International Conference on 24 November in Hamburg: message from the Maoist Communist Party of Manipur

Message : International Conference in support of Peoples War in India

A substantive result cannot be achieved without bringing about unification among the oppressed masses and the Revolutionary parties of India. It is really an opportunist organizational idea if any revolutionary party denies and neglects the historical movement launched amidst the South East Himalayan Regions which are now under Indian colonial power. We cannot take lightly the brave revolutionary struggle of the Communist Movement in Manipur heralded by late comrade Hijam Irabot. The movement is an unknown and unsung history of world communist movement which took place in unknown small places of this world and National Liberation Movement of Manipur inclusive of Nagaland, Assam, Tripura, Mizoram, Meghalaya, Punjab and also Kashmir. India in a truer sense may be termed as a model of a ‘Prison of Nations’. If the world communist movement really wish to support the Peoples war in India and how we denied the Manipuri communist movement but which newly developed further with the universal truth of Marxism, Leninism, and Maoism.Taking this opportunity to bring to your kind notice, it is mentioned hereafter.
Manipur Communist Movement has its history encompassing seven decades. Comrade Irabot has led the masses against the feudal and Biritish Colonial Manipur, Feudal and semi colonial Manipur and semi feudal and Indian colonial Manipur. He fought with the people's movement against the feudal period and he waged an armed agrarian revolution against Indian expansionism since 1948 till 1951. The Communist Party of India (CPI) misguided the political line of Manipur communist and derails its revolutionary ideas into revisionist world after the death of Comrade Irabot. There are few comrades who were not willing to appreciate the influence of revisionist CPI lines and continued the arms movement. The Kangleipak Communist Party (KCP) founded by a group of energetic people in 1980 but without a political line. The fact derives from an objective study of the development of the organizational, political system and their working modalities of the Kangleipak Communist Party from its foundation. After the death of Comrade Irabot , the communist movement in Manipur was separated into two three sections. Most of the comrades took the revisionist line of Communist Party of India (CPI) and the few comrades took the name of communist without adherence to truer communist political ideology.
In 2009, a group of Manipuri youths has unanimously resolved to initiate a revolutionary movement in Manipur. We formed the Kangleipak Communist Party (Maoist) as a new revolutionary group (not related with the former KCP in Manipur. The formation of KCP (Maoist) was the demand of the then concrete condition of Manipuri political situation but it's not a continuation of non ideological KCP's deformation but as a continuation of communist movement of Manipuri people. It has a new preparation to bring about a new communist force in Manipur. Finally, we adopted Marxism Leninism and Maoism as the guiding principal of our party and founded the Maoist Communist Party, Manipur on 10th August ,2011. Maoist Communist Party, Manipur is the only revolutionary party which adopted the political document ever in the history of Manipur Revolutionary movement and also in the context of North Eastern part of Present India.
We called The Communist Party of India (Maoist) and Communist Party of India- Marxist Leninist (Naxalbari) to form a revolutionary United Front of CPI (Maoist), CPI-ML (Naxalbari) and Maoist Communist Party, Manipur. We the Maoist Communist Party, Manipur appealed to all the comrades here in this conference around the world to look into the matter and understand the reality of the historical Manipuri communist Movement in fighting against the Imperialist Indian colonial expansionism.
Operation Green Hunt is also an extreme reactionary repression against the human civilization and the Armed Forces Special Powers Act-1958is also an act racially imposed only in the states of Mongoloid race habitat in the present so called Indian North Eastern Region which states were forcibly annexed by the imperialist India. Indian Army has killed thousands of peoples and hundreds of women were raped.
Heirangoi-thong massacre: March 14, 1984: Thousands were watching a volley ball match at the Heirangoithong Volley Ball Ground at Imphal. Thirteen people were killed and 31 injured in the firing that went on for half an hour. Operation Blue Bird at Oinam: July 10, 1987: Three months saw a reign of terror by the Assam Rifles in 30 villages there. Fourteen civilians were shot dead and several others died of hunger, starvation and torture in the concentration camps, out of the shock of witnessing the torture of dear ones, etc. In an infamous incident of the operation, a woman was forced to deliver her child in public view in an open field, as the troops jeered on. Tera Bazar Massacre: March 25, 1993: Unidentified youth shot at CRPF personnel at Tera Keithel, Imphal which killed 2 CRPF men. In retaliation, the CRPF personnel rushed out and fired indiscriminately. Five civilians were killed and many sustained bullet injuries. However, no enquiry has been instituted till date. RMC Massacre: January 7, 1995: On the morning of January 7, 1995, the Central Reserve Police Force (CRPF) personnel shot dead nine innocent persons at the Regional Medical College (RMC), Imphal, in retaliation for the attacks on them by the members of an armed opposition group. Shri.D.M Sen, retired Judge, Calcutta High Court, conducted an inquiry and confirmed the arbitrary and intentional shootings by the CRPF personnel. As soon as the firing took place, the CRPF personnel reportedly shouted ‘hamara admi ko mara, sab Manipuri ko maro’(They killed our people, let’s slaughter them). After killing two medical staffs, the CRPF personnel came near the gate of the RMC and shouted at the rikshaw pullers and started firing at them. A Rikshaw puller Mohammed Zakir cried out ‘Allahu akbar’ when injured. One CRPF personnel shouted, ‘kya Allah?’ and shot again. Zakir fell down and died on the spot. Five rickshaw pullers were killed.
Malom Massacre: November 2, 2000: Assam Rifles convoy was attacked near Malom, Manipur by insurgents. In retaliation, the troops shot at civilians at a nearby bus-stop leaving 10 civilians dead, including a 60 year old woman and a boy who had been awarded the bravery award by the former Prime Minister Rajiv Gandhi. A brutal combing operation followed. The iconic Irom Sharmila’s fast-to-death began in the aftermath of this incident.
Iron Lady Irom Chanu Sharmila: November 5, 2000: She fought against the inhuman killing and imposition of the colonial Armed Forces Special Powers Act (1958) imposition in Manipur. She has been fasting and will attain 12 years today i.e.5th November 2012.

So ,we the Maoist Communist Party, Manipur called upon all the comrades around the globe to support the peoples war waged under the leadership of Maoist Communist Party, Manipur against the Indian Imperialist colonial expansionism.

Let us unite and reaffirm the proper functioning of CCOPMSA. So we call all the Maoist Parties of South Asia to unite in a common platform.
