The resolutions on current issues adopted by the third plenary meeting of the Central Committee of RCPN
[The resolutions on current issues were
adopted by the third plenary meeting of the Central Committee of the
Revolutionary Communist Party of Nepal (RCPN) held in Kathmandu from
October 15-18,2025.]
- The war between Hamas and Israel since October 7, 2023, has lasted
for two years. Now, on the initiative of US President Donald Trump, a
peace agreement has been signed between Hamas and Israel. The peace
agreement stipulates that Hamas should give up its arms and become
disarmed. The meeting welcomes the peace agreement and opposes the
decommissioning of Hamas.
- The war between Russia and Ukraine, which began in the name of
“Special Military Operations” against Ukraine by Russia on February 25,
2022, is still going on to date. Russian and US presidents Vladimir
Putin and Donald Trump held high-level talks in Anchorage, Alaska, to
end the war, but it has not yielded any results so far. The meeting
supports Ukraine’s independence, sovereignty, and territorial integrity
and calls for peace by ending the war as soon as possible.
- Five protesters have been killed by the crackdown of the Indian
government on protests on September 24, 2025, demanding that Ladakh, a
union territory of India, be given a self-governing state, and their
leader, Sonam Wang chuk,was arrested. The meeting supports the
legitimate and just demands raised by the people of Ladakh and strongly
condemns the killings and repression by the Indian government. And at
the same time,it demands the unconditional release of the arrested
leader.
- During the Chinese Foreign Minister’s visit to India on September
10, 2025, China and India agreed to re-implement the decision to operate
Nepal’s Lipulek Pass as a bilateral trade gateway. The decision
blatantly violates Nepal’s independence and territorial integrity. The
meeting expresses strong objections to the agreement between China and
India, calls to respect Nepal’s sovereignty and integrity, and appeals
to the Government of Nepal to take active diplomatic initiatives to
resolve the issue.
- During the “Gen-Z” uprising, which was launched nationwide on
September8-9, 2025, demanding an end to corruption and the establishment
of good governance, 78 civilians were killed, and hundreds of others
were injured. The meeting expresses its heartfelt tributes to the
deceased of the uprising and strongly demands that the families of the
victims be provided with appropriate compensation and free treatment for
the injured.
- Due to the prevailing regime led by anti-people compradors in the
country, there has been widespread involvement and interference of
imperialist and foreign powers during the Gen-Z uprising in Nepal last
September. The meeting strongly opposes and condemns such external
interference in the strongest possible words.
- During the Gen-Z movement (2025), the Nepal Army remained a silent
spectator, not taking any action to protect important establishments,
including Sital Niwas, the President’s House, and Singha Durbar,
the ministerial secretariat, which the Nepali Army was responsible for.
In addition, the Army took the political initiative in to its own hands
and tried to take the country towards regression. As it seemed
impossible, the Army played a major role in selecting a new Prime
Minister. The meeting criticizes and condemns the irresponsible attitude
and political role flaunted by the Nepal Army in strong words.
- Natural disasters like floods and landslides caused by the heavy
monsoon rains at the beginning of October have triggered extensive
destruction of lives and properties, as well as damaged physical
infrastructures in various parts of the country. This meeting pays
tribute to those who lost their lives in the disaster and strongly
demands that the government provide appropriate assistance to the
affected people and immediately rebuild the damaged infrastructure.
- At this time, Nepali people are observing some important festivals like Dashain, Tihar, and Chhath, and
traders have taken advantage of this occasion and have increased the
prices of daily necessities indiscriminately. As a result of the price
hike, ordinary people have suffered a lot from inflation. The meeting
strongly demands that the government and relevant authorities
immediately control the inflation caused by arbitrary price hikes and
make consumer goods available at decent prices.
