First Conference for a Proletarian Feminist Movement in Canada

Saturday, November 30 and Sunday, December 1st, 2013, in Montréal

An invitation from the Proletarian & Revolutionary Feminist F A CALL FROM THE MONTRÉAL REVOLUTIONARY & PROLETARIAN FEMINIST FRONT: To Fight, We Need Proletarian Feminism! On November 30 to December 1, Montréal will hold the First Conference for a Proletarian Feminist Movement. We are calling for a dynamic movement that unites a multitude of groups and collectives according to common principles and objectives of struggle. For this inaugural conference, we invite working women of all ages and of diverse origins, indigenous women, women who are unemployed as well as poor students, queer and trans proletarians, to discuss and vote on a draft manifesto. This manifesto will serve as the basis of unity for the establishment of proletarian feminist groups across Canada, whether they are organized on a neighbourhood, city or regional basis. We believe that there is an urgent need to consolidate and unite the women of the proletariat and their allies in recognizing the material reality of the class struggle, and thus the need to link the struggle for women’s liberation with the struggle against capitalist and imperialist exploitation. This is what we mean by proletarian feminism. Whether or not we engage with the current debate among feminists on the “secularism” of the Québec Charter of Values, the question of sexual exploitation and prostitution, the recent elections in Canada, where women now lead the 5 richest provinces in this country… while more and more women are falling into poverty at the same time, these facts are catching up with us. Profound differences in the material realities of women exist, and these determine the degree to which women are willing to fight, in one way or another, for a fundamental change in the existing order. It is primarily this will to change the existing order that must unite us in fighting to the bitter end for the emancipation of all women, particularly the most exploited and oppressed among us. Currently, no real feminist movement exists in the political arena. For the past 20 years, feminism mainly existed in forms of services or lobbying groups, in official institutions, in academia and among petty bourgeois currents, but seldom did feminism exist in actual struggle. To quote the American sociologist, Barbara Epstein: “Feminism today has become more of an idea than a movement, and one that lacks the visionary quality it once had.” And it is precisely because this “historical” feminism, which sought to unify all women on the sole basis of gender without regard for any other condition, has reached the limits of what it can offer that we are calling for the creation of a new movement. This movement would apply to the multiple realities of women in the imperialist world today, to the capitalist reality in a rich country like Canada. We are reminded of the imperialist nature of Canada: where indigenous women more than anyone else, continue to live in unspeakably poor conditions and are being killed every day while nobody cares about it; where Canada supports and participates in unjust wars of domination; where companies flourish by exploiting women here and elsewhere, destroying and killing them every day, forcing hundreds of millions of women to migrate, and thus profoundly transforming their lives and those of their families; where the global economic crisis exacerbates the vulnerability of the poor, where women are in the vast majority: they form the majority among those earning minimum wage, the majority of those working part-time jobs, the majority as single parents; where the meagre gains in social housing, education and health are constantly under attack, where living conditions are further deteriorating, particularly among women with disabilities, elderly women or single parents; where prostitution, sexual exploitation and sex trafficking are being trivialized; where violence against women (whether verbal, physical, psychological) is part of our daily lives; where sexism is displayed full-page in advertising, media and TV shows; where, in social reality, even if it becomes more complex, the class that has everything continues to oppose the class that has nothing; where the class that exploits us also includes women, women who are leading political parties, governments, and financial empires such as Walmart, Laurentian Bank, Sun Life Financial, Suncor Energy, the Federation of Chambers of Commerce, the Desjardins Group. Apparently nothing has changed for proletarian women, even with the replacement of male exploiters by female exploiters… For those among us promoting proletarian feminism, the struggle for women’s liberation is inseparable from the general political struggle against capitalism and for peoples’ power, that is to say, for proletarian power! These go hand in hand. One cannot exist without the other. Revolutionary or anti-capitalist organizations require the participation of proletarian women in the struggle to transform society. If we want to fight for a socialist, egalitarian society that is free of exploitation, then women are at the forefront! Similarly, a feminist movement, even a proletarian one, can’t transform society without fully participating in building a revolutionary movement to fight against capitalism. A place for education, organization and struggle In order for these women to participate in a revolutionary project, we need organizations made for them, where they can not only transform themselves through struggle, but also take effective measures to stop oppressive and sexist behaviours around them. We need places where women can freely express themselves, speak about their oppression or the violence they are subjected to, where women can learn to be assertive, to discuss politics and to fight on equal footing with men. Women must defend their right to assert themselves, to fight and to participate fully, to organize and develop their leadership in the struggle. These are the goals for the kind of proletarian feminist group we are calling for. At this inaugural conference we call on women to unite around A MANIFESTO FOR A PROLETARIAN FEMINIST MOVEMENT. We want to build new proletarian feminist fronts, groups or collectives: that will mobilize, in an openly anti-capitalist and class-oriented perspective, women of all diverse origins, employed or unemployed, queer and trans women, and any women activists committed to fighting against all the specific oppressions, including gender, sexuality, and race; that will develop through investigation and discussion, demands that meet the specific needs of women in their communities; that will fight through political action (demos, calls, rallies, actions of all kinds) against any attack on women’s rights from a class perspective; that will lead the struggle for proletarian feminism and its program for women’s liberation into becoming an essential part of the general program of revolutionary organizations fighting against capitalism and imperialism; that will initiate events and actions this coming March 8, International Women’s Day, or to mobilize in great numbers for planned activities in order to make proletarian feminism in action as visible as possible!!!

The People's Cry for Justice _Philippines

Opening Statement in Prose Poem (Proem) at the Open Source Tribunal
Nicolai Church, Utrecht, Netherlands
23 November 2013
Those Responsible for the Unnatural Disaster Related to Supertyphoon Haiyan

By Prof. JOSE MARIA SISON
Founding Chairman, Communist Party of the Philippines
The bewildering winds howled from afar,
Then came suddenly screaming into the ears
Of the people as rooftops flew like hats
And walls tumbled down like cards.
The teeming huts of the poor toilers crumbled
So did the few houses of the middle class.
The winds showed no respect to the churches
And shook the solitary mansions of the powerful.
The flying and falling parts of every structure
Killed and injured people in great numbers.
The sea rose like a mountain close to the shore
And surged to engulf the people and shambles.
It swept and carried them away as flotsam
Killing more people than did the monstrous winds.
As if death by drowning were not enough,
The loss of food stocks and the plenitude of dirty brine
Caused maddening death by hunger and thirst
As the crucial days passed without rescue and relief
From the high bureaucrats who had promised these
Before the super typhoon and storm surge.
The highest and most corrupt of the bureaucrats
Had boasted that planes, ships and relief goods
Were ready to come to the aid of the people in distress.
But none came for a long while as hunger, thirst, illness
And death stalked 15 million people in 32 provinces.
As people cried for loved ones lost amidst the wreckage
And the stench of the dead, he depicted the victims as looters
To obscure his crime of having vetoed public funds
For pre-disaster preparations and for having pocketed
Every year the calamity fund in billions of pesos.
We accuse the rulers of corruption and incompetence,
Of conniving with the military and NGO racketeers
In the diversion of public funds to their private accounts,
Making the people suffer natural and social calamities.
We demand the end of the wanton destruction of lives
Of the fishermen, peasants, workers and other poor.
We demand that justice be rendered in their favor.
We demand the end of the cruel and corrupt regime
And thus let the people prevail and take a step forward
In freeing themselves from exploiters and oppressors.
Long before Haiyan, the vulnerability of the people
To natural disasters has been predetermined
By the imperialists, the big compradors, landlords
And by the corrupt bureaucrats who chain the toilers
To the system of exploitation and unrelenting poverty
Consigning them to expanses of frail homes
Of nipa and bamboo or discarded pieces of wood,
Easily destroyed by the typhoons and floods.
It is the edifices of the wealthy and powerful
That have withstood the onlaughts of Yolanda.
We accuse the rulers and their foreign masters
Of subjecting the Filipino toilers to the violence
In the daily grind of exploitation and oppression
And in the cycles of social crisis and natural disaster.
We demand the end of the system of exploitation,
That condemns the people to lives of want and misery,
Without adequate food and shelter from the storms.
We demand that the broad masses of the people enjoy
The blessings of national and social liberation,
All-round development, social justice and peace.
Long before Haiyan, the imperialists and their puppets
Have ravaged and plundered the environment.
They have used open pit mining and excessive chemicals
To extract the natural riches of the Philippines.
They have poisoned the atmosphere with carbon emissions,
Caused global warming and warmed the Pacific  Ocean
To make the typhoons more often and more devastating.
There are  indications  that weather warfare is afoot,
With microwave pulses being manipulated to stir up
A super typhoon as ferocious as Yolanda.
We accuse the US-led imperialists of ruining the milieu,
Causing global warming and making natural disasters
More frequent, more destructive and more deadly.
It is outrageous that the puppets in the Philippines welcome
The invading military forces of the US and its allies
Under the pretext of humanitarian assistance
And accept more debts from the imperialist banks
For the further benefit of the wealthy and powerful
We must rise up to fight the foreign superprofiteers
And the puppets shameless in treason and national betrayal.
The toiling masses have lost thousands of lives
And millions of them their homes and means of livelihood.
They expect nothing from their oppressors and exploiters
But worse oppression and exploitation after every disaster.
The people can best fight for their lives and rights
And have  thus rescued and lifted themselves up.
Still they need the help of compatriots at home and abroad
And the solidarity and support of the people of the world
To accelerate relief, rehabilitation and reconstruction
And to prevent the exploiters from further ruining them.
We appeal to the people of the world to help the Filipino people
Through the people's organizations and not the corrupt regime.
Like the imperialists, the corrupt bureaucrats and military officers
Are vultures hovering and gloating over the dead and suffering.
They are ever poised to feast on public funds and foreign aid
That they deem as off-budget account subject to their greed.
We are confident that the people of the world stand in solidarity
With the Filipino people not only against one unnatural disaster
But against all the disasters unleashed by the imperialists and puppets
And for the common purpose of creating a new and better world.

“Down with the criminally negligent Aquino regime!” National Democratic Front of the Philippines

Prosecution Statement at the Open Source Tribunal on the Philippines

The Filipino People Accuse President Aquino of Criminal Negligence

Open_Source_Tribunal_logoBy LUIS G. JALANDONI
Chief International Representative

The Filipino people in their millions, the workers, peasants, urban poor, fisherfolk, indigenous people and other sectors, accuse President Benigno Aquino III of criminal negligence, whereby thousands of lives were lost, millions suffered, tens of thousands injured and more tens of thousands missing, and homes and community buildings were destroyed when Supertyphoon Haiyan struck a wide swathe of Philippine provinces on 8 November.
President Aquino failed to evacuate hundreds of thousands in coastal towns, even when warnings were issued declaring that emergency evacuation was urgently needed. The Manila Observatory issued the warning before typhoon Haiyan struck, that “Massive evacuation of residential areas on low ground within 8 to 16 kilometers of the shoreline may be required.” Aquino's failure to carry out urgently needed mass evacuation has resulted in the loss of thousands of lives. In contrast, Vietnam was able to evacuate 600,000 people in two days just before Haiyan made its landfall in Vietnam.
Aquino neglected to build infrastructures needed to save lives in times of typhoons, floods, and earthquakes which have struck the Philippines with increasing frequency in past few years. Strong underground and aboveground structures should be built throughout the country to provide a safe haven to the people. Sturdy evacuation centers should be made available. There should be warehouses with supplies of food, drinking water, and medicines in the various regions, provinces and districts. Funds for such needed infrastructures have been plundered by Aquino and other corrupt bureaucrats. The bureaucratic scandal has exposed the plunder of public funds running into the hundreds of billions of pesos or scores of billions of dollars.
Aquino did not effectuate a prompt delivery of needed food, drinking water, medicines and shelter. Many affected areas did not receive any relief even one week after the disaster. Aquino did not mobilize ships and aircraft to bring badly needed supplies. Instead he brought in thousands of military and police personnel in am effort to quell the mass discontent.
Aquino even wanted to lower the count of casualties, falsely stating that the death toll would only be between 2,000 and 2,500, while the United Nations early on gave its estimate of a potential death toll of more than 10,000. The Aquino government's reported death toll.as of November 22 was .5,209, with 1,600 missing. Other sources, however, estimate the missing at more than 15,000.
Aquino's security and military officials irresponsibly engaged in spreading false information. They reported that a military truck supposedly carrying Red Cross supplies in Sorsogon was ambushed by the New People's Army. They have also circulated rumors that NPA members are involved in armed looting around Tacloban City and indiscriminately firing weapons in several towns in Leyte. They thus justify the setting of checkpoints and establishing outright military rule.
The Aquino regime is making use of the urgent needs of the disaster victims in order to make the US military forces look like heroes and thus justify the presence of the giant US nuclear-powered aircraft carrier, USS Washington, at least six other warships, nearly 10,000 US troops and warplanes in various parts of the Philippines. It has, allowed the US soldiers to take over airports and other facilities.
The most adversely affected by the Supertyphoon Haiyan are the workers, peasants, urban poor, fisherfolk and indigenous people who are already victimized for many years by the exploitative and oppressive semi-feucal and semi-colonial system ruled by big landlords and compradors under US imperialism. Many years of exploitation keep them mired in worsening poverty. Their homes are very unstable and extremely vulnerable to typhoons, earthquakes and floods.
The Supertyphoon Haiyan has exposed the criminal negligence of the Aquino regime which has absolutely no plan to carry out a massive environmental regeneration program to desilt the rivers and other critical water systems and undertake massive reforestation. Instead the Aquino government is bent on bringing in foreign mining companies to continue plundering the environment. It continues to favor large-scale plantations and logging that destroy the environment and render the Philippines even more vulnerable to floods, typhoons, and earthquakes.
For the above-stated proofs of the criminal negligence, large-scale corruption and plunder of public funds, President Aquino must be indicted by the people and held responsible.
The outcry of the people is “Down with the criminally negligent Aquino regime!”

Philippines - NDFP-EV slams Aquino regime's refusal of reciprocal ceasefire

“We may be enemies of the state, but we are the friends of the people”
-- Fr. Santiago Salas, NDFP Eastern Visayas

8th Infantry Division troops are on combat operations  in the central parts of Samar island. Aside from search and destroy missions, they are also harassing villagers suspected of supporting the NPA.

NDFP-EV slams Aquino regime's refusal of reciprocal ceasefire

The National Democratic Front of the Philippines in Eastern Visayas denounces the Aquino government as utterly despicable for refusing to reciprocate the revolutionary movement’s ceasefire in areas affected by Typhoon Yolanda (international name: Haiyan). The revolutionary movement in the region has declared a unilateral ceasefire up to mid-January 2014. The Aquino government’s regional military commander, Maj. Gen. Jet Velarmino, is particularly reprehensible for saying, “We did not make a declaration of ceasefire even after the typhoon. They are enemies of the state.”
We may be enemies of the state, but we are the friends of the people, their interests come first. On the other hand, what else can we call the Aquino government and its military, except as enemies of the people for refusing a ceasefire that would facilitate aid to the Typhoon Yolanda victims?
The Aquino government troops showed no compunction in continuing their offensives against the New People’s Army even while the region was still reeling from the typhoon’s aftermath. Gen. Velarmino’s troops from the 8th Infantry Division are still on combat operations under Oplan Bayanihan in the central parts of Samar island. Aside from search and destroy missions, they are also harassing villagers suspected of supporting the NPA. It goes to show the Aquino government and its military have no concern for the plight of the people.
Tacloban City and other calamity areas are virtual garrisons. Right after the typhoon, the Aquino government sent armored cars and armed troops to Tacloban as a “show of force” to the hungry and desperate people, who were not receiving any government aid and commandeering whatever they needed to survive.
Today, there are several military checkpoints at the entrances and exits to the city, and the people are subjected to curfews, and accosted and treated like criminals. Meanwhile, so-called bunkhouses have been hastily constructed where homeless families are to be herded like cattle into cramped confines. This scenario is replicated in other areas that are suffering from the typhoon’s aftermath. All these show that the Aquino government regards the people with contempt, showing little concern over their sufferings, and enforcing their subservience to the armed might of the state.
Is the Aquino government refusing a reciprocal ceasefire because it is not serious about long-term reconstruction in Eastern Visayas? At present, the Aquino government is making a mockery of the relief and rehabilitation in region. The typhoon victims live by the day, hoping they will have something to eat the next day, vulnerable to starvation and disease.
There is also no long-term plan for the urban and rural poor as well as the middle-class who lost their homes and livelihoods, while the vultures of corruption have started circling. Without any socio-economic reforms, without any public consultation and transparent governance, the big bureaucrats and big businesses will surely take advantage of the people’s plight in order to profit from corruption in the massive reconstruction effort needed.
As an added insult to the victims of Typhoon Yolanda, the US and Philippine governments are rushing towards an agreement justifying the basing of US military troops in the country in violation of national sovereignty. It seems the reason why there is no ceasefire for Aquino’s troops is that they are there to ensure that it will be business as usual in keeping the people in their state of exploitation and oppression.
The people will hold the Aquino regime to account for refusing a reciprocal ceasefire in order to facilitate aid to the typhoon victims. The victims of Typhoon Yolanda and the rest of the people will surely rise from their grief to demand for a reconstruction favoring the people, as well as socio-economic reforms for the long term in the region and other calamity areas. If the Aquino government cannot bring itself to call even a limited ceasefire in the name of humanity, how much more a just and lasting peace?

The Times of India, 10 Octubre 2013).

India - Revolutionary Democratic Front on Tejpal rape case - support womenìs struggle in India - support RDF ! International commitee !

An Indian demonstrator-1508932
Press Statement 28 November 2013
The heinous incident of sexual assault on a young woman journalist of Tehelka by its editor-in-chief, Tarun Tejpal, at the ThinkFest, an event organized by the news magazine, in Goa and the course of events that followed over the last three weeks have once again foregrounded the sordid social reality of entrenched patriarchy and unequal relations between men and women that allows and sustains the dominance and abuse of power in our society. RDF condemns in the strongest possible terms the sexual assault on this young journalist and demands the immediate punishment of the guilty for justice to be done.
Sexual harassment in work places and educational institutions is one of the many spaces wherein patriarchal dominance over women manifest in overt and covert ways, lead to criminal acts of violence, abuse and intimidation, affecting the lives, mobility and dignity of women. The Vishakha Judgment of the Supreme Court recognized this in 1997 and was a result of a long struggle on the part of the progressive and democratic sections of society. It mandated the formation of anti-sexual harassment committees at work places and educational institutions where people could lodge complaints against such violations and harassments.
These committees were to be compulsory bodies in these public institutions, headed by a woman, with at least half its members as women. Despite this landmark judgment, bodily violence and other equally repulsive forms of sexual harassment in these institutions have continued unabated. In some cases, the forms of such violations have changed and the instances continue to grow, even as these bodies hardly function or even exist in most institutions. At places where they have been formed, it was only a result of protracted struggles by progressive forces, and even then, at most times, they stand sabotaged and undermined according to the whims of the governing body of the institution.
This incident within the Tehelka establishment, therefore, is neither an isolated incident, nor does it come as a shock to many who have been following the terms of the debate on the need for legislation to protect and safeguard women in this country. The incident took place in ThinkFest, a corporate sponsored event endorsed by some of the biggest mining giants known for illegal mining activities across the country and sponsored the extra-judicial vigilante group Salwa Judum like Essar and Tata Steel, big corporations known for land-grab like the Adani group and DLF, CocaCola, Unitech, defense equipment manufacturer Pipavav, major corporate owned and backed media-houses, some politicians, and well known leaders of civil society. The event itself boasted of speaking for the poorest of the poor but closed its doors to this very poor with its inaccessible entry charge.
Behind all the glitz and glamour of such events, what lies unveiled is the perpetuation and accentuation of the unequal power relations inherent in this semi-feudal Indian social reality. Moreover, these same notorious corporations have been the motive force behind Operation Green Hunt and other such brutal wars and counter-insurgency operations executed by the Indian state in which hundreds of adivasi and Dalit women have been raped and murdered. When the founders of an organization like Tehelka openly proclaim the same values as the sponsors of an event organized by it, it comes as no surprise that the same unequal man-woman power relations and social inequality will be perpetuated and defended by it.
The invoking of a self-ordained penance by Tejpal and the managing editor Shoma Choudhury’s defense of this man and refusal to go to the police by calling it a mere ‘untoward incident’ in light of his ‘unconditional apology’, and the act of recusing himself for six months smacks of the feudal loyalty to the tainted and fallen institution that has lost all journalistic credibility in its attempt to shamelessly cover up the incident as ‘an internal matter of the Tehelka family’. Instead of standing with the complainant in her struggle for justice, Choudhury did the rounds of the media defending her decisions to safeguard the interests of Tehelka. Rabid slandering, character assassination, intimidation of the concerned woman are all common practices in such cases of sexual harassments and a weapon with which patriarchal forces regularly operate and vilify women who dare to stand up against it. In this case, too, such smear campaign has aggravated the agony of the complainant.
Citing such slander, intimidation and lack of support, the complainant has resigned from Tehelka. Though initially he ‘accepted’ his crime and even decided to ‘recuse (him)self’ for six months to ‘atone further’ and ‘do the penance that lacerates (him)’, but in characteristic about-turn of a wronged patriarch faced with the possibility of answering to his crimes, Tejpal cries foul. After the filing of the police case, he has backtracked from his original stance and frontally attacked the woman by called her a ‘right wing agent’, ‘a conspirator’ and a loose woman who up until now he had no qualms employing within his organization. Swimming in turn-of-phrases and verbose statements, today Tejpal shuttles between consensual and non-consensual, misreading and misconduct, sexual encounter and rape. A man who, up until now, thought he enjoyed impunity from such accusations due to his position within the media and the corporate world, finds himself outraged at the isolation he enjoys in his ivory tower of paternalistic concern he extended to the journalistic fraternity.
At the same time, the sensationalization of this incident by the corporate media with no sense of responsibility, journalistic ethics or even sensitivity is condemnable. In a bid to raise their TRP ratings, different media houses covered explicit details of the complaint and other information regarding the complainant leaked to them at times directly by the Goa police. Despite knowing that such media trials and coverage of extremely confidential details only affect the complainant and the case, the irresponsible coverage of news ignores cases of sexual harassment that abound aplenty in these media houses.
Irresponsible coverage affects the complainant in this case and dissuades women from speaking up against such harassment generally. After the mass outrage and protests against the rape of a young paramedic student in Delhi last year, the discourse around preventing sexual violence, crimes against women, and gender justice has occupied the centre stage of various debates. The month of April saw the definition of rape being redefined to include a wider range of sexual assaults on women. Despite that, the various forms of sexual violence have continued unabated even as forms of violence within the household or ‘marital rape’ remains outside the purview of the law.
Rape as a weapon continues to be used as it was during the Muzaffarnagar riots though its coverage was atrociously lacking when compared with the sordid stories of rapes by self appointed god-men like Asaram Bapu. The coverage of the acquittal of the rapists and murderers of Laxmanpur Bathe pales in comparison to the distasteful coverage of the judgment on the Arushi-Hemraj murder in Delhi. While hundreds of stories of custodial rape like that of Soni Sori in Chhattisgarh, rape by armed forces in Shopian in Kashmir, Manipur; the right wing forces in Gujarat in 2002, Kandhamal in Odisha, dominant castes in Khairlanji in Maharashtra and Tamil Nadu get lost in the pages of news as everyday occurrences, these debates on TV channels and newspapers bring us back to the reality of entrenched patriarchy that stares us in the face.
This violence against women reflects the inextricable alliance between the patriarchal structure of society and the unequal semi-feudal, semi-colonial relations that sustains it. The various wings of the state machinery have actively served to strengthen this social reality while thwarting and suppressing all struggles for democratization and gender justice. This extreme inequality between men and women is inherent to this system and all other forms of inequalities and oppression only strengthen it. Today, it is clear that only radical and assertive struggles that recognize patriarchal domination and all other forms of oppression embedded in society, and organize and challenge these structures, and unite to smash patriarchy will lead towards a gender just world. Revolutionary Democratic Front (RDF) extends its solidarity with the complainant and all other journalists working in Tehelka who have dared to stand up against Tarun Tejpal. RDF pledges to be a part of the struggle to ensure justice to the concerned woman and for the punishment of the guilty.

India regime call European Union to act against International Commitee of support

India briefs EU about violence perpetrated by Naxals
New Delhi: India on Wednesday briefed the European Union about the violence perpetrated by Naxals and urged it to ensure that the rebels do not get support from the organisations based in its member countries. In a meeting, the Ministry of External Affairs sensitised EU representatives about the violence being carried out by CPI (Maoist), which killed more than 8,100 people since 2001. The move came after CPI(Maoist) had recently thanked more than two dozen organisations in Germany, Austria, France, Switzerland, Holland, Sweden, Italy, Norway, Spain, Britain, Brazil, Canada and Philippines which took part the November 24, 2012 conference in Hamburg supporting of the “people’s war in India”.
The MEA took the initiative after the Ministry of Home Affairs provided supporting documents about the terror being carried out by the Naxals in nine states, which resulted in killings, maiming of people, destruction of public and private properties, forests and natural resources. During the meeting, the representatives of the EU and Euro-Asia division of the MEA discussed issues concerning human rights in the region. Following an appeal of the International Committee to Support of the People’s War in India and the Hamburg-based League against Imperialist Aggression, people from different parts of the world attended the Hamburg conference to exchange views, support the “struggle of the Indian people against imperialism, semi-feudalism and bureaucratic capitalism”.

Canada- Toronto - Proletarianize the University! Expand the Transitional Year Programme!

–> A primer written by the Revolutionary Student Movement – University of Toronto chapter

Situation of proletarian First Nations and Canadian youth

Proletarian youth make up a large fraction of the Canadian population! Living in this country means our lives are shaped by the capitalist state’s exploitation of people, plunder of the land, and of resources. Capitalism exists for profit and for expansion, both outside and inside Canada’s borders.
Today, corporations are fleeing the country to set up factories, call centres and offices where labour is cheapest. They’re importing temporary migrant workers from the “global south.” What does this mean for working-class youth? It means that we experience a high unemployment rate of 20%. That’s 1 out of 5 youth! For immigrant youth, the rate is closer to 1 out of 3!
What prospects are left to us? Jobs that are, on whole, non-permanent and casual. These kinds of jobs increase underemployment and subject youth to precarious work. Nowadays, immigrant youth are competing with, and/or working side-by-side with their parents as well as other temporary migrant workers.
The education system in Canada is embroiled with contradictions. Out of 10 youth, only 4 continue to post-secondary education. This rate is even lower amongst First Nations, Black, Latino and Filipino youth. Those who make it to post-secondary education are plunging themselves deeper into debt as tuition fees and student loans continue to rise at a rate faster than inflation. We work hard to stay in school and graduate with a degree, only to join the ranks of unemployed and underemployed.
While youth in Canada and all over the world have mobilized against worsening poverty, military occupation, and imperialist wars, politicians are putting more money into building super-jails and funding psychiatric mega-complexes. The ruling class deals with our “unruliness” by throwing us in jails and into the psychiatric system; this is especially the case with First Nations, Black, Latino and Southeast Asian youth, who are overrepresented in the prison system.
It is in this context that the Transitional Year Programme (TYP) exists. TYP is full-time, 8-month, access to University program for adults who do not have formal qualifications for university. The majority of TYP students are First Nations, Black, single mothers, and other working-class people. A number of TYP students are also survivors of the criminal justice and psychiatric systems.
Post-secondary education has become the minimum requirement for a many sectors of industry in the country. While post-secondary graduates face increasing rates of un/underemployment, not having access to a degree puts proletarian youth at an especial disadvantage – resulting in fewer career options and channels them to lower-paid, more precarious jobs.
It is in this context that the University of Toronto administration is threating to eliminate TYP!

The People’s History of the Transitional Year Programme (TYP)

Influenced by the militant student movement of the 60s and early 70s , the founders of TYP were students themselves. They saw the need to create a specific program that will prepare working-class, Black students to access post-secondary education, while at the same time, transforming the university to become a site of revolutionary struggle.
Timeline:
1968: The Black Education Project (BEP) opened a the Universal Negro Improvement Association building at 355 College St.; That summer, BEP prepared Black students for admission to York University and the University of Toronto
1970: the summer program was relocated to Innis College at the University of Toronto and included other communities – Native, working-class youth and women; after many negotiations with the University, a full-time TYP was opened
1970 – 1976: TYP operates as an “equal opportunity” program at UofT, a traditional and elitist institution; the program was constrained by inadequate funding and constant scrutiny; institutional support was tenuous
1976: The Crowe Report was published, citing “racial tensions, administrative problems and Marxist content in the curriculum as endangering the program;” the report criticized the program’s community participation
1976-1977: University administration temporarily suspended TYP resulting to denial of access to 50 students; Father John Kelly of St. Michael’s College was selected by the university to carry out another review of the program
1977: TYP was resumed after restructuring, administration now reports directly to the Provost –new changes sacrificed early community involvement
1982: TYP moves into its current home, 49 St. George Street
2009: UofT administration threatens to dismantle TYP; the mobilization of the Transitional Year Program Preservation Alliance (TYPPA), an alliance of TYP students, alumni and non-TYP students postponed the elimination
2011: The university launches a $2-billion fundraising campaign: Boundless, which includes “Access and Opportunity” as one of its priorities
2012: UofT Vice-provost gives TYP two options: amalgamate with Woodsworth Academic Bridging Program and lose autonomy, or face complete elimination
Summer of 2013: UofT administration threatens to seize 49 St. George to make space for the construction of the Centre for Engineering Innovation and Entrepreneurship; plans relocate TYP to Woodsworth College; Provost instructs TYP administration to suspend hiring of sessional faculty
Fall of 2013: TYPPA launches “Expand the TYP” campaign; current TYP students conduct survey amongst peers and identify three main demands:
  • 1) to stay in 49 St. George or be relocated to a space that serves their needs
  • 2) guaranteed autonomy
  • 3) boundless expansion

Revolutionary perspectives on the TYP and the university

For the Revolutionary Student Movement, the establishment and existence of the Transitional Year Programme was an overt political effort to proletarianize education in a myriad of ways: in increasing the admission of proletarian students in campus, providing accessible and tangible support for its students, and in designing and delivering a progressive curriculum.
TYP students have the option of taking courses from different streams—majority of them intended to relate to the students’ experiences of oppression and encourage critical thought. Because of TYP’s autonomy over curriculum development and implementation, many courses study significant anti-colonial, anti-capitalist literature. While supporting students to successfully complete post-secondary education, TYP itself provides a temporary refuge from the brutal material conditions that its students struggle with on the day-to-day.
For the Revolutionary Student Movement, the pending elimination of the TYP is a testament to the active role played by the university in the capitalist and imperialist system! The dismantlement of TYP means that the university will continue to bar more working-class youth from entering its gates, and that it has and will continue to be bought out by its corporate donors. While threating the program’s dismantlement, it even had administered tuition schemes to either discourage poor students from applying or bury them into further debt!
Despite heavy student opposition, the university is moving forward with replacing the back campus with toxic astroturf in preparation for the PanAm games in 2015. At the same time, it has chosen to fund the parasitical expansion of the Munk School of Global Affairs, Rotman School of Management, and the Engineering department . It’s becoming more obvious that this institution aims to be the centre of knowledge production that supports & justifies military occupation, extractive industries, and imperialist expansion.
Despite heavy opposition, UofT is replacing the Back Campus Field with toxic astroturf. The administration has similar plans for TYP’s current home, 49 St. George St.—demolish it to make way for the construction of the Centre for Engineering Innovation and Entrepreneurship.
We are not fooled by the Boundless campaign’s promises for the community: its aim of “exploring of the University and its community for global leadership” means nothing but dedicating the university to reproduce the next generation of the global bourgeoisie, as well as its defenders, functionaries and sentinels of the existing class society!
For years, the university’s top administration at least went as far as to tokenize the TYP, referring to it as the “jewel in the crown of the university.” Now they deem TYP too costly, and have slowly reduced its budget so much that it compromised the success of its students. When asked why the TYP has not seen any money raised from the Boundless campaign, we were told that TYP should hire its own “fundraising agent!”
What seems to be hypocrisy from the university is no surprise to us, proletarian and racialized students. We know the that TYP doesn’t fit into the university’s renewed commitment to serve the interests of the bourgeoisie!

What needs to be done

A closer look at the history of TYP reveals its revolutionary roots. It was an initiative that was started by proletarian students who recognized the colonial and capitalist ideology propagated in the university, which at the same time, barred racialized and poor students from accessing resources that would allow them to engage and produce critical thought & pedagogy.
For us then, there is no better time than now to preserve and ultimately, expand the Transitional Year Programme! It must be once again led by its founders, the students, serve as an access program to proletarian students, and be at the forefront of the production of revolutionary thought and practice.
In the words of one of its founders, Horace Campbell, “the success of the TYP should result in the removal of the need for TYP when the school system and university at the base of the struggle for democracy.”
The particular campaign for the expansion of the TYP is in line with RSM’s larger struggle to proletarianize the university. The role of the Revolutionary Students Movement is to take education back into the hands of the proletariat, by demanding:
  • 1. University of Toronto to increase the admittance rates of proletarian youth via programs like the TYP, free of charge and with full state subsidy..
  • 2. University of Toronto to respond the democratic process through abolishing the Governing Council, an undemocratic body, and replacing it with a democratically elected body, representative of the students, staff and faculty, for decision-making.
  • 3. University of Toronto to revolutionize its educational content, so as to expose: first, the role of Canadian imperialism and capitalism in the genocide and oppression of First Nations, Inuit, and Metis peoples, as well as proletarians of the third world; and second, the way by which oppressed people have gained liberation through struggle.
Ultimately, these demands cannot be achieved under capitalism. Thus, these demands serve as a preliminary programme for educational reform after the capture of state power and during the transition to communism. The capitalist system cannot satisfy the needs addressed by these points, which reflect the advanced aspirations of proletarian students, and that conflict must ultimately come to a head.
In order to win this struggle, we urge all proletarian, progressive and revolutionary students to join our fight in the expansion of the Transitional Year Programme, and waging a campaign to further proletarianize the campus. We want to lead the transformation of university into a site of revolutionary class struggle!
