KATHMANDU, DEC 02 – Former CPN-Maoist secretary Netra Bikram Chand on Monday officially announced the formation of a new party, the fourth Maoist party to enter mainstream politics since the former rebels joined the peace process in 2006. The new party, named the CPN Maoist, declared “Nepali Congress and a regime of comprador bourgeois” as its prime enemy. The party, leaders said, was the need of time to sustain the legacy of ‘people’s war’ after the UCPN (Maoist) and CPN-Maoist ‘diverted from their principles’. The leaders claimed that the party could go as far as undertaking an ‘armed struggle’ in order to protect ‘national unity, integrity, sovereignty and rights of people’.
Nearly a third of the CPN-Maoist leaders, mostly young ones from the People’s Liberation Army, have joined the party. Issuing a press statement, the party accused the ruling parties of violating the 12-point agreement and peace process. “They (NC and UML) should honestly follow the agreement they signed with us in Rolpa before we came to the peace process. We are ready to give our lives if anybody suppresses us,” said Chand, central coordinator of the party.
The party further demanded an ‘all party conference’ to resolve contentious issues of the constitution writing process. The party also asked to nullify all unequal treaties signed between Nepal and India including the1950 treaty. Chand blamed UCPN (Maoist) Chairman Pushpa Kamal Dahal and CPN-Maoist Chairman Mohan Baidya of undermining the bloodshed of more than 10,000 people and deceiving commoners by joining hands with ‘enemies’ to weaken Maoism within the country.
He, however, said that his party looks forward to working with other Maoist leaders including Dahal and Baidya to ‘complete the people’s war’. “The ruling parties should understand that Maoism is a movement and not just about individuals. It’s a vision created by common people. They should not be mistaken that the Maoist revolution has ended,” said Chand. Though their statement does not mention armed rebellion, leaders claimed that the party plans to form its paramilitary wing and set up parallel local bodies just like the war era.
Chand’s document on ‘unified struggle’ talks of launching a new revolution with the support of rural peasants and urban working class (middle class) along with other marginalised communities. The party has formed a central coordination committee under Chand to finalise the new party’s guiding principle, organisational structure and strategies. Another organising committee has been formed under Khadga Bahadur Bishwokarma to hold a general convention on January 7-10.

Nepal Maoist breakaway calls for ‘people’s retaliation’
New Nepalese Maoist party forms, calling for retaliation against “regressive” forces in the country World Bulletin/News Desk A new party has emerged from Nepal’s fractured Maoist fringe on Monday, calling for a “people’s retaliation.” At a press conference in the capital, Kathmandu, the former secretary of the Communist Party of Nepal – Maoist, Netra Bikram Chand, announced his own similarly-named Communist Party of Nepal Maoist, taking a third of the party with him.
He criticized his party’s stance on the drafting of a new constitution and accused the ruling Nepali Congress party and Communist Party of Nepal (Unified Marxist Leninist) of trying to undo the peace agreement that ended the country’s decade-long civil war in 2006. The Communist Party of Nepal – Maoist had boycotted elections in 2013 and criticized the signing of energy-sharing agreements with neighboring India but Chand said there was a need to launch a “people’s retaliation” against “regressive” forces in the country.
“Guns are not a big deal. If we take over brains, there won’t be any problem of guns,” said Chand, who has previously expressed his willingess to lead insurgent forces. “We are ready to wage war, sit for talks or even shake hands to institutionalize the achievements of the decade-long people’s war.” He said the party has no immediate plans to initiate a new round of violence but did not rule out the possibility. Chand’s breakaway marks the most significant fissure amongst the Maoists since 2012, when the Communist Party of Nepal (Maoist), who launched the “People’s War” in 1996, split into separate parties under two different leaders.

We could raise arms, warns Chand
KATHMANDU, Dec 1: Coordinator of the newly-announced party CPN Maoist Netra Bikram Chand on Monday said that they are ready to sacrifice their lives to ensure that people are entitled with their rights and for sovereignty of the country. Addressing press meet organized by the National Convention Organizing Committee of the party formed after separation from the CPN-Maoist, Chand said that their revolution will be against capitalist and those trying to enforce the system as desired by foreign powers. “We could raise arms, sit on a table for negotiation and even could put an end to revolution if our demands are fulfilled,” he said amidst speculations that the party will wage civil war.


Chand doesn’t deny use of guns in new revolution
KATHMANDU: Netra Bikram Chand, who recently formed a new Maoist part after severing his ties with Mohan Baidya-led CPN-Maoist, said on Monday that the nature of revolution that he is talking about would depend on the actions. “Guns are not a big deal. If they take over brains, there won’t be any problems of guns,” the former Maoist fighter said at a press conference here in the Capital, hinting that his Maoist faction still had hangovers of armed struggle.
His new outfit has been named CPN Maoist. Saying people’s aspirations were undermined at present, he tried to justify the need of a new revolution. “Prachanda (Chairman of UCPN-Maoist Pushpa Kamal Dahal) had to lead this movement against regression. Since he did not, Kiran (Chairman of CPN-Maoist Mohan Baidya) had to lead it, or at least, Badal (General Secretary of CPN-Maoist Ram Bahadur Thapa) had to lead…,” he stated, “But we, general people, have to lead it now.” Dubbing revolution as a historic requisite, and not a personal choice, he said, “History has put this responsibility on our shoulders.”
Not even a single leader involved in Janayuddha (people’s war), in which thousands of people were killed, can escape from these revolution, he said. According to him, his was a campaign to unite the Maoist movement in the country instead of a split. Chand, who was Secretary of CPN-Maoist, had attended the party’s plenum on November 24, announcing that he was divorcing himself from the party. He had charged that the party utterly failed to lead the class struggle. Leaders like Khadga Bahadur Bishwakarma and Dharmendra Bastola were also present at the press conference today.

KATHMANDU, DEC 01 – Coordinator of the newly formed CPN Maoist, Netra Bikram Chand , has said the new party was formed to protect the national sovereignty, public-livelihood and people’s right. Chand, who announced the formation of a new party breaking away from Mohan Baidya-led CPN-Maoist on Saturday, clarified that he had to form a new party because the leaders of his former party were being driven by vested interests. Speaking at a press meet organised here in the Capital on Monday, leader Chand said that his party’s response will depend on the behavior of the state towards its struggle.
He warned of forming people’s army and people’s government, if needed, depending on the state’s attitude towards his party. “Prachanda [UCPN (Maoist) Chairman Pushpa Kamal Dahal] betrayed the commitment made before the people during the people’s war,” said Chand. “The sacrifice of 10,000 people have gone to waste. Prachanda and Baidya should give reply to the people about it.” Hinting at Dahal, Chand accused the former rebel leaders of being indulged in corruption.
“The CPN-UML and NC entrapped them [Maoist leaders] in personal interests and corrupt lifestyle,” Chand claimed. The CPN Maoist under Chand have decided to recognise Nepali Congress (NC) as its principal enemy, the party secretariat member Dharmendra Bastola said at the press meet. Meanwhile, the party has announced its decision to hold its first General Convention on January 7, 8 & 9 , read a statement issued by Chand.
The party has formed an organising committee under Khadga Bahadur Biswakarma The dissenting faction under Chand held a secret meeting in Chitwan boycotting the extended Central Committee of Baidya-led CPN-Maoist. The four-day conclave on Saturday announced the formation of a new party to lead another “rebellion” and formed a seven-member committee under Chand to decide new party’s political doctrine, immediate and future strategy.

Chand directs party rank and file to get ready for ‘war’
CHITWAN: Netra Bikram Chand, who recently severed ties from the Mohan Baidhya-led CPN-Maoist, today directed party leaders and cadres loyal to him to be ready to go for any form of struggle. Addressing party leaders close to him at a party palace in Bharatpur after holding his group’s meeting at the unidentified place in the district, Chand directed party leaders and cadres to be prepared for any form of battle. A source said the meeting at the secret location had formed the CPN-Maoist party under Chand’s leadership.
Addressing party leaders and cadres, Chand said that people had not been able to feel the change due to domination of opportunistic people in previous revolutions. “Chand said the next revolution would be progressive and forward looking,” a cadre said. Chand is believed to have urged the public and nationalistic cadres to participate in the next revolution. Mediapersons were barred from reporting on Chand’s meeting with his cadres.
After the meeting, Chand had exited in underground style. Journalists failed to notice his exit. It has been learnt that Chand will make public the decisions made at the gathering at a press conference in the Capital tomorrow. “The party led by Chand is going to submit a charter of demands to the government tomorrow,” a source said. The secret gathering decided to organise a national conference on January 5. For the same, a conference organising committee has been formed under Chand’s leadership.
Meanwhile, Chand’s party organised a training programme for party activists at Bastipur of Basamasdi VDC-2, Makawanpur today. The programme was organised in the presence of central leaders. Coordinator of the newly-formed CPN-Maoist Chand warned of raising arms against ‘traitors and anti-people parties’ after internal preparation. “The next fight will not be against the NC, UML and UCPN-Maoist but against traitors inside these parties,” Chand added.
Claiming that he had split the party not because of his lust for power but for the people and country, Chand pledged to form a party of true communists comprising members from all the parties. According to a leader, CPN-Maoist politburo member Dharmendra Bastola, central members Anil Sharma, and Gunraj Lohani were present at the training session. Chand directed the party rank and file to be ready to go for war. A source said that a-35 member Makawanpur District Gathering Organising Committee led by Bir Bahadur Ghalan was formed.

KATHMANDU: Maoist leader Netra Bikram Chand on Monday formally announced a new party. Organising a press conference in the Capital today, Chand announced the Communist Party of Nepal Maoist (CPN M). Last week, he had announced that he and leaders loyal to him broke all ties with the CPN-Maoist party led by Mohan Baidya. Chand’s new party includes former leaders of CPN-Maoist including Khadga Bahadur Bishwokarma, Ishwari Dahal, Dharmendra Banstola, Tilak Pariyar and Santosh Budha. Chand also announced to organise a national convention on 7-10 January. An organising committee under his leadership has been formed to prepare for the meeting.
