by the local ruling classes and their imperialists masters.
