In Memory of Comrade Kardam Bhatt by Central Organising Committee, Communist Party of India (Marxist-Leninist) NAXALBARI


Comrade Kardam Bhatt (Vikas) died of a heart attack on the 2nd of February. He was 62 years old. He is survived by his wife and three daughters.
Kardam, then a post graduate student, was one of the leading activists of the Nav Nirman agitation that shook up Gujarat in the early 1970s.
Though initially focussed on fee rise and similar issues it soon broadened into a movement against inflation, corruption and nepotism. It drew in a whole new generation of student and youth into politics and
social activism. Kardam's interests deepened to an awareness of the anti-people social
system as such and he became a Marxist. Soon enough he was attracted to its leading edge of Maoism. Following the withdrawal of emergency he, along with some other associates, came into contact with the
Reorganisation Committee, CPI (M-L) [later renamed as Central Reorgnisation Committee, CPI(M-L)] and became a professional revolutionary. He became a member of its highest body and secretary of
its State Committee and remained so till the liquidation of that party in 1991.
Kardam, with the able support of a close comrade Aswin Desai (since deceased), launched a magazine 'Mukti Jung'. This publication, that continued till it was suppressed in 1984, played a big role in spreading
the revolutionary message of Maoism all over Gujarat. The State unit of the CRC, CPI (M-L) led by Kardam was active in mill workers, Dalit, and womens issues. Kardam was a good singer and dramatist. He applied these qualities in a creative manner in his political work. The occasions
where his rendering of the Gorakh Pandey's revolutionary Bhojpuri song 'Hillele Jagh Jor Duniya'  (The world is shaking...) and agitational song 'Bol Mere Sathi Halla Bol' (Come comrade, lets start the attack..)
roused and steeled people in struggle were numerous. Kardam played a very important role in the agitational group sent by the CRC, CPI (M-L) to Bhopal in the wake of the Union Carbide gas massacre of 1984. He
stayed there for months together to build the movement against the Union Carbide. Later he had a special role in the 1990 diamond workers strike in Mumbai.
Kardam was a major contributor to the study group formed by the CRC, CPI (M-L) tasked with preparing a resolution on Dr. B. R. Ambedkar's contributions. In this period he consistently advanced his
anti-Brahmanic understanding and developed a sharp awareness. In particular, he undertook an exhaustive critical study of Brahmanic aesthetics, such as the criticism of Bharatha's Natya Shastra. He ably
demonstarted how the assimilative mode of suppression exercised by Brahmanism was Bharatha's real organising principle, how all the art forms he claimed to have originated from Brahmanic deities were in fact
peoples' forms emerging from a totally opposite basis.
 This study served him well when he later went to Keralam and guided and  participated in the development of the drama, 'Shambookan',  incorporating folk forms. This was also a unique experiment in theatre.
 He stayed in a Dalit colony for nearly a year  to carry out this  project. The conceptualisation, script, dramatisation and the actors were all forged through a lively interaction, living and working
 together. But the CRC leadership had started to openly flaunt its  liquidationist intentions by this time. Kardam was one of those who  stood firm against this. This led to his becoming the victim of
 isolation and calumny which caused him great hurt. The formal  liquidation of the CRC,CPI(M-L) in 1991 drove in the final nail and  this drama project which had great potential to become a new trend
 setter had to be abandoned. Kardam went back to Gujarat, grievously disappointed at having to abandon what had become a life-project.
Now, back in Gujarat, there was no organised party with him. But he was never  broken in spirit. He got involved in local issues keeping close touch with all oppositional movements in Gujarat. This he would continue till the very end. He was in the forefront in mobilising public opinion against the genocidal attack on Muslims in 2000 and in resisting thegrowing Brahmanic fascicisation. When the Maoists who had resisted CRC liquidationism joined to form the Maoist Unity Center, CPI (M-L), Kardam was part of it. He played a role in the critical evaluation of the CRC.
He later retired from active party work but remained a close sympathiser of the CPI (M-L) NAXALBARI. At a crucial time of its being attacked by the state he bravely came forward to assist it and shouldered the task of keeping in touch with the comrades in jail. He continued to help the Maoist movement to the best of his capacities.
Kardam Bhatt was many things. This wonderful person is now gone. He leaves behind memories of a creative revolutionary artist, an implacable foe of reaction and steadfast server of the people, street fighter,
organiser and propagandist, a comrade warm in caring, a loving husband, father and friend.

Canada - PCR towards his third congress.


This text is a first call for the third Canadian Revolutionary Congress to be held in Vancouver in the Spring of 2014.
This is a call for revolution and a call to organize; a call to break with the scattering and relativism that undermines the struggles against the exploiters and for the unification of the revolutionary forces and the exploited masses in a new class struggle. Finally, this is a call for the unification of the struggle for socialism and with the just struggles of the First Nations, Inuit and Métis across the country.
In the current national and international context, marked by the overall instability of the capitalist system, the unification of revolutionary forces is a key issue. Indeed, the political unity of revolutionary forces, as the revolutionary mobilization and as the political action independent of the bourgeoisie, is one of the contributing factors that will accelerate, amplify and solidify a movement towards revolution and communism. Hence, we firmly believe that it is necessary and essential that Canadian proletarians, youth, women, immigrants and members of First Nations, Inuit and Métis unite in this movement for a new class struggle.
Facing us, the bourgeoisie seems omnipotent. But even though global capitalism dominates the world, it is plagued by a long-term crisis that accentuates all of its contradictions.
  • The crisis of capitalism highlights the contradictions between the imperialist countries over the control of the world market and strategic geopolitical regions. This crisis produces an increase in military interventions, regional conflicts, and inter-imperialist and reactionary wars. And thus the masses must endure new imperialist wars of aggression, invasions and the pursuit of neo-colonialism.
  • The crisis highlights the contradictions between the bourgeoisie and the proletariat. Indeed, the bourgeoisie is taking advantage of the crisis to restructure the capitalist system in order to start a new cycle of capital accumulation. For the proletariat and the oppressed peoples, this translates in the intensification of exploitation, the rising of unemployment and the rising of the cost of living, relocations, layoffs, plant closures, more misery and precarity.
  • Finally, the bourgeoisie is acting preemptively to ensure that their policies and restructuration will not be questioned. Everywhere, under the guise of fighting terrorism, states are becoming more and more openly reactionary, multiplying draconian laws and accentuating political and racist repression.
But despite all these attempts to restore the stability of the system, the bourgeoisie is unable to maintain control. The protracted crisis, albeit with varying intensity, overflows beyond the strictly economic field to produce new crises in political, cultural and social forms. Each confirms this fact: disruptions and crises mark the international and national environment for a long period of time, thus raising the fundamental question of whether the chronic instability of capitalism terminate in an inter-imperialist war or in clashes between the classes—that is, revolution.
As rebellion becomes more common amongst the global masses, the reasons for refusing the capitalist order, desiring the end of this system, and seeking to be active in the anti-capitalist camp are multiplying. It is now time to begin the process of building a new revolutionary movement in all regions of Canada, from east to west, from south to north.
Revolution is the only hope for millions of desperate peoples who live in this country. The workers in Canada make up the great majority of the population and they have nothing to gain from capitalism. Similarly, hundreds of thousands of immigrants who came live here with the hope of improving their situation find themselves overexploited, underpaid and despised. In a country where the bourgeoisie accumulates the wealth while poverty increases, thousands of refugees remain without status and are threatened with eviction. More than one million members of First Nations, Inuit and Métis distributed throughout the territory were despised for centuries, dispossessed by a country that prides itself in being morally “advanced.”
The Third Canadian Revolutionary Congress will be an opportunity to put on the table, discuss and engage ourselves with issues related to the revolutionary strategy in Canada, that is to say, the task before us to end capitalism. We believe that all those who are convinced of the need for revolution will advance in these tasks.
The third conference will also be an opportunity to engage in dialogue and debate about the struggles, demands and perspectives of the First Nations, Inuit and Métis. These oppressed nations play a fundamental role in the struggle against Canadian imperialism. Among other things, they must constantly confront the plundering of their territories. Moreover, they are victims of a true neo-colonialist policy that considers their territories as internal colonies at the service of Canadian capitalism. Maoists of the Revolutionary Communist Party therefore seize this opportunity to take this first step in unifying the struggle of the proletariat and the oppressed nations for the revolutionary transformation of Canada.
As can be seen, for the workers of Canada, members of First Nations or not, there is nothing more to expect from this system. Therefore, we need to put the issues of struggling against capitalism and for a socialist revolution at the heart of the way in which we organize.
We call for the formation of local committees, study groups, and workshops so as to prepare for the third Canadian Revolutionary Congress. Those interested in participating are invited to contact the organizing committee at the following address: crc@pcr-rcp.ca
Documents and other texts will soon be published on the PCR-RCP (pcr-rcp.ca) website, where the party’s program may also be consulted. There will also be preparatory meetings in different cities and regions of Canada to stimulate debate, discussion and interest specifically for the congress, but also generally for unity in theory and in practice for revolutionaries on the Canadian territory.
The revolutionary party we need, it is now that we must build it. Because it is in daring to fight that you dare win!

LIMA – People taking part in a 48-hour general strike to protest the policies of Peruvian President Ollanta Humala are blocking the main roadways in the southern region of Cuzco, an official with the public ombudsman’s office told Efe on Wednesday. “It’s a rather strong paralysis. There is little traffic, there is no public transportation. Interprovincial transportation has also been paralyzed,” said Silvio Campana. On the second day of the protests, demonstrators are continuing to block the highways linking Cuzco with Lima and the southern cities of Puno and Arequipa.

On 30 January 2014, inmates of the Central Prison Nagpu, Maharashtra, at least 177 prisoners, started a hunger strike and soon hundreds of prisoners joint the struggle throughout the country.
The struggle for their unconditional release is an urgent task for all the friends of the people of India, an integral part of the support for their victory and liberation

A l’occasion des rencontres internationales des Avocats du Peuple qui se dérouleront du 12 au 15 février 2014 à Rio de Janeiro nous vous proposons une courte présentation de cette initiative extrêmement importante dans le processus révolutionnaire de libération. Il est évident que pour nous communistes ce type d’avocat est une nécessité dans l’état français, nous sommes prêts à participer à toutes initiatives allant dans ce sens. Auba Vermelha sera présent au congrès pour réaliser des interviews des avocats de divers pays. Le Mexique, l’Iran, les Philippine, la Turquie, le Chili et le Brésil seront représentés, cela sera l’occasion de faire un point sur les situations dans ces pays.
L’IALP (Association Internationale des Avocats du Peuple) a été créée en décembre 2000 aux Pays-Bas avec comme objectif de réunir des avocats et autres professionnels du droit pour défendre les droits du peuple et des peuples d’un biais politique révolutionnaire. La crise mondiale s’accentuant, le capitalisme et l’impérialisme vont devenir de plus en plus violent à l’encontre des peuples, niant toujours plus les droits individuels et collectifs. Organiser la défense des peuples en luttes face aux appareils du pouvoir étatique et judiciaire est une nécessité. Dans un état capitaliste le pouvoir judiciaire est un instrument de domination de la bourgeoisie, il est une partie de l’instrument de répression. La loi n’est pas synonyme de justice, loin de là, elle est bien souvent l’instrument répressif des justes aspirations des populations opprimés. Les Avocats du Peuple sont des militants qui entendent défendre dans n’importe quel système d’oppression les droits humains élémentaires. Ils sont bien souvent victimes de la répression, sous différente forme, menaces, prison,  violences et morts.

Les avocats et les étudiants en droit de diverses régions du pays , engagés dans la lutte du peuple brésilien pour ses droits , unis aux peuples du monde qui luttent contre les actions et les guerres impérialistes dans leur forme la plus intense, ont organisé l’ABRAPO (Association brésilienne des Avocats du peuple), engagée dans la défense active des droits civils, politiques, sociaux , économiques et culturels , en particulier des pauvres et des opprimés .
Les membres de l’ABRAPO participent à l’IAPL (Association Internationale des Avocats logo-iapldu Peuple),  qui est la fédération d’organisations actives dans plusieurs pays, en particulier ceux où l’inégalité sociale est la plus flagrante, les violation sdes droits les plus répandus, et les luttes populaires les plus intenses.
Le vieil Etat brésilien est un instrument au service des classes dominantes, la grande bourgeoisie et les propriétaires terriens, et est arrivé à un très haut degré de dégénérescence dont le processus électoral bidon s’est avéré être un moyen simple de légitimer le pouvoir de ces classes. Au-delà de l’opportunisme des partis officiels, la répression est imposée  peuple, avec des meurtres, des arrestations illégales, la torture, les disparitions et les persécutions de toutes sortes. Le pouvoir judiciaire représente  tout cela, comme l’a démontré un récent jugement de la Cour Suprême Fédérale.
Les actuels systèmes juridiques nationaux et internationaux perpétuent l’ordre socio-économique injuste et contraire aux intérêts et aux revendications populaires pour la libération nationale, la justice sociale, la démocratie et les droits humains. La lutte du peuple pour ses droits a besoin d’une organisation comme ABRAPO.
Principes
( 1 ) action indépendante;
( 2 ) la défense active des luttes populaires ;
( 3 ) vision de la justice comme un instrument de classe ;
( 4) Les activités à l’intérieur et à l’extérieur de la procédure judiciaire ;
( 5 ) Conception que la pratique juridique ne suffit pas à la réalisation des droits et qu’il devrait être associé à la mobilisation, l’organisation et la politisation du mouvement populaire pour un changement structurel dans la société ;
( 6 ) le respect de l’autodétermination  des peuples à choisir leur moyen de lutte (quel qu’il soit), et…
( 7 ) la défense , au-dessus de tout , du droit de résistance à l’oppression .
Réalisation pratique
* Initier et fournir la défense dans les procédures concernant les violations des droits du peuple, en cherchant à accroître le niveau de conscience sociale, l’unité et le militantisme du peuple et ceux qui soutiennent leur cause ;
* Fournir des éclaircissements et des cours de formation juridique pour les individus et les communautés dans la lutte pour leurs droits ;
* Dénoncer les actions de l’État qui éliminent ou ne respectent pas les droits du peuple, et agir avec insistance pour que les contrevenants soient punis ;
* Participer à des missions d’enquête dans les lieux de conflit visant à recueillir des éléments pour les actions en justice ;
* Mobiliser la protection des professionnels du droit qui sont sous la menace et les attaques pour l’exercice de leur profession, en particulier ceux qui sont impliqués dans la défense des droits de l’homme;
* Coopérer avec toutes les organisations  nationales et internationales, les organisations dont les objectifs sont conformes à nos principes.

APPEL À DÉNONCER LE GOUVERNEMENT BRÉSILIEN !

CHAMADA PARA A DENUNCIA DO GOVERNO BRASILEIRO! 
Neste exato momento , no Brasil, um massacre contra os camponeses pobres e sua liderança no Estado de Rondônia está em preparação. As forças repressivas do Estado e da União planejam um ataque contra camponeses pobres sob o falso pretexto de ocupação a uma reserva natural. Vários tumultos já ocorreram e os camponeses foram vitoriosos na primeira tentativa de despejo. Porém num recente discurso do Governador do Estado Confucius Moura, um proprietário de terras, ele descreve os agricultores como vândalos “e ” bandidos ” e prenuncia o pior.
 Com a intensificação da crise geral do capitalismo, a situação dos países semi- coloniais (os chamados do ‘Sul’) tornam-se cada vez mais difícil. A medida que a crise se aprofunda, a pressão imperialista sobre esses países para captar recursos e pegar novos mercados vem causando muitos transtornos. Mais aparente são as intervenções imperialistas militares diretas ou indiretas atuais ou recentes (Líbia , Mali, Afeganistão , Iraque, Síria, Central etc),rp_helicopteromas isso também significa para a classe trabalhadora e os povos da Ásia, da África, da Américas, um constante agravamento da sua situação social, além da devastação ecológica causada pela exploração monstruosa de tudo o que pode trazer alguns dólares ou euros.
O Brasil não é exceção a essa situação geral, estão por trás do crescimento e desenvolvimento orquestrado pelos gestores do PT e do FMI, na verdade se esconde uma situação dramática para uma grande parte da população. O levante popular de junho 2013 foi um lembrete de que os BRICS como “novos poderes” é uma quimera . A Copa do Mundo de Futebol em 2014, com os Jogos Olímpicos no Rio em 2016, traria a propaganda completa do Brasil do subdesenvolvimento , mas a realidade é teimosa !
Longe de sair da sua ligação com a sujeição dos países imperialistas, os governos da “esquerda” da América do Sul são, na verdade, o reino perfeito do reinado global dos monopólios. Isso contribui para um agravamento das condições de vida e das condições de trabalho, com rendas superiores a compreensão, a inflação galopante, cada vez mais a violência policial, os serviços sociais básicos em mau estado ou inexistente, a corrupção generalizada. 50 % do orçamento do Brasil é utilizado pagar a enorme dívida, bilhões são gastos em projetos de PAC, projetos de desenvolvimento de infra-estrutura, com o único propósito de satisfazer os monopólios imperialistas e bem proximo disso ha hospitais que estão sendo fechados…
A situação no campo é igualmente dramática, a reforma agrária prometida nunca chegou e, pior ainda, a repressão contra os movimentos camponeses aumenta. Execuções sumárias de líderes camponeses por milícias dos latinfudarios, tortura policial, intimidação, tudo é feito para criar um clima de terror entre as pessoas e os movimentos de resistência. Cinco milhões de famílias camponesas no Brasil não têm terra para cultivar e os latifúndios (grandes propriedades agrárias, marca do semi- feudalismo) e outros operadores agro-capitalistas estão presentes em todas as obras do Estado, enquanto o monopólio da mídia criminaliza sistematicamente qualquer desafio.
rp_fogoHoje, com o capitalismo global todas as lutas do mundo estão interligados, o Brasil como a Índia é uma peça central na economia global. É um pais-fazenda do mundo, dedicado à oferta global de alimentos mercantizados, e portanto, quanto mais avançar a revolução no Brasil mais enfraquecer o imperialismo, o mais que podemos lutar nos países imperialistas .
Chamamos todos os revolucionários e progressistas sinceros para apoiar as lutas revolucionárias e nesses países. Temos de sair de um eurocentrismo ideológica, a mudança vem da periferia do Velho Mundo, para onde o vento está soprando um mundo novo. Chamamos para apoiar a revolução agrária no Brasil e denunciar a violência contra as pessoas, especialmente aquelas que ocorrem no estado de Rondônia .
Fazemos uma chamada para o boicote, mais que nunca, da máfia chamada FIFA e da Copa do Mundo de 2014 e das futuras Olimpíadas no Rio de Janeiro, e para expor as mentiras do governante pseudo- esquerda do PT e da Dilma Rousseff.
Enviamos uma salvação fraternas e revolucionárias a todos os lutadores do povo brasileiros que lutam para arriscar a sua vida para uma humanidade liberada e igual.

Pierre Overney est né en 1949 dans une famille ouvrière agricole. Après plusieurs boulots en tant qu’ouvrier, notamment à Citroën où il s’oppose aux chefs flics et vend La Cause du Peuple , il finit par rentrer à Renault Billancourt. La lutte y est dure. Le Comité de Lutte impulsé par les maos doit s’opposer à la fois au patron et ses petits chefs et à la CGT conciliatrice. Pierrot est finalement licencié suite à une provocation des chefs, mais il continue de venir militer à la porte de l’usine.

A cette époque, les crimes racistes sont nombreux à l’encontre des travailleurs immigrés. Le Vendredi 26 Février 1972, une manifestation antifasciste est prévue pour les 10 ans du tragique évènement du métro Charonne ; 9 militants et militantes antifascistes y furent tués par la police lors d’un rassemblement dénonçant les crimes des pro-Algérie française de l’OAS.

Devant l’usine de Billancourt, Porte Zola, une dizaine de maos, dont Pierrot, distribuent des tracts appelant à cette manifestation. Les gardiens de Renault interviennent et une bagarre s’en suit. Tramoni, le chef des services de sécurité de la Régie, sort un revolver, vise Pierrot et tire en plein coeur. A son enterrement, une manifestation de 200 000 personnes l’accompagne jusqu’au Père Lachaise.

Pierre Overney a été abattu parce que les maoïstes dénonçaient les crimes racistes contre les travailleurs immigrés ; parce qu’ils organisaient dans les usines les Comité de Lutte qui refusaient les licenciements et les cadences infernales ; parce que les maoïstes préparent la révolution pour que la classe ouvrière dirige la société.

Aujourd’hui, le racisme et le fascisme ne sont pas morts, pas plus que le système qui les engendre. La « gauche » continue à faire payer le prix de la crise à la classe ouvrière et aux masses populaires : restriction des droits des travailleurs et travailleuses, hausse du coût de la vie, aides aux patrons qui n’arrêtent pas de restructurer et licencier, déploiement des troupes impérialistes pour le contrôle des ressources et des zones géostratégiques. Malgré tout, l’esprit de conciliation avec la bourgeoisie dénoncé par les maoïstes hier perdure encore aujourd’hui.

Comme les maoïstes d’hier, il nous faut combattre les politiques anti-ouvrières et anti-populaires des partis de gauche ou de droite qui attisent le racisme et creusent le lit du fascisme ; comme les maoïstes d’hier, il nous faut combattre pour la révolution !

A day after Union Finance Minister P. Chidambaram, doled out grounds for further cheer for Auto Company bosses in the interim budget, all the workers at auto parts electronics factory, Asti Electronics India Pvt. Ltd. (Plot 399, Sector 8), IMT Manesar, went on a wildcat strike occupying the plant on 18th February 2014, pointing to the brutal exploitation of workers which buttresses this cheer. Emboldened by this strike action, a little while later on that day itself, workers in nearby Baxter Pharmaceuticals India factory also struck work on to voice their long-standing discontent. While the immediate trigger for the strike at Asti was physical and sexual violence against four women workers in the morning, the workers at Baxter revolted against the arrogant rejection of their file for Union recognition by the labour department which hand-in-glove with the company would not allow Union formation in the multinational.
Strike at Asti
Since the morning of 18th February, fed up with continuous repression of their trade union rights and coercive measures by the management which include terminations, threats, abuse and now molestation and physical intimidation, all of the around 600 workers, which includes 70-80% contract workers, and among whom women workers constitute around 70%, struck work, and sat inside the factory at the maidan. This immediately erupted after the incident yesterday morning when some women workers were abused and molested by supervisors and managerial staff, fuelling the already boiling workers anger.
This builds up on a regime of underpayment, at times even below the state minimum wages, increasing work pressure and harassment at work, all common features of the exploitation-pit which produced the vulgar glitter recently at display at the Auto Expo in nearby Delhi, had made workers come together to try and get their Union registered. Filing for Union registration on 12 January 2014 only incensed the management of the multinational who attacked by terminating the services of two workers, one on 25th Jan and another on 27th Jan. Both these workers name appear in the list of Union representatives that workers agreed to in filing for Union recognition. Next to go was a contract worker who protested the high-handedness of a supervisor a few days later. The move of the management was to intimidate anyone who came forward to voice the collective anger, or even any collective attempt at asking for Union rights. The move this morning, of sexual harassment and intimidation is part of the measures for ‘industrial peace’ that is common in the area. Women workers attest to the daily sexual harassment of snide remarks to add to the continuous squeeze of their overworked mind and body.
Police was called by the management who used the threat of force, but the unity of workers and their disciplined sit-in could not be broken. The workers from nearby factories also gathered outside the factory gate in a show of solidarity. Slogans of ‘management chor hain’ could be heard from inside the plant. In the evening, under immense pressure from the striking workers, the management had to back off by conceding to the demands of the workers. All three demands of (a) reinstatement of three terminated workers, (b) no vengeful tactics to be used by management related to workers filing for Union registration, and (c) proceedings against guilty supervisors and management who used sexual violence and force against workers in the morning, were agreed to. This is a swift victory of the might of workers united strike action.
Asti (AEIPL) is a subsidiary of Asti Corp, Japan which produces wiring harness, switches, controllers, and other automotive and electronics parts. It supplies to auto companies Suzuki Motorcycles, Maruti Suzuki, Yamaha Motors, Omron Automotive, etc. with branches in Japan, China, Vietnam and India.
Strike at Baxter
Meanwhile in nearby Baxter India Ltd, a pharmaceutical company, workers of A shift struck work in the morning, later joined by B and C shift workers. The strike at Asti emboldened them to organize their long standing unrest. This strike comes in the wake of continuous workers struggle for the last 6 months, where 45 workers who signed for filing Union recognition have been transferred to its Waluj plant near Aurangabad in Maharashtra, while around 6 workers were later suspended and terminated. This was done by the management in vengeful manner to curb Union formation. And to top it up, in place of the transferred workers, those newly hired are on contract, showing its concerted move towards contractualisation.
With 70% women workforce, and 50% contractualisation and increasing, the plant has around 450 workers, who toil day and night in underpayed, overworked, abusive and hazardous work environment. Permanent workers here get Rs.7-8000 while contract workers take home around and less than the minimum wage of Haryana at Rs.5600. While the pharmaceutical plant says that it produces life-saving drugs to treat ‘hemophilia, immune disorders, infectious diseases, trauma, and other chronic and acute medical conditions’, the brutally exploitative and repressive conditions under which workers who produce these drugs work expose the hollowness of the humane overcoat which the company wears.
For the last six months, workers have been struggling to get their Union registered. The file for Union registration was rejected by the Labour Commissioner on flimsy technical grounds, the real reason, as some workers told us, being that the state is taking on as a responsibility, to see to it that workers get ‘peacefully exploited’ in the MNC-raj regime. The case is now pending at the Punjab and Haryana High Court. When yesterday workers received news that the date for mediation of the stalemate of their conciliation with the DLC has been merely delayed to 22nd April, and upon hearing about the strike action at Asti, they struck work. They stayed inside the plant in the night, while the management security and police did not allow any food inside the premises the entire day till 19th evening, when workers from nearby plants and trade unions tried getting food inside the plant. One woman worker fell sick and had to undergo medical treatment later which was also not available during the time of the strike. Late into the evening of 19th Feb, negotiations with the management got workers their demand of reinstating all 45 transferred workers back in the Manesar plant. The six suspended workers however remain suspended pending domestic enquiry in a time-bound manner.
Baxter manufactures medication delivery and renal businesses in 27 countries with three plants in India; it recently expanded capacity and vertically integrated to produce plastic parts, but with even lesser number of workers, while it registered 49.77% as gross margin profits in the last year.
In the last two months itself, among others, management coercion against Union rights, was seen in the nearby Munjal Kiriu in IMT Manesar where goons were sent to beat up workers sitting at the factory gate and Autofit factory in Dharuhera some distance away, where workers struck work for 59 days and made the management backtrack on its condition of separating and keeping the contract workers out of the plant. The strike at Asti where working class women were at the centre of struggle and at Baxter where workers were fed-up with the farcical neutrality of the labour departments hand-in-glove with the management and punishment regime adds to this growing class anger. The inefficacy and second-class managerial role of the central trade unions, independent of which there is a growing assertion of plant-based workers unity across segmentation (the Autofit strike being a particularly illuminating case) and plant occupations, among others, are increasingly to be seen in the recent strikes in the last two months

Le 9 février 2014, à l’initiative des partis d’extrême-droite, un référendum a été tenu “pour ou contre l’immigration de masse”. La majorité des citoyens qui sont allés aux urnes ont voté en faveur de la proposition xénophobe. Lorsque les résultats ont été annoncés, des manifestations anti-racistes spontanées ont eu lieu dans différentes villes suisses.
A Zürich, dans la soirée du 9, 1.600 personnes sont descendus dans les rues en portant une banderole qui disait “Contre le racisme et la répression – solidarité internationale !”. Ils se sont rassemblés sur la place Helvetia, puis ont marché vers le centre-ville. Au pont Gessner, la police a utilisé des canons à eau pour empêcher la manif de se déplacer davantage dans le centre-ville. En conséquence, la manifestation s’est poursuivie dans le quartier 4. Dans le même temps, plusieurs vitrines de magasins ont été endommagées et des véhicules de police attaqués.

Brasil - Des robots assisteront la police lors de la Coupe du Monde - mais la proteste on se peut pas fermer!


Des robots Packbots, déjà utilisés en Irak, en Afghanistan et à Fukushima seront déployés au Brésil lors de la Coupe du Monde, le gouvernement brésilien a en effet signé un contrat de 7.2 millions de dollars pour l’acquisition d’une trentaine d’engins auprès de la société états-unienne IRobot. Les Packbots se déplacent sur chenilles, sont équipés d’un bras polyvalent, de plusieurs caméras haute-résolution, d’un GPS, d’une boussole et de divers engins de mesure destinés à détecter les explosifs. Les packbots patrouilleront pour détecter les colis suspects et surveiller les alentours des stades. En plus de celà, la police disposera d’un système de reconnaissance faciale capable de capter 400 images par seconde et de comparer les visages à une base de données de 13 millions de visages.Brésil : Plus de mille personnes contre la Coupe du Monde

Un robot 'Packbot'

Plus de mille personnes, encadrées par un important dispositif policier, ont défilé hier contre la tenue de la prochaine Coupe du Monde au Brésil à Sao Paulo. A la fin de ce vaste rassemblement, les forces de l’ordre sont intervenues pour disperser la foule rassemblée dans le centre-ville, entraînant une soirée d’affrontements. Le porte-parole de la manifestation a déclaré ’Il n’y avait même pas une vitre cassée, mais la police a commencé à attaquer tout le monde’. Des gaz lacrymogènes et des grenades assourdissantes ont été tirées contre les manifestants qui hurlaient ’Police terroriste’. En fin de soirée, la police militaire a déclaré que 230 personnes avaient été interpellées. Au moins sept personnes ont été blessées.

Canada DEMONSTRATION & ASSEMBLY FOR INTERNATIONAL WOMEN’S DAY


– A call from the March 8 Committee of Women of Diverse Origins.
This March 8, 2014 we declare our solidarity with the poorest and most vulnerable among us, and take to the streets to denounce the PRECARITY and insecurity imposed on us by a system based on economic, social and political inequalities. We reject the diversionary tactics of the government preying on fears around cultural identity, and focus instead on the conditions we face as the vast majority. Together we will smash this glass cage of capitalism and patriarchy!
The majority of women find themselves at the bottom of a hierarchy of inequality in Canada and around the world. Government policies are widening the gaps between haves and havenots, as they race to provide increasingly cheap, more vulnerable and flexible workforces for the capitalist class and public sector employers.
Precarity is imposed on us in Québec, Canada and globally, in the current world order, at all levels of existence.
PRECARITY OF EMPLOYMENT – low-wage, part-time, casual jobs without benefits, protection or unions; Walmartization of the service sector where women are the majority. Women outnumber men in minimum wage jobs; 70 % in part-time jobs; women head the majority of single parent families. Still today, for every dollar earned by a man in Canada, a woman earns only 70 cents.
Precarious conditions for domestic workers, still denied minimum protection of CSST because their jobs aren’t considered “real work.” Racism and discrimination faced by foreign caregivers under the Live-In Caregiver Program who can be denied resident status if they fall ill, or fail to complete two years in their employers’ homes within imposed time limits. Despite these harsh conditions Filipino women are forced to leave their homes for such employment—part of the global feminisation of migration and the commodification of women.
PRECARITY CAUSED BY IMPERIALIST WARS AND VORACIOUS TRANSNATIONAL CORPORATIONS to control the resources of the planet, leaving environmental devastation and poverty in their wake. Millions are forced to migrate to survive.
PRECARITY OF MIGRATION, reinforced by changes to immigration and refugee laws. Unemployment twice as high among recent immigrants than among locally-born (15% compared to 7.5%), foreign qualifications and accreditation unrecognized, with the consequence of de-skilling of thousands of workers and professionals; immigration policies that have shifted to bring in even more vulnerable workers. Since 2008, Canada has brought in more temporary foreign workers, at wages up to 15% below average wages and the trend shows no sign of decline. More migrants driven underground to become easy prey for contractors and employers who push wages down further. We stand behind the demands for the regularization of non-status migrants.
PRECARITY WITH RESPECT TO BODILY SECURITY & MOTHERHOOD – Immigration and refugee laws have a devastating impact on women, making them more dependent and vulnerable to abuse and violation of parental rights when they enter Canada as sponsored spouses. Oppression and violence also negatively impacts the bodily security of queer and trans women. Reproductive choice is constantly threatened.
PRECARITY FOR ABORIGINAL WOMEN in Canada and abroad whose lands are taken and communities destroyed by mining and lumber extraction projects. Over 600 aboriginal women are missing or murdered in Canada. We join our Native sisters in demanding justice for them.
PRECARITY FOR STUDENTS, many of whom are forced to combine work and studies for years, and even then accumulate debt, with no guarantees of employment once they graduate.
PRECARITY OF SOCIAL RIGHTS — Constant attacks on social housing, education, health services and transportation, further inequality for women, particularly elderly and single and women with disabilities. Even children of migrant women are often denied access to school and other social services.
PRECARITY FROM RACISM — Discrimination against indigenous women, migrant women, especially newcomers, women of color and increasingly, Muslim women, whose employment rates are consistently lower than those of the general population in Canada.
PRECARITY FROM COMMODIFICATION OF FEMALE BODY — Sexist advertising long in existence, combined with, sexual exploitation and trafficking which are increasingly commonplace. The female body has become just another commodity for sale or rent.
On the occasion of March 8, we invite women of diverse origins and their allies to come out and show their resolve to smash the glass cage that keeps us subordinate, unequal and in poverty, and oppose the “inevitability logic” of capitalism and patriarchy. They are not our destiny! Unite in sisterhood and solidarity with the most oppressed to organize to free ourselves. This International Women’s Day, let us keep up the proud tradition of women at the forefront of struggles for justice and equality and demand an END TO PRECARITY!

Suite à la manifestation antifasciste de dimanche 9 février dernier, nous avons reçu ce communiqué par mail. Il est très important car il souligne la nécessité de l'Unité du mouvement de masse pour un antifascisme conséquent, notamment en réaffirmant la nécessité du lien avec la lutte antiimpérialiste. A l'heure où la frange la plus réactionnaire de la bourgeoisie défile dans les rues, a pignon sur rue dans les médias et tente de surfer sur la confusion idéologique qu'elle entretient (en particulier sur la question de l'antisionisme), ce cortège a réaffirmé ce qu'est la solidarité internationale des peuples en lutte.

Dans un contexte de montée de l’extrême droite et de multiplication d'agressions a caractère racistes et islamophobes, une manifestation a eu lieu à Paris, le 9 février 2014, sous le mot d'ordre « l'Antifascisme, c'est l'affaire de tous »,  rassemblant plus de deux mille personnes.
Au sein des manifestants, un cortège soutenant la cause Palestinienne était présent derrière la banderole « Contre le fascisme et le sionisme ». Dans ce cortège, des militants pro-palestiniens et des militants antifascistes parisiens, notamment ceux de l'Action Antifasciste Paris-Banlieue (https://www.facebook.com/pages/Action-Antifasciste-Paris-Banlieue/126207707507571?fref=ts) ont scandé : « Paris-Gaza, Antifa », « Palestine vivra, libérez Georges Abdallah » et « Israël Apartheid, Boycott! », rappelant que la lutte pour les droits du peuple palestinien et la lutte antifasciste et antiraciste sont intimement liées.
En France, une des formes du soutien au peuple palestinien passe par la lutte contre l’extrême droite qui tente de s'accaparer et de salir la résistance palestinienne par antisémitisme.
La manifestation s'est terminée par un hommage sur les lieux du meurtre de Clément Méric, jeune militant antifasciste membre de l'Action Antifasciste Paris-Banlieue tué par un militant d’extrême droite, le 5 juin 2013 : nous assistons actuellement à une montée en puissance des organisations fascistes en France et en Europe.
Rappelons que le soutien a la lutte palestinienne peut se faire concrètement en France : un gala pour le financement du Magav (gardes-frontières Israéliens) à du se tenir dans le plus grand secret, à Paris, ce 9 fevrier 2014. 
La lutte antifasciste et la lutte du peuple palestinien convergent dans leur combat contre le racisme, le colonialisme et l'oppression.

الحراك الفرنسي ضد الفاشية يدعم الحقوق الفلسطينية
في سياق صعود اليمين المتطرف في أوروبا و تعدد الاعتداءات العنصرية و كراهية الاسلام ، نظم الحراك الشعبي الفرنسي مظاهرة كبيرة في العاصمة الفرنسية يوم الاحد الماضي تحت شعار " الفاشية تخص الجميع" ، شارك فيها أكثر من عشرة الاف شخص.
حيث قاد المظاهرة موكب المسيرة الداعم للحقوق الفلسطينية رافعاً شعار " كلنا ضد الفاشية و الصهيونية" بمشاركة نشطاء حركة التضامن الفرنسية مغ الشعب الفلسطيني في باريس و ضواحيها ،و التي طالبت المجتمع الدولى بمقاطعة اسرائيل على ترسيخها نظام الفصل العنصري في الاراضي المحتلة ، وأكدت على أن النضال من أجل حقوق الشعب الفلسطيني و محاربة الفاشية و العنصرية هو أمر واحد لا انفصام فيه.
 جاءت تلك المظاهرات في الوقت الذي تشهد فيها أووربا و فرنسا تصاعداً للقوى الفاشية و العنصرية قبيل تنظيم الانتخابات الاوروبية ي مارس المقبل. حيث يشكل الحراك الفرنسي ضد الفاشية و العنصرية أحد أشكال الدعم للشعب الفلسطيني ، من خلال التصدي لمحاولات اليمين المتطرف الفرنسي لتشويه الحقائق عن الشعب الفلسطيني و نضاله العادل من أجل الحرية.
ومن الجدير بالذكر أن تنظيم المظاهرات يوم الاحد الماضي جاء أيضاً رداً شعبياً فرنسياً على رفضها لاقامة حفل من أجل حشد الدعم المالي  لحرس الحدود الاسرائيلي المعروف بــ/ Magav  و الذي ينظم سنوياً في باريس من قبل المنظمات الموالية لاسرائيل و المعروفة بمواقفها العنصرية و الفاشية.
و أكد المتظاهرون أن النضال ضد الفاشية و نضال الشعب الفلسطيني يلتقيان في معركة واحدة ضد الاستعمار و القهر و العنصرية.

PARIS STAND WITH PALESTINE AGAINST FASCISM 
In the current climate, the radical right increases, and there is a multiplication of racist and islamophobic acts. A demonstration of 2000 people was held in Paris the 9th of February 2014, the watchword was "Antifacism, everybody is concerned with it". Within the demonstrators, a cortege defending the Palestinian cause was behind a streamer "Against fascism and Zionism". In this cortege, pro-Palestinian activists and Parisian anti fascists activists, particularly from the Action Antifaciste Paris Banlieue chanted: "Paris-Gaza, Antifa", "Palestine will live through, free Georges Abdallah" and "Israel Apartheid, Boycott!", reminding that the struggle for Palestinian people's rights, anti fascist and anti racist struggles are closely linked. In France, one form of support towards Palestinian people pass through the struggle against radical right, who attempts to monopolise and dishonour Palestinian resistance into antisemitism. The demonstration ended into a tribute to Clement Meric, young anti fascist activist member of Action Antifaciste Paris Banlieue killed by a radical right activist the 5th June 2013 : we have been witnessing a rise to power of fascist organisations across France and Europe. Let's remind that the 9th of February, in a total secret, a gala has been held for financing the Magav (Israel's border patrol) in Paris, proof that the support to Palestinian cause can be done concretely in France. Anti fascist struggle and Palestinian people struggle converge on the fight against racism, colonialism and oppression .

En un contexto de subida de la extrema derecha y de multiplicación de agresiones de carácter racista e islamófobo, una manifestación ha tenido lugar en París, el 9 de febrero del 2014, bajo la consigna "El antifascismo es asunto de todxs", concentrando a más de dos mil personas. En el epicentro de lxs manifestantes, un cortejo de apoyo a la causa palestina estaba presente tras la pancarta "contra el fascismo y el sionismo". En este cortejo, lxs militantes pro-Palestina y lxs militantes antifascistas parisinxs, destacando aquellxs de Action Antifasciste Paris-Banlieue que gritaron "París-Gaza antifa!", "Palestina vencerá, liberad a Georges Abdallah" e "Israel Apartheid boicot!", recordando así que la lucha por los derechos del pueblo palestino y la lucha antifascista están íntimamente ligados. En Francia, una de las formas de apoyo al pueblo palestino pasa por la lucha contra la extrema derecha que intenta acapararse de la causa y de deshonrar la resistencia palestina con el antisemitismo. La manifestación terminó con un homenaje en los lugares donde murió Clement Méric, joven militante antifascista miembro de la Action Antifasciste Paris-Banlieue asesinado por un militante de extrema derecha el 5 de junio del 2013: Estamos asistiendo a una subida en potencia de las organizaciones fascistas en Francia y en Europa. Recordemos que el apoyo a la lucha palestina se puede hacer en Francia: La gala para la financiación del MAGAV (Policía de Fronteras de Israel) ha debido tener lugar en el mayor de los secretos en París este 9 de febrero del 2014. La lucha antifascista y la lucha del pueblo palestino convergen pues, en su combate contra el racismo, el colonialismo y la opresión.

Le Parti communiste des Philippines (Partido Komunista ng Pilipinas, PKP) est né en 1930, quelques années après l’instauration des premiers syndicats communistes dans l’archipel. Le pays est alors sous le régime colonial américain et le mouvement communiste est fortement réprimé. L’attaque du Japon sur les États-Unis en décembre 1941 à Pearl Harbour est immédiatement suivie de l’invasion des Philippines, où sont concentrées les forces militaires américaines dans le Pacifique. La résistance armée à l’occupation japonaise s’organise, à partir du début de 1942, dans le Hukbalahap (Hukbo ng Bayan Laban sa Hapon, Armée populaire antijaponaise), dirigé par le PKP. Ses combattants, les Huks, s’illustrent dans des attaques régulières de l’Armée impériale japonaise tout au long de l’occupation.
Après la reconquête de l’archipel par les États-Unis, les Philippines deviennent formellement indépendantes en 1946. Le PKP, qui a d’abord opté pour la fin de la lutte armée, reprend les armes en 1948 et l’ancien Hukbalahap devient le Hukbong Magapalaya ng Bayan (Armée de libération populaire, HMB). Celui-ci monte rapidement en puissance, emportant de nombreuses victoires militaires, jusqu’à la mise en place, au début des années 1950, d’une politique contre-insurrectionnelle par l’état philippin, aidé par des conseillers militaires américains (dont le fameux Lansdale, qui s’illustrera ensuite au Vietnam). Les erreurs tactiques de l’HMB et l’ampleur de l’offensive gouvernementale scellent rapidement le sort de l’HMB : à partir de 1954, les redditions sont massives et en 1957, il ne reste que quelques centaines de combattants qui finissent par devenir des bandits isolés des masses.

Le rétablissement du Parti Communiste

La décennie suivante voit la création du Communist Party of the Philippines (CPP) et de la New People Army (NPA) grâce en particulier à Jose Maria Sison. D’abord membre du PKP, celui-ci s’illustre d’abord dans les luttes des étudiants contre la chasse aux communistes qui fait alors rage aux Philippines (en particulier sur les campus) et contre l’engagement militaire philippin aux côtés des États-Unis au Vietnam. Jose Maria Sison, rompant avec le PKP, entraine avec lui quelques 200 cadres du PKP, de l’organisation de jeunesse de celui-ci et du Malayang Samahang Magsasaka (Union des paysans libres, MASAKA). Entre le 26 décembre 1968 et le 7 janvier 1969, se tient le « Congrès de rétablissement » du Parti communiste et dans les mois qui suivent, la NPA est créé à partir de quelques éléments dissidents du HMB. D’un point de vue théorique et stratégique, le CPP-NPA se définit comme « marxiste-léniniste-maoïste ». Le troisième pilier de l’organisation, le National Democratic Front (NDF) sera établi en 1973 lorsqu’aura été élaboré le programme national démocratique.
C’est au début des années 1970 que parait un ouvrage signé Amado Guerrero (le pseudonyme de Jose Maria Sison) : Philippine Society and Revolution (1970). Ce texte, avec Specific Characteristics of Our People’s War (1974) et Our Urgent Tasks (1976), fournit le socle d’une analyse de la société philippine, qualifiée de « semi-colonial et semi-féodal », mais aussi de la stratégie révolutionnaire. Comparant la situation des Philippines (un archipel, « semi-féodal et semi-colonial » dominé par l’impérialisme américain) à celle de la Chine des années 1930 (un pays-continent, disputé par plusieurs impérialismes), le mouvement révolutionnaire tire très rapidement plusieurs enseignements : Partant du constat selon lequel l’armée populaire ne peut constituer une base comme celle de Yan’an, l’expansion militaire devra se propager à partir de plusieurs foyers et la fragmentation géographique sera, à long terme, un atout décisif pour les révolutionnaires. Par ailleurs, la stratégie militaire devra utiliser les montagnes à son avantage et se concentrer sur les grandes iles avant les plus petites.

« Digmaang bayan, sagot sa Martial law ! » (« Contre la loi martiale, la guerre populaire ! »)

Le tournant des années 1960-1970 est marqué par la radicalisation des mobilisations politiques, notamment étudiantes (en particulier durant le « mai 68 » philippin en janvier – mars 1970), et par un recrutement massif du CPP-NPA. En réponse, le Président Ferdinand Marcos décrète la loi martiale en septembre 1972, qui se traduit par une répression politique féroce, mais aussi l’accentuation des affrontements armés entre la NPA et les forces gouvernementales. Au début des années 1980, la prise du pouvoir à brève échéance par le CPP-NPA qui, forte de plus de 8 000 combattants incarne la résistance au régime de Marcos, devient une perspective concrète. Jusque là, l’oligarchie s’était, bon gré, mal gré, ralliées au dictateur qui lui avait pourtant confisqué la plupart de ses pouvoirs économiques et politiques. Mais, comme les États-Unis, elle commence à lâcher le dictateur, qui n’apparaît plus comme le meilleur garant contre le mouvement communiste…
L’assassinat en 1983 de Benigno Aquino, un homme politique de premier plan de la période pré-Marcos et l’un de ses plus grands adversaires social-démocrate, marque un tournant. Soutenue par les élites politiques et économiques philippines, mais aussi par la puissante hiérarchie catholique, aidée par les États-Unis, sa veuve, Cory Aquino, rassemble les forces autour de sa candidature à l’élection présidentielle de 1986. Pendant ce temps, les affrontements militaires entre les forces gouvernementales et l’Armée populaire tournent de plus en plus à l’avantage du mouvement révolutionnaire, malgré une répression politique violente et l’incarcération de nombreux militants et dirigeants. C’est dans ce contexte que Cory Aquino remporte l’élection présidentielle de 1986 contre Ferdinand Marcos : le refus de celui-ci de reconnaitre sa défaite et la défection de plusieurs militaires de son entourage entraine le « People Power », des manifestations gigantesques à Manille qui forcent à l’exil Marcos et son entourage proche.

Le CPP-NPA face au retour à la démocratie bourgeoise

L’arrivée au pouvoir de Cory Aquino permet d’abord la libération de nombreux prisonniers politiques, dont Jose Maria Sison (qui avait été arrêté en 1977). Mais le Parti doit surmonter l’incompréhension des masses : il a appelé au boycott de l’élection présidentiel et il s’est donc coupé de l’élan populaire qui entoure le nouveau régime, qui affiche un programme de réformes sociales, économiques et politiques (comme la réforme agraire). Les résultats de l’engagement du mouvement révolutionnaire dans les élections suivantes sont mitigés. Or Cory Aquino, après avoir entamé des négociations de paix avec le CPP-NPA, met en place, avec l’aide des États-Unis, une lutte de grande ampleur contre le mouvement communiste, notamment en encourageant la constitution d’escadrons de la mort qui ciblent les militants progressistes et les populations civiles suspectées de soutenir le mouvement révolutionnaire.
La période post-Marcos voit également des débats se multiplier au sein du Parti au sujet du mode de production dans le pays (sur son caractère « semi-féodal et semi-colonial ») et de la stratégie, notamment en raison du développement, à partir du milieu des années 1980, de la lutte armée dans les villes, en particulier à Manille. Ces débats ne seront dépassés qu’en 1992 lors de la « Seconde grande rectification » avec la publication de Reaffirm our Basic Principles and Rectify the Errors, qui prend la mesure d’erreurs stratégiques passées et attaque à la fois les courants révisionnistes et insurrectionalistes qui se sont développés au sein du mouvement au cours de la dernière décennie. L’ensemble du mouvement révolutionnaire est alors traversé par une scission entre les reaffirmists et les rejectionists, ces derniers fondant divers groupuscules, recourant parfois à la lutte armée, et plus ou moins dans la sphère d’influence de la IVe Internationale.

De la guerre contre le terrorisme à Oplan Bantay Laya

Une fois ces problèmes internes dépassés, le mouvement communiste s’est trouvé confronté, jusqu’à aujourd’hui, à un nouveau défi : la mise en place par l’État philippin, avec l’aide des États-Unis, d’une guerre anti-insurrectionnelle de vaste ampleur. En janvier 2002, le président George W. Bush, avec l’appui inconditionnel de la présidente des Philippines, Gloria Macapagal Arroyo (GMA), a ouvert, dans l’archipel, un « deuxième front » à la « guerre contre le terrorisme », appelé alors « Operation Freedom Eagle ». Sous le nom d’Oplan Bantay Laya, l’Armée philippine mène depuis une guerre à la fois contre Abu Sayyaf et les mouvements séparatistes moro (la minorité musulmane du sud du pays), mais aussi contre le mouvement communiste (dans l’ensemble de l’archipel). En juin 2006, GMA a déclenché une « guerre totale » contre le CPP-NPA, avec la promesse de totalement le détruire d’ici la fin de son mandat (en juin 2010). Cela s’est traduit par une aggravation de la militarisation des campagnes, des déplacements encore plus nombreux de populations civiles et une augmentation dramatique du nombre des victimes de violations des droits humains.
Il est difficile de chiffrer exactement les victimes d’Oplan Bantay Laya. Mais les organisations luttant contre les violations des droits humains estiment que plus de 1 200 personnes ont été assassinées ou ont « disparues » depuis 2001. Sont tout particulièrement visés les membres de syndicats de paysans (comme KMP) et de travailleurs (comme KMU), d’organisations de femmes (comme Gabriela), de défense des droits humains (comme Karapatan) et d’organisations politiques progressistes (comme Bayan Muna). Mais on compte également parmi les victimes des journalistes, des membres d’organisations étudiantes, des leaders de minorités ethnolinguistiques, des ecclésiastiques, etc. Le cas le plus célèbre qui illustre comment la répression politique vise tous les secteurs de la société civile est certainement celui des « 43 de Morong » : la torture et l’incarcération pendant plus d’un an de 43 travailleurs de santé prodiguant des soins aux communautés les plus pauvres du pays.

Vers l’équilibre stratégique dans 5 ans

Noynoy Aquino, le fils de Benigno et Cory Aquino, a été élu président en mai 2010, grâce à un fort soutien populaire, dû à l’aura de ses parents et à ses discours réformistes, en particulier en faveur des pauvres et des droits humains. Lors de son arrivée au pouvoir, Noynoy Aquino a annoncé la reprise des négociations de paix avec le CPP-NPA, mais aussi les mouvements de libération moro. Mais il a, dans le même temps, prolongé Oplan Bantay Laya qui se terminait normalement avec le mandat de GMA et prolongé les accords militaires avec les États-Unis qui permettent la présence de troupes américaines combattant sur le terrain national. Les premiers prisonniers politiques qu’il a libérés étaient des militaires putschistes. Les réformes sociales promises se font toujours attendre, alors que les conditions de vie du peuple continuent à se dégrader : la réforme agraire n’a été, depuis l’accès de Cory Aquino au pouvoir en 1986, que superficielle (le clan familial Aquino continuant de posséder l’une des plus grandes haciendas du pays), l’économie nationale reste étouffée par une dette gigantesque, les industries nationales sont quasi-inexistantes et 10% des philippins travaillent à l’étranger. Les intérêts économiques étrangers, notamment américains, restent puissants, avec le développement des zones franches, et un agro-colonialisme agressif (l’achat de terres par des compagnies étrangères) qui prive un nombre croissant de minorités ethnolinguistiques de leurs terres ancestrales.
Malgré la répression violente que subit le CPP-NPA, celui-ci continue des discussions préliminaires à la reprise de négociations de paix, afin d’obtenir notamment le respect des droits des populations civiles et des combattant-e-s dans les zones de guérilla, la libération de quelques 370 prisonnier-e-s politiques et la mise en place de réformes sociales (en particulier la réforme agraire). À l’occasion du 42e anniversaire de sa création, en mars 2011, la NPA a annoncé que l’équilibre stratégique devrait être atteint dans un horizon de 5 ans.
