Official Press Release By The NCC Of The CPI (Maoist)

Communist Party Of India (Maoist)

North Coordination Committee

Press Release

November 22, 2025

Our party CPI (Maoist) is facing a severe set back and so is the Indian masses. The Indian masses are facing severe setback in their daily class struggle they die due to hunger or ruling class made catastrophe like landslides and floods; they do not have proper medical facilities to survive a simple viral attack; they have to face daily humiliations due to caste, race, religion and sex; they are denied daily minimum wages and livelihood by the big landlords and big bourgeoisie of the country; the oppressed nationalities of the country like Manipur, Kashmir, Punjab etc..are constantly longing for freedom or autonomy against the despotic expansionist nature of the Indian state. And all these conditions exist because our beloved motherland i.e. India as a country too is in crisis for she is the chief target of imperialism and the Indian state which is in-fact a comprador to the imperialist forces is anti-national to its core.

India Revolutionary Students Front illuminates torch of Liberation at 6th Conference in Jadavpur University

On the 24th November, 2025, at a most critical phase in the revolutionary communist movement in India, it is most commendable that the 6th State Conference of the Revolutionary Students’ Front (RSF) was organized at Vivekananda Hall in Jadavpur University. The name of Kolkata was dedicated as Koteshwar Rao Nagar, Jadavpur University was dedicated as Basavaraju Auditorium, and Vivekananda Hall was named Hidma Stage. The first session of the conference sparked of with two minutes of silence in memory of the immortal martyrs of the New Democratic Revolution of India. The conference then hit off with revolutionary mass songs performed by the cultural team of the Revolutionary Students’ Front, Lal Lanthan. After that, the message of the conference was read out in front of all comrades present and the representatives of the fraternal organizations. Then, messages from the national and international fraternal organisations were read.

Speeches were delivered by Comrade Sushil Thakur on behalf of the Sangrami Shramik Manch, Comrade Sukumar Kayal on behalf of the Sangrami Krishak Manch, Comrade Debjit Bhattacharya from the Bibadi Patrika, Comrade Siddheshwar Biswas and Comrade Srijan Dutta from the Committee for the Release of Political Prisoners (CRPP), and Comrade Abhijit from Bikolpo Dumdum magazine. Comrade Bipasha Sarkar performed mass songs on behalf of the Manabi magazine. Through the programme of the mass songs commemorating women comrades waging a battle for a society extinguishing exploitation in India and across the world, the women comrades of the RSF delivered the message of advancing the struggle for women’s liberation. After that, Comrade Souhardya Kar spoke on behalf of the former Executive Committee. It was attended by revolutionary democratic activists like Ravi Narla and Prashant Rahi, who both addressed it.

At the beginning of the second session, the draft of the Political and Organizational Report covering the period from the last conference of the RSF in 2019 to this year 2025 was presented. A discussion session was undertaken with the members present, where they discussed their opinions and questions on various political issues. In the closing session of the conference, the election of the new Executive Committee (EC) was conducted on the basis of the proposals of the previous committee. From the newly elected Executive Committee, Comrade Tathagata was elected as the General Secretary of the RSF and Comrade Arghyajit was elected as the Spokesperson. Comrade Tathagata addressed the gathering on behalf of the new EC. After that, everyone united singing the song of international revolutionary communists, The Internationale. Finally, the conference concluded with the performance of people's songs by Lal Lanthan.

The Revolutionary Students Front symbolises the ideology of Marxism-Leninism-Maoism and stands out as one of the two to three organisations in India resurrecting the path of the Andhra Pradesh Radical Students Union. In recent times in India no students group as consistently, resolutely and intensely stood by the revolutionary movements led by Maoist forces in Dandakaranya, condemned Operation Kagar and conducted political propaganda against tide of Brahmanical fascism.

Even if quantitatively small, the Revolutionary Students Front has made qualitative impact in illuminating Marxism-Leninism-Maoism and Naxalbari.

The group has also organised concerted campaigns and protest against attacks on Muslims, Dalits and Bangladeshi immigrants as well as more than often waved the banner protesting the genocide of Israel in Gaza.

An impressive part of RSF’s agenda was resurrecting the ‘Go to Village’ campaigns of the Andhra Pradesh Radical Students Union model, in 2023. Here it made an intensive exploration of rural areas, integrated with the peasantry, and related the politics of naxalabri with cultural programmes.

It has made it a habit to illuminate martyrs like Charu Mazumdar,Kanhai Chaterjee and Kishenji as well as Bhagat Singh and his comrades In recent times it undertook powerful campaigns in memory of Basava Raju and Hidma..

The organisation has undertaken massive propaganda campaign combating the Hindutva ideology, exploring or tracing it’s roots in RSS leaders like Hegdewar and Moonje and projecting how it is resurrected today.

The group has raised it’s voice against suppression of dissent in Kashmir and the stripping of rights of it’s people.

RSF condemned the surrendering of Maoist leaders like Sonu, as well as Kobad Ghandy , categorising them as traitors, and stood by the CPI) Maoist) stand.

All revolutionary democrats should congratulate the Revolutionary Students Front for unwaveringly illuminating light of revolutionary resistance against neo-fascist tide and resurrecting the glorious spirit. of Naxalbari. -to plant seeds for new roses to bloom to extinguish revisionism and proto-fascism.

CC, CPI (Maoist)

Let us celebrate the 25th anniversary of the PLGA from 2 December to 8 December 2025 across the country with revolutionary enthusiasm!

Dear comrades and people,

The People’s Liberation Guerrilla Army (PLGA), which is carrying forward the people’s war for the victory of the New Democratic Revolution in the country, completes twenty-five years on December 2. On this occasion, the Central Military Commission (CMC) calls upon all Party committees, all Party ranks, all PLGA commands, all units, all mass organisations and the revolutionary people to celebrate the twenty-fifth anniversary of the PLGA from 2 December to 8 Decemberacross the country. It must be done in the forests, in the plains and in the urban areas. It must be done with revolutionary fervour. It must be done with firm resolve.

The CMC gives the following call to the entire revolutionary camp.

Let us protect the Party. Let us protect the PLGA. Let us protect the mass organisations. Let us protect the revolutionary movement. All this is necessary in the face of Kagar’s revolutionary and defensive war. Let us intensify the class struggle against the alliance of imperialist, comprador, autocratic capitalist and landlord classes. Let us intensify the struggle against the Brahminical Hindutva fascist RSS BJP governments at the Centre and in the states.

On the occasion of the 24th anniversary of the PLGA, the CMC placed these tasks before the entire Party, the PLGA, the people’s organisations, and the revolutionary people. During the past year, all Party committees have worked with enthusiasm. They have worked with determination, courage and discipline. They have done this while facing the revolutionary and defensive war against the Operation Kagar on their own strength. The CMC also expresses confidence that the comrades who were injured in guerrilla warfare in the various revolutionary regions of the country have recovered quickly with courage. It believes that they have again taken their place and have fulfilled their responsibilities in the guerrilla war.

India - Revolutionary Student-Youth Movement strongly condemns and protests the sexual harassment, assault, and arrests carried out by the Delhi Police against students

25th November, 2025

Revolutionary Student-Youth Movement strongly condemns and protests the sexual harassment, assault, and arrests carried out by the Delhi Police against students of Bhagat Singh Chhatra Ekta Manch (bsCEM), Nazariya Magazine, and other organisations during the environmental protest at Delhi’s India Gate!

For a long time, India’s capital, Delhi, has topped the Air Quality Index as the city with the most polluted air in the world. On 23 November 2025, the Delhi Coordination Committee for Clean Air organised a protest rally. The committee included Delhi-based Marxist-Leninist-Maoist student organisation Bhagat Singh Chhatra Ekta Manch (bsCEM) and Nazariya Magazine, among others. At the rally, the protesters rejected “garden-style” environmentalism. They pointed instead to the responsibility of the Hindutva fascist BJP, whose Chief Minister Rekha Gupta is an agent of imperialism, and to the so-called “development” projects of the corporate bureaucrat-bourgeoisie. They demanded the formation of people’s committees composed of slum workers, migrant labourers, residents of surrounding villages, and civil society rights activists to take the leading role in planning Delhi’s development for the protection of its environment.

At this protest, the Delhi Police, loyal to the Hindutva fascists, launched multiple attacks. Twenty-three protesters gathered near the India Gate tourist site were arrested, including eleven women. The Delhi Police filed two FIRs against these protesters. Under the first FIR, the court sent five protesters to two days of judicial custody, and a sixth person was placed in a safe house until age verification. Under the second FIR, seventeen students were arrested and sent to three days of judicial custody.

Furthermore, on 18 November, the Indian state killed Comrade Madhavi Hidma, a Central Committee member of the Communist Party of India (Maoist) and a commander of the People’s Liberation Guerrilla Army (PLGA), under the false claim of an encounter. One of the key slogans of her party, her forces, and the people’s government was the struggle to defend "Jal, Jungle, Zameen" (water, forest, land). Many of the Delhi students brought her photograph to the protest as an example of someone who played a pioneering role in the struggle to protect the environment and life of India’s people. The Delhi Police brutally attacked those who carried Hidma’s image. This makes it clear that the Hindutva fascist Indian state began its assault because Hidma, as a symbol of the struggle, represented an obstacle to their ongoing destruction of nature and life itself.

We, the Revolutionary Student-Youth Movement, strongly condemn the brutal attacks and arrests by the Indian state and the Delhi Police, and we demand the immediate and unconditional release of all detainees. We also demand a transparent, independent, and time-bound investigation into the allegations of torture in police custody, including sexual harassment and physical assault.

Central Military Commission

The CMC conveys revolutionary greetings to all Party ranks, to all the PLGA commands and commanders, to all fighters, to all leaders of the mass organisations, to all activists, to all members of the people’s militia and to all revolutionary people.

The CMC conveys revolutionary greetings to all comrades who have participated in political, military, organisational, cultural, and tactical efforts over the past year.

Over the past year, our comrades confronted the Kagar war single-handedly and resisted it with unwavering determination. Many brave guerrillas became martyrs in these battles. Many lost their lives in encirclement and annihilation operations. Numerous comrades sacrificed their lives in encounters with the enemy. Many were killed in fake encounters. Others attained martyrdom during offensive actions against the enemy. Some lost their lives due to betrayals. A few comrades died in accidents, while others passed away due to ill health. The Central Military Commission (CMC) bows its head and offers humble revolutionary homage to all these martyrs.
From January 2024 onwards, the Kagar war became increasingly severe each day. Our comrades did not fear it. They stood against the enemy. They did not retreat. They fought to the last breath. The martyrs showed unparalleled courage. They showed defiance that never surrendered to the enemy. They exhibited a style of struggle that did not fear death. They showed perseverance that never tired. They proved their commitment and dedication to the people. They demonstrated unshakable faith in revolutionary victory. They are a great role model for us. They are an eternal example. We shall uphold their ideals. We shall take their heroic resistance and their deeds to the world. We shall praise their principles. We shall follow their footsteps. We shall pledge to fight steadfastly to our last breath for the fulfilment of their ideals.

In the past eleven months, from December 2024 to November 2025, 320 comrades became martyrs across the country in the course of resisting the Kagar war. Of them, 183 were male comrades. One hundred seventeen were female comrades. The identity of 20 persons is yet to be known.

Twenty-two comrades became martyrs in Bihar and Jharkhand. One in Assam. Two hundred and forty-three in Dandakaranya. Thirty-three in Odisha. Seven in MMC. Eight in Telangana. Six in AOB. Among them was our Party’s General Secretary, Comrade Basavaraju (BR).

The martyrs included eight members of the Central Committee and fifteen from various State Committees. Twenty-five were District Committee members, and seventy-three were from Area Committees. One hundred and sixteen were Party members. Thirteen belonged to the PLGA. Thirty-three were cadres and activists of various mass organisations. Several revolutionary masses also laid down their lives. In addition, thirty-seven persons whose organisational status could not be conclusively established were killed.

Many revolutionary, progressive and democratic leaders and activists of mass organisations became martyrs across the country during people’s struggles. Some intellectuals, revolutionaries, sympathisers and friends also passed away. In the Philippines, some members of the Central Committee of the Communist Party of that country, some commanders and members of the New People’s Army and some leaders and activists of the National Democratic Front became martyrs. In America, seventy-five thousand Palestinians and fighters were killed in the genocidal war carried out by Israel with the support of the United States government during the past two years in Gaza. The CMC offers revolutionary homage to all these martyrs.

During the Kagar war, we lost Comrade Basavaraju, our Party’s General Secretary. We lost eight Central Committee members, and fifteen State Committee members. We lost 320 comrades in total. The movement has suffered severe losses. In this situation, some, like Sonu and Satish, surrendered. They handed over weapons to the enemy and fled. They caused immense damage to the movement. We are celebrating the twenty-fifth anniversary of the PLGA in this background.

At such a time, it is the task of our Party and our PLGA to answer the questions that arise in the revolutionary camp regarding the future of the movement. It is our task to remove fear and anxiety. It is our task to instil courage and build self-confidence. It is our task to lead the entire revolutionary camp forward with firm resolve and with unparalleled courage. As part of this overall task, we celebrate the PLGA’s anniversary.

To fulfil this task, we must identify the causes of the severe losses now occurring in the movement. We must correct them. We must identify the objective conditions. We must examine the subjective conditions. We must identify the factors that favour the movement’s advancement. Based on these factors, we must revitalise the Party. We must consolidate the PLGA and the mass organisations.

From the beginning of the Kagar war, our Party, our PLGA forces and the local secret people’s organisations suffered heavy losses. They are still suffering. The basic reason is this. Our organisations and forces did not follow the necessary methods of secret work. They did not implement the rules of guerrilla warfare. They did not correctly implement the political tactics instructed by the Central Committee.

According to the tactics formed by the Central Committee and the Politburo, our forces must not confine themselves to smaller areas. They must work in wider areas. They must not remain centralised. They must change to decentralised formations. They must move in small formations. They must coordinate legal and illegal, open and secret forms of struggle and organisation. They should lead the class struggle in this coordinated manner. They have to mobilise workers, peasants, the middle classes, the petty bourgeoisie, the national bourgeoisie, oppressed social sections and oppressed nationalities in the towns, plains and forest regions. They must integrate these sections into the revolutionary movement.
We did not follow these tactics properly. As a result, the Party, the PLGA forces, and the leadership suffered heavy losses. They are still suffering. The Party and the PLGA forces suffered severe losses because we did not withdraw some troops from Dandakaranya, the main centre of the Kagar war, to other regions.
Let us identify the mistakes that occurred in our practice over the past 22 months. Let us correct them. Let us correctly implement the strategies formulated by the Central Committee and the Politburo. In this way, let us protect the Party, the PLGA and the mass organisations. Let us protect the revolutionary movement.

International Automotive Workers Coordination,
Cordial invitation to the 3rd International Automotive Workers Conference in Pune India, November 20 to 24, 2025

Dear colleagues,

The International Coordination Group of the International Automotive Workers' Coordination (ICOG) and the trade union federations 'Shramik Ekta Mahasangh' (SEM) and 'Trade Union Center of India' (TUCI) invite all automotive workers, their families and friends, their trade unions and organizations to the 3rd International Automotive Workers' Conference (3rd IAC) from 20 to 24 November 2025 in Pune, India.

Car companies around the world are intensifying their exploitation, closing entire plants and laying off tens of thousands of car workers. Not with us! They depend on us, not the other way around. We are creating international automotive workers' unity against their attacks, but also against environmental destruction, the threat of war, fascism and for a future worth living without exploitation and oppression.

Our movement above party lines has been able to actively organize the unity of the international automotive workers' movement since the first time we came together in 1998, then still as the Automobile Workers' Counsel: Declarations of solidarity and visiting each other strengthened the strikers' backs. Delegations from many countries came to the 7-day strike of Opel workers in Bochum/Germany in 2004. The IAC movement made struggles, but also the oppression of militant automotive workers, known worldwide. Directly after the 1st International Automotive Workers' Conference in 2015, it was instrumental in exposing VW's emissions fraud.

Our program of struggle, which was adopted at the 2nd International Automotive Workers' Conference in South Africa in February 2020, formulates our most important common demands and our vision for the future. We are now striving to develop the coordination of struggles to a higher level. Such international cooperation and exchange of experience is unique.

We need to take this forward across national and corporate boundaries. This includes the strike by UAW trade unionists in the USA, the company-wide strikes by Stellantis employees in Italy and currently the struggles against the planned mass destruction of jobs in the automotive and supplier industry, such as at VW, Stellantis, Ford, ZF, Continental, Bosch and many others. The 3rd IAC has the proven four pillars: Decision-making delegates' assembly, forums of international group cooperation, topic-related forums and workshops, mass and cultural program. The basic principles of the International Automotive Workers' Coordination are:

self-organized, democratic, over party lines and financially independent. The organization of the 3rd IAC relies on many volunteers. Join one of our organizing teams. Support the international fundraising!

Please contact the ICOG for registration, suggestions and questions: contact@iawc.info

India - On brutal repression and arresting of student protesters by Delhi Police

On November 23rd, a group of more than 50 students and environmental activists, gathered in front of the India Gate to protest the rising AQI levels, and the development model promoted by the Indian state that is leading to unbearable air pollution in New Delhi. The AQI in Delhi has hit 388, which is hazardous, considering that for the past month, the Brahminical Hindutva fascist state has been trying to skew with the AQI monitors, it can be well above this. Breathing in the toxic air is like equivalent to breathing in 50 cigarettes a day, the Yamuna has been polluted and has started looking more like a sewage, with toxic foam spreading across its surface. The people of Delhi have been protesting against this dire situation, a situation in which the air that their children breathe in has itself become poisonous, for the past one month. Hundreds came to the street earlier this month. To breathe healthy air has become the privilege of the ruling classes.

Protestors from across different organisations, gathered in front of the India Gate against this crisis which has been constructed by the ruling class and their imperialist model of development. Here, the protestors raised slogans in support of Comrade Madvi Hidma. A true leader of the Indian people, who has been fighting for the Jal, Jangal and Jameen of not just the Adivasi’s of Bastar but all the Indian people. He was fighting for an alternative model of development which was people centric and sustainable. One just needs to look at agriculture in Bastar, to understand the same, while the ruling class of the country were poisoning our lands with pesticides and fertilisers that have contributed to cancer trains running across states like Punjab, the comrades of Bastar, ensured a people centric model of development. Seeds that were to be extinct were preserved by the Janatana Sarkar in Bastar. At the same time, Comrade Hidma, and his other comrades from the PLGA, the revolutionary party, and the Janatana Sarkar, also fought against the attempts of the big corporates and the ruling class to poison this land. Thus, Hidma was a true leader of the people who was also a radical environmentalist. It is but natural that the students and activists who were protesting would raise slogans and show posters in support of him, and, it is in fact their constitutional right.

The peacefully protesting students and activists were attacked by the police for rasing slogans in support of Hidma. One of the photos from the site is reminiscent of the image of George Floyd, the African American man, who was racially profiled and killed by white supremacist police in USA. The media, has tagged them as ‘Urban Naxals’ and ‘Anti-Nationals’ for raising slogans against the murder of the true patriot Hidma. The Delhi Police and these Godi media houses also claim that police officers were attacked by the protestors using pepper spray. They have been arrested for the same and have been produced in court where several of the activists including a minor were denied bail and kept in judicial custody. The veracity of the claim that the protestors used pepper spray is still under question, but even if they did use it one can only see it as justified resistance. For the past one year, there has been continous harassment of these students by the Delhi police. Initially, they were abducted by the Special Cell of the Delhi police, that tortured them and sexually harassed the students for multiple days before releasing them. Similarly, while campaigning, they were again sexually harassed by the police. In fact, in the last one month, whenever a protest over AQI has happened, the women comrades who are in the protest site complain about sexual harassment. The police officers grab the breasts of the women and touch their other private parts. They similarly torture the male comrades by kicking them in the groin. Unsurprisingly, even after the students raised the issue of their abduction, the custodial torture or the sexual harassment by the Delhi police, there was no uproar from the Godi media. The Godi media now wants these students arrested under UAPA. What do you expect an individual to do when they are contantly tortured and harassed like this? As was mentioned earlier, the veracity of the claim made by the Delhi Police, that the students used pepper spray, still has to be proven, but even if they did, it is because of the complete breakdown of all constitutional rights in Delhi, leading to the students having to defend themselves against the brutality of the police.

The comrades were arrested and taken away by the Delhi police and has been tortured by the Delhi police for the past two days. Somehow, one of the arrested comrade, Gurkirat, was able to call another comrade, and she informed that she is being harassed in every possible manner by the Delhi Police. One has no other option but to fear the worse, since the same comrade was abducted a few months ago and was threatened with electric shocks. A fellow comrade was electrocuted brutally then. The Delhi Police was so insensitive to the pain that they sang Bollywood songs then. The Delhi Police has become an Urban Salwa Judum. Unsurprisingly, the Godi media doesnt report on this, but is busy trying to find out the Naxal links of these youth. The ruling class and the Godi media claim that Naxalism is getting curbed and is restricted to a few villages in Bastar, then how are ‘Naxals’ making their appearance in the center of the capital city? We request all progressive and democratic forces to demand the release of these protesting students, and also demand a stop to this torture by the Delhi police.

Nazariya Magazine Editorial Board - STATEMENT ON THE ILLEGAL DETENTIONS IN DELHI AND ANNOUNCEMENT OF REVIVING OUR MAGAZINE

maximum support - read the last number

Dear comrades,

Revolutionary Greetings!

As you must have already seen, in July one of our editorial board members, comrade Vallika Varshri had taken the decision to go underground (UG) and work as a professional revolutionary activist in a UG format. Her mother, IAS Archana Varma, then filed a bogus case of illegal confinement and conspiracy to frame activists working in organisations that have been active and important parts of the revolutionary and democratic movement in Delhi. Under this bogus case, comrades Gurkirat, Gaurav and Gauraang—members of Bhagat Singh Chhatra Ekta Manch, a revolutionary students organisation in Delhi University, comrades Lakshita (known as Baadal in activist circles and among friends) and Adv. Ehtmam-ul-Haque—members of Forum Against Corporatization And Militarization (FACAM), comrade Samrat—social activist and clinical psychologist from Yamunanagar, Haryana, and comrade Rudra—editorial board member of our magazine, were illegally abducted and taken to New Friends Colony Police Station by the Delhi Police Special Cell. There, comrades were subjected to brutal torture, psychological harrasment and intimidation. Comrade Ehtmam was subjected to brutal islamophobic abuse and torture and was even threatened with a fake encounter which they had almost executed. All the comrades were threatened to leave Delhi and leave activism. They were constantly red-tagged and accused to be members of the unlawfully banned CPI(Maoist). The officials involved in the entire incidents were hardcore brahmanical hindutva fascists and constantly kept saying that all communist parties and organisations are the same and should be lined up and killed.

INDIA: *CASR Strongly Condemns the Arrest and torture of 23 Protesters by Delhi Police, Including the Overnight Detention of Women Protesters*

PRESS STATEMENT

Date - 25 Nov. 2025
*CASR Strongly Condemns the Arrest and torture of 23 Protesters by Delhi Police, Including the Overnight Detention of Women Protesters*
We express our deep concern and strong condemnation over the arrest and judicial remand of 23 peaceful protesters, including 11 women, who had gathered at India Gate to raise their voices against the escalating air pollution crisis in Delhi. The Delhi Police have reportedly registered two FIRs against the protesters—one at Kartavya Path Police Station and another at Parliament Street Police Station. Under the first FIR, The court sent five protestors to judicial custody for two days while the sixth person has been sent to a safehouse till the time his age is verified. Under the second FIR, 17 students were arrested and have been remanded to three days of judicial custody.
The right to breathe clean air is fundamental, and citizens have every democratic right to peacefully protest when their health and well-being are at risk. Instead of addressing the urgent environmental hazards affecting millions, the authorities chose to silence those exercising their constitutional right to dissent.
We are especially alarmed by reports that several women protesters were detained throughout the night, in apparent violation of established Supreme Court guidelines governing the detention of women. Such actions raise serious concerns about the protection of civil liberties and adherence to due process. Equally disturbing are serious allegations that 4–5 student protesters were taken to different police stations and subjected to severe mistreatment while in custody. Any allegation of custodial violence must be treated with the utmost seriousness.

Abaixo a Operação Kagaar!

Laal Salaam Madvi Hidma!
