Comrades,
we endorse this declaration for May Day 2026, and we also wish to add our signatures to it. However, we believe that, as an analysis of the international situation, the failure to address Chinese imperialism is a problem. To that end, we will provide an account of China's imperialist actions and strategic intentions since 2026.
The Belt and Road Initiative, marketed under the banner of "win-win cooperation," is in reality a strategic instrument for the outward expansion of Chinese monopoly capital. In 2025, China's total outward foreign direct investment reached $174.4 billion, a year-on-year increase of 7.1%. Behind this figure lies the systematic penetration by state-owned monopoly capital conglomerates into the resources, markets, and infrastructure of countries across Africa, Asia, and Latin America. By the end of 2025, more than 150 countries had signed Belt and Road cooperation documents, with cumulative project investment surpassing $1.3 trillion, of which African nations received the highest share at 37%. Furthermore, Beijing intends to continue expanding its influence in 2026, binding the entire world to China's fascist war chariot.
China's imperialist ambitions are equally brazen in the military sphere. Throughout 2025, the People's Liberation Army conducted two large-scale military exercises encircling Taiwan, codenamed "Strait Thunder-2025A" and "Justice Mission-2025" respectively. The military intimidation of the Taiwanese people does not stem from any legitimate anti-imperialist or anti-separatist position — it is a tool of the Chinese grand bourgeoisie in its drive to seize strategic depth and establish regional hegemony. Moreover, Xi Jinping has recently held talks with Kuomintang leaders in Taiwan, clearly aiming to cultivate proxies on the island — his ambitions speak for themselves.
At the same time, the Ream Naval Base in Cambodia, built with Chinese assistance, has entered operational use around 2025 , and the PLA's power projection capabilities are now extending beyond traditional near-sea boundaries into the Indo-Pacific region. The Arctic shipping route jointly developed by China and Russia made major advances in 2025, with COSCO completing multiple Arctic trial voyages; the two sides have also established a joint Arctic Shipping Development Subcommittee. From the South China Sea to the Arctic, Chinese monopoly capital is constructing a dual military-economic chain of control along its new "Silk Roads."
Of particular concern is the ideological operation by which the Chinese authorities have cast themselves as "leaders of the Global South." Beijing's strategists understand full well that the most effective form of deception is to pursue one's own hegemony under the banner of "opposing hegemony." China claims to be a "natural member of the Global South," repackaging its capital penetration of African and Central Asian nations as "South-South cooperation," and hailing the expansion of the BRICS mechanism as a victory for "Global South solidarity."
