Protest Rally in Bangla Desh for Basavaraj and martyrs

 

Protest Rally Organized by the Martyr Revolutionary and Patriot Memorial Council Condemning the Killing of CPI (Maoist) General Secretary Comrade Basavaraj and Other Maoist Revolutionaries, Demanding Immediate End to Operation Kagar


On 31 May 2025, a protest rally was organized condemning the killing of Comrade Basavaraj, General Secretary of the Communist Party of India (Maoist), along with other Maoist revolutionaries, and demanding an immediate end to Operation Kagar.




The rally began with the laying of a floral wreath at the portrait of Comrade Basavaraj and a one-minute silence in memory of all martyrs killed in Operation Kagar.


The event was presided over by Hasan Fakri, President of the Shahid Biplobi O Deshpremik Smriti Sangsad and conducted by Tawfika Priya, Acting President of the Revolutionary Student-Youth Movement. Speakers included Dr. Harun-ur-Rashid, General Secretary of the Maulana Bhasani Parishad; Nasir Uddin Ahmed, Convener of Gana Mukti Union; Tamiz Uddin, General Secretary of the Shahid Biplobi O Deshpremik Smriti Sangsad; Badal Shah Alam, Editor of Khanon magazine; Afzalul Bashar, representing the Socialist Intellectuals' Association; Anis Raihan, member of the Shahid Biplobi O Deshpremik Smriti Sangsad; Kanan Chakraborty, National Committee Member of the New Democratic People's Forum; Masud Khan, President of the Jatiya Ganatantrik GonoMancha; Nayem Uddin, Convener of the Revolutionary Student-Youth Movement Dhaka Metropolitan; and Ferdous Rahman Rod, Joint Convener of the Chhatro Gonomancha Dhaka Metropolitan, among others.



Speakers stated that the Maoists are engaged in a struggle on behalf of the oppressed people against imperialism, expansionism, bureaucratic comprador capitalism, feudalism, and all reactionaries. Under Maoist leadership, the indigenous people of Dandakaranya have for years been fighting to protect their water, forests, and land. That is why the Hindutva fascist Modi government, a stooge of imperialism, wants to annihilate the Maoists completely through Operation Kagar. If they can suppress the Maoists, they can more easily evict the indigenous people from their forests and lands and hand them over to multinational corporations.


At today's protest rally, speakers also said that India must immediately stop Operation Kagar. We pledge, in the name of the blood of Comrade Basavaraj and all martyrs of CPI (Maoist), that we will take revenge. The death of a revolutionary is not the end—each drop of a revolutionary's blood gives birth to thousands more.

We learned with sorrow that Namballa Kesava Rao, “Comrade Basavaraju,” General Secretary of the Communist Party of India (Maoist) and one of the vanguard forces of the international proletariat, lost his life along with 27 guerrillas in clashes with the fascist Indian military forces. In the same clash, another valued cadre of the CPI (Maoist), Saija Naeswara Rao, also gave his life.

Turkey: Comrade Basavaraj, the immortalized General Secretary of the CPI(Maoist), and 28 Maoists were commemorated in Istanbul

 
 
We hereby share an unofficial translation of a report published by Partizan. 

On May 21, 28 Maoists who were martyred in the Gundekot forests of the Mad district of Narayanpur in India were commemorated by Partizan in Istanbul.

The commemoration ceremony for CPI (Maoist) General Secretary Basavaraj and 27 People’s Combatants began with a moment of silence in memory of Gundekot Martyrs.

The opening speech covered the reactionary Indian State’s attacks on Maoists, Adivasis and oppressed people. The speech included information on the 60-hour conflict in Gundekot and the epic resistance of the Maoists, and the current status of Maoism and the People’s War.

The commemoration event continued with a video showing information on the People’s War in India and Operation Kagaar.

In the speech made on behalf of Partizan, the martyrs of the CPI (Maoist) were saluted and condolences were conveyed to the oppressed people of the world, especially the working class of India, the Adivasis, the CPI (Maoist) and PLGA fighters.

The statement said, “Maoists continue to fight against imperialism, feudalism, fascism, comprador capitalism and all kinds of reactionism all over the world. This war continues in India, Turkey, Brazil, the Philippines, Peru and many other countries. Every comrade who falls as a martyr is proof of our uncompromising line with the system. This line is the reason why Maoists and Maoism are embraced so much in the world.”

The statement continued by saying that the Indian state aims to destroy the Maoists and leave the oppressed Indian people without a leader under the name of Operation Kagaar, and aims to deprive the people of their forests, lands and resources and hand them over to multinational corporations. It was emphasized that Operation Kagaar must be stopped immediately.

“WE KNOW FASCISM”

The statement, which stated that the attacks of the Indian State and the Turkish State against Maoists, the people and all segments of the struggle are similar, stated the following: “Our comrades in India are trying to protect the gains of the People’s War by paying a heavy price. In the last two years, which coincided with the Kagaar Operation, they have massacred hundreds of Maoists and people from the indigenous people. The fascist Indian state dressed the people from the people it massacred as guerrillas, raped women and massacred children. Today, they are attacking our funerals because they are afraid. They want to prevent the people from taking ownership. The Turkish State has also resorted to the same methods. We know this state mentality. We know it from the torture inflicted on the bodies, funeral ceremonies, gravestones, families and comrades of the People’s Warriors who were martyred in Turkey. Comrades, our loss is great, our pain is great; but our hope and faith are greater. Today, we commemorate our comrades who were martyred in India all around the world. It is time to embrace the reality of Maoism that keeps us together and strong.”

“WE WILL CROWN HIS STRUGGLE WITH VICTORY”

The statement, which included information about the struggle life of CPI (Maoist) General Secretary Comrade Basavaraj, said that “He was a communist who ignited a fire of hope in the hearts of millions of oppressed people.” The statement ended with the following words: “Today, our duty is not to mourn, but to add our anger to the mortar of the revolution, to grow our struggle, to close our ranks. Each of us must take another step forward after him, to advance one step further in the frontiers of the People’s War. Victory will definitely be ours, we will crown his struggle with victory.”

The commemoration concluded with the recitation of the International Anthem and slogans of “Naxalbari Zindabad, Maoism Zindabad” (Long Live Naxalbari, Long Live Maoism).

THE GENERAL SECRETARY OF THE COMMUNIST PARTY OF INDIA (MAOIST) BASAVARAJ AND 27 PEOPLE’S WARRIORS ARE IMMORTAL!

The reactionary-fascist State of India is conducting comprehensive attacks against the revolutionary struggle and People’s War led by the CPI (Maoist), committing massacres. Under the name “Kaagar,” these attacks have been ongoing for a long time, resulting in the slaughter of dozens of villagers and children of workers, while tens of thousands of security forces have been mobilized to attack and massacre the CPI (Maoist).

One of these massacres occurred on May 21 in the rural area of Abujhmad in Chhattisgarh, India. In the conflict between the CPI (Maoist) and the fascist Indian State, the General Secretary of the Communist Party of India (Maoist), Basavaraj (Nambala Keshav Rao), and 27 Maoist people’s warriors were killed.

On 21 May 2025, in Narayanpur, a border region between the Indian states of Chhattisgarh and Telangana, India’s Hindutva-
fascist ModiAmit Shah regime carried out a barbaric assassination of Comrade Nambala Keshav Rao, known as Basavaraj,
General Secretary of the Communist Party of India (Maoist), along with 28 fellow comrades. Our Party extends its heartfelt
tribute and proletarian internationalist revolutionary salute to them and to the revolutionary masses who were victims of the
genocidal “Kaagar” operation. We lower the Party flag in their honor.

We express our deep condolences to the Central Committee of the CPI (Maoist), all Party members, the People’s Liberation
Guerrilla Army (PLGA), the Janatana Sarkar, the proletarian class of India, the bereaved families of the martyrs, and the broad
revolutionary masses.

At the same time, we express our strong outrage and condemnation against the genocidal and destructive campaign of brutal
repression carried out in the name of Maoist extermination.

The martyrdom of Comrade Basavaraj is an irreparable loss for the people of India and for the exploited and oppressed peoples
of the world. He lived a life fully devoted to the service of the people and had led the advancing Maoist movement in India with
great skill over the past 7 to 8 years

The fascist ModiAmit Shah regime, lackeys of imperialism, are celebrating the death of the comrades with frenzied joy, as
though the revolution has come to an end. They are indulging in a daydream.

We firmly believe that this celebration will be proven futile and that the Maoist movement in India will return even stronger.
Through the path of invincible people's war, it will accomplish the new democratic revolution and pave the way towards
socialism and communism.

Just as the Maoists rose again from the martyrdom of Comrade Charu Mazumdar, waging relentless struggle amidst all odds to
become the greatest threat to the ruling classes today, so too will the Maoist movement advancethrough its inevitable ups and
downsuntil the revolution is fulfilled. The revolutionary legacy of Naxalbari has proven this time and again.

The sacrifice, valor, and legacy of Comrade Basavaraju and the countless revolutionaries and people’s martyrs will eternally
serve as a beacon of inspiration for the oppressed peoples and nations of India and across the world.

As the great Maoist leader Comrade Charu Mazumdar proclaimed, “Srikakulam is the future history of

Près de 2000 personnes ont participé samedi après-midi à Berne à une manifestation non autorisée contre la guerre à Gaza. Les manifestantes et manifestants se sont rassemblés sur la place de la gare aux alentours de 15h00 et ont assisté à plusieurs prises de paroles. Le cortège s’est ensuite dirigé sans heurts de la place de la gare jusqu’au pont de Kirchenfeld, via la Place fédérale. La police les attendait à l’entrée du pont. Cette dernière a utilisé des gaz lacrymogènes et des balles en caoutchouc pour empêcher les manifestants de traverser.

Le bloc à l’avant du cortège a répliqué avec des feux d’artifice, lançant divers projectiles contre les forces de l’ordre, et scandant des slogans comme « Free, free Palestine » (libérez la Palestine) et « Switzerland, you can’t hide » (Suisse, tu ne peux pas te cacher). Des façades et autres murs ont en outre été sprayés au long du parcours. Les confrontations avec la police ont été très violentes, les policiers faisant également de coups de matraque et d’autopompe. Une vidéo  montre un policier tirant une balle en caoutchouc à bout portant sur des manifestants, une pratique non réglementaire.

Forget You.
On May 21, 2025, in a military operation conducted by the expansionist Indian
state and the genocidal fascist BJP regime led by Narendra Modi and Amit Shah,
27 revolutionaries, including Nambala Keshava Rao (Basavraj), the General
Secretary of the Communist Party of India (Maoist), were martyred. The
Communist Party of East Bengal (Maoist) pays deep respect to the revolutionary
lives of Comrade Basavraj and all the martyrs. At the same time, we are deeply
saddened by this immense loss suffered by the CPI (Maoist), the People’s
Liberation Guerrilla Army, and the oppressed workers, peasants, adivasis,
nationalities, and people of India. As part of our internationalist responsibility,
our Party sincerely expresses solidarity with the families, the Party, and the
comrades of Comrade Basavraj and other martyrs of the Indian revolution.
Comrade Basavraj fulfilled revolutionary responsibilities throughout his life—as a
leader of various mass struggles, the PLGA, and as a member of the Central
Committee, Politburo, and General Secretary of the Party. As a successful
Marxist-Leninist-Maoist, he synthesized theory and practice. His valiant struggle
makes it clear that in today's era, Maoism is the only ideology of liberation for the
oppressed and exploited peoples across the globe, and that through protracted
people’s war and class struggle, imperialism-capitalism and their comprador
agents will be buried, and people’s democracy, socialism, and communism will be
established.
After the fall of the socialist camp, including the Soviet Union and China, U.S. led
imperialism has dominated the world. But beginning in the late 1970s, new
revolutionary movements inspired by Mao Zedong’s Great Proletarian Cultural
Revolution have emerged and shaken this exploitative world order. Among them,
the CPI (Maoist)-led protracted people’s war in India holds tremendous
significance. It is not only the vanguard of the Indian masses but also an
important front in the international proletariat's struggle for liberation. The
sacrifices of General Secretary ‘BR’ and the martyrs are invaluable. Likewise, in
the Philippines, Turkey, Peru, and other countries, revolutionaries continue to
play vital roles in global liberation through their sacrifices.
Comrade Basavraj is the rightful successor of the red flag of the historic Naxalbari
uprising, led by revolutionaries like Comrade Charu Mazumdar. He played a
crucial role in expanding and advancing the people's struggle. In semi-colonial,
semi-feudal countries like India, Comrade Basavraj not only waged ideological
struggles against revisionism—including parliamentary cretinism, reformism,
urban insurrectionism, and post-modernist anarchism—but also fought directly
against class enemies and state repression alongside workers, peasants, adivasis,
and party members through protracted people’s war, setting an example of
genuine communist leadership.

REST IN POWER COMRADE BASAVARAJ, FRIEND AND SERVANT OF THE PEOPLE!

On the 21st of May, comrade Nambala Keshava Rao, whose nomme de guerre was Basavaraj was martyred in cold blood alongside 25 other Adivasi activists and Guerilla by Hindutva fascist forces during intense clashes in the state of Chattisgarh whilst receiving medical treatment.

The Hindutva fascists, bolstered by their media arm, have demonstrated a habit of claiming supposed victories against the supposed ‘Maoist threat’, when in reality, what they are boasting of is the brutal violence against their own peoples, primarily the indigenous Adivasi communities, peasants, workers and oppressed castes. While mass organisations and civil society demand peace talks amidst heightened anti-people brutality, the path taken by the state and its lackeys in the CRPF has shown itself to slavishly defend whatever shreds of bourgeois power still exist in the face of the mighty people’s war. All in the name of reinforcing corporate and military dominance within the forests and communities in Bastar and Chattisgarh at the expense of these populations.

Basavaraj’s sacrifice shall be cherished for the international communist, anti-fascist and anti-imperialist movements around the world. His practise is one forged in the steel of the PLGA’s rifles and the hearts of people of conscience from the red bases of India to the rest of the world. His martyrdom has indeed shaken the international communist movement, but we reiterate that with the power of the revolution, as seen in the mass movement of students, peasants, Adivasis, youth and their people’s army, his death can only be viewed as a minor setback in the wider path for the realisation of new democracy, equality and progress for the Indian people. After all, the masses are the makers of history.

People's blockade to war and imperialism.

No to armaments-Mass struggle for our rights!

The conditions for war preparation are formed by the imperialists on the planet and by the governments all over Europe. The conflict in Ukraine, apart from being the bloodiest since World War II, is also the most dangerous for global developments as it brings together the most acute intra-imperialist conflicts. With this unjust war between the USA-NATO and Russia at the centre, the conditions for the next World War are being prepared. But also the economic-trade war of tariffs not only does not resolve the intra-imperialist contradictions, but instead charges them and is used as a tool for the formation of imperialist camps.

That is why developments in the dizzying arms race are rapid:

  • the USA are building a new gravity bomb that will be 24 times more powerful than the nuclear bomb used in Hiroshima.

  • Russia proceeds with the production of a new aircraft carrier and satellite carrying nuclear weapons.

  • China is building its fourth aircraft carrier and has successfully tested its new hydrogen bomb with terrifying thermal power and a deadly shockwave.

At the same time, the ongoing genocide of the Palestinian people by the fascist state of Israel, under the guidance of the USA, shows that for the imperialists there can be no stop to the butchery and exploitation of the peoples, unless the latter stop them with their struggle.

In this context, the new ReArm Europe programme was announced in March by the EU leaders' summit. This programme provides for the provision of military equipment for Europe and Ukraine:

  • 650 billion Euro from the increase in defence spending of EU Member States by 3.5% of GDP.

  • 150 billion Euro will be provided through loans. That means loans from the European Investment Bank

The 800 billion Euros are to be paid by the workers and peoples of Europe with their sweat and their rights. They will come from the increase in taxation, the harsh cuts in wages and, as the European Commission stated, from the reserves of the workers' social security funds. The peoples' wages and pensions, the workers labor will be stolen to support the war industry and their unjust wars. They plan to squeeze the peoples and the working class dry and at the same time increase the profits of the war industry and present this as economic development. They have renamed this program Readiness 2030 and are doing “readiness exercises” with “72 hours” supplies to propagandize to the peoples of Europe that war, their slaughter, is inevitable!

In the face of these developments, workers and peoples must chart their own path. They should not pay for the armaments that will turn the youth and the working class into cannon fodder. They should not accept to be condemned to permanent poverty by the governments and the EU. They must denounce the war dangers in which the capital and imperialism involve them. Oppose the suppression of their freedoms and democratic rights that goes hand in hand with war preparations. They must refuse their alignment behind any imperialist power. Show resolute internationalist solidarity with the Palestinian people and denounce the unjust war in Ukraine. They must fight against NATO and the EU, these imperialist alliances that promote the interests of the few by oppressing the many.

The only answer to generalised war and imperialist exploitation is the common struggle of the proletariat and the people against imperialism and war. To promote friendship, brotherhood and solidarity among peoples.

  • Workers should not pay for their wars

  • No sacrifice of our incomes and pensions for the slaughter of people.

  • No to the new arms programmes. No to REArm /Readiness 2030

  • The EU is not a union of peoples but a wolf-alliance of imperialists.

  • US-NATO-EU-Russia out of Ukraine.

  • Freedom to Palestine

We call on every militant collective, every worker, every young person, to participate and support the events and demonstrations organised with the above objectives between 30/5-25/6 in our countries.

The International Committee to Support the People's War in India (ICSPWI) salute Comrade Keshava Rao, Basavaraj, General Secretary of the CPI (Maoist), murdered by the repressive forces of the fascist Modi’s regime, lackey to imperialism, along with 26 other Maoist cadres in the Abuijhmad forest, Narayanpur district, Chhattisgarh on May 21.

This is a huge loss for the Party, the People's Liberation Guerrilla Army, the proletariat and masses of India engaged in the people's war, for the International Communist Movement, for the proletarians, the exploited and the oppressed peoples in the world.

Comrade Basavaraj was the founder of the People's Guerrilla Army in 2000 and has led as Commander the most important actions of the people's war in recent years, dealing bold blows to the reactionary Indian regime and imperialism. His role in the formation of the Guerrilla Bases and the birth of the People's Power Organizations was crucial.

Basavaraj became the Party's general secretary in 2018. He was trained by the Party and the masses, always giving an extraordinary example of bravery, wisdom and determination. He was a master of the people's war and has given his life for the revolution.

He will never be forgotten!

The Indian Modi’s regime has murdered the comrades as part of the 'Operation Kagaar', a genocidal campaign of repression, massacres, arrests, bombings and devastation on the people, particularly

the most oppressed and exploited masses, the Adivasis, etc., within a plan that aims to wipe out the people's war and the Party leading that by March 2026.

Now they cry victory, but the Indian masses and the Party know how to respond to this attack with adequate strategy and tactics, strengthening and extending the resistance and mobilization of the masses.

The Committee had already launched a one-year-long campaign of internationalist solidarity and support, holding a first successful week of action on April 7-12.

El Comité Internacional de Apoyo a la Guerra Popular en la India (CIAGPI-ICSPWI) rinde homenaje al camarada Keshava Rao, Basavraj, Secretario General del PCI (Maoísta), asesinado por las fuerzas represivas del régimen fascista de Modi, lacayo del imperialismo, junto con otros 26 cuadros maoístas en la selva de Abuijhmad, distrito de Narayanpur, Chhattisgarh, el 21 de mayo.

Esta es una enorme pérdida para el Partido, el Ejército Guerrillero Popular de Liberación, el proletariado y las masas de la India que participan en la guerra popular, para el Movimiento Comunista Internacional, para los proletarios, los pueblos explotados y oprimidos del mundo.

El camarada Basavraj fue fundador del Ejército Guerrillero Popular en el año 2000 y, como comandante, lideró las acciones más importantes de la guerra popular en los últimos años, asestando duros golpes al régimen reaccionario indio y al imperialismo. Su papel en la formación de las Bases Guerrilleras y el nacimiento de las Organizaciones del Poder Popular fue crucial.

Basavraj asumió el cargo de secretario general del Partido en 2018. Fue formado por el Partido y las masas, dando siempre un ejemplo extraordinario de valentía, sabiduría y determinación. Fue un maestro de la guerra popular y dio su vida por la revolución. ¡Jamás será olvidado!

El régimen indio de Modi ha asesinado los camaradas como parte de la «Operación Kagaar», una campaña genocida de represión, masacres, arrestos, bombardeos y devastación contra el pueblo, en particular contra las masas más oprimidas y explotadas, los adivasis, etc., dentro de un plan que pretende erradicar la guerra popular y al Partido que la lidera para marzo de 2026.

Ahora cantan victoria, pero las masas indias y el Partido saben cómo responder a este ataque con la estrategia y las tácticas adecuadas, fortaleciendo y ampliando la resistencia y la movilización de las masas.

El Comité ya había lanzado una campaña de un año de solidaridad y apoyo internacionalista, con una primera semana de acción exitosa del 7 al 12 de abril.

A thousand salutes to Nambala Keshav Rao and the 27 comrades!
Revolutionaries die, but the revolution continues!

It is with deep pain and anger that we have learned that 28 male and female people's fighters, including Comrade Nambala Keshav Rao, General Secretary of the Communist Party of India (Maoist), who was leading a revolutionary struggle for people's power against the fascist regime under Modi, the capitalist exploitative order, and imperialism, as well as commanders and leading cadres of the State Committees and the CPYPC, were martyred on 21 May after 60 hours of resistance against tens of thousands of enemy forces.

The Communist Party of India (Maoist) was well aware of the price it would pay and the dangers it would face when it declared its formation on 21 September 2004, in the struggle for the unity of revolutionary parties and groups opposing the liquidation wave of 1990-91. The martyrdom of its leading cadres, who have carried out crucial responsibilities since its foundation until today, its most important militants, and many fighters, has not been able to stop the CPI (Maoist). It has organized the toiling rural population and the urban poor of India, mobilizing them for the struggle. It has succeeded in winning the sympathy and support of broad and diverse sections of the masses, including intellectuals and artists. It has thwarted the attacks of the Indian state that sought to break its will and force it to surrender. In the 21st century, it has earned the honor of being one of the parties that has kept revolutionary hope alive on a global scale.

The massacre of 21 May is not independent of the plans of the world imperialist bourgeoisie to wipe out the world revolutionary forces, whose numbers are severely limited following the liquidation wave of 90-91. Especially in the last two decades, there has been intense international work to destroy communist and revolutionary parties that are determined to lead the political struggle through all forms of free organization and struggle, or to force them to abandon the armed struggle. This will intensify in the future. The workers, laborers, women, the poor, the youth, and the oppressed peoples are being rendered incapable of defending themselves and condemned to helplessness in the face of bourgeois states and fascist regimes armed to the teeth. The Indian working class, along with the urban and rural poor, will show through their organization and revolutionary struggle that this is a hopeless tendency. The CPI (Maoist) will succeed in healing the wounds of the 21 May massacre, no matter how severe they may be.

We salute Comrade Inside Nambala Keshav Rao/Basavaraju, Nageshwar Rao (Madhu, Jung Naveen), Sangeetha, Bhumika, Vivek; Chandan (Mahesh), Guddu and Rame, Lalsu, Surya, Mase, Kamala, Nagesh, Rago, Rajesh, Ravi, Sunil, Sarita, Reshma, Raju, Jamuna, Geeta, Hungi, Sanki, Badru, Nilesh, and Sanju in commemoration of their revolutionary memory and ideals. We share the pain, anger, desire for accountability, and dreams of the Communist Party of India (Maoist) and the revolutionary, anti-fascist, and anti-imperialist sections of the peoples in India. We believe that the traitors who deserted from the units in the Mad forests, where the 28 were stationed, to save their miserable lives, and put themselves at the service of the fascist regime by showing them the way and the location, will be brought to justice sooner or later, but certainly.

We call on revolutionaries from all parts of the world to organize commemorations and actions for the 28, to protest against the fascist Modi regime, to develop the skills and abilities to protect the revolutionary leadership's legacy, and to form freely organized parties that engage in politics through all means and forms of struggle. We call on groups that are politically and ideologically aligned to fight for unity, and for all communist and revolutionary parties to work towards the establishment of a Revolutionary International, to develop the political struggle, and to exchange solidarity, experiences, knowledge, and opportunities.

Hommage aux martyrs de la Guerre Populaire tombés pour la révolution en Inde !

 Le secrétaire général du Parti Communiste d’Inde (maoïste) tué lors d’un affrontement avec les forces spéciales.

Le 21 mai, les forces spéciales (police, commandos, milices de contre-insurrection) du régime néofasciste de Modi ont attaqué une rencontre de cadres maoïstes dans les forêts d’Abujhmad, état du Chhattisgarh, cÅ“ur de la Guerre Populaire menée depuis presque 60 ans par les maoïstes du PCIm et ses prédécesseurs. Au cours de cet affrontement, 27 cadres maoïstes ont été tués (certains, désarmés, ont été froidement liquidés après avoir été fait prisonniers). Parmi les morts on compte le camarade Basav Raj (pseudonyme de Nambala Keshava Rao), secrétaire général du Parti depuis 2018. Des sources régionales et familiales suspectent qu’il aurait été capturé vivant avant d’être exécuté sous couvert d’une fausse fusillade mise en scène.

Depuis début 2024, le régime néofasciste de Modi s’est fixé comme objectif l’élimination du mouvement maoïste et de la Guerre Populaire, « principal ennemi de l’intérieur », d’ici mars 2026, et a engagé des moyens militaires considérables pour y parvenir – c’est l’opération Kagaar, dirigée par le sinistre ministre de l’intérieur Amit Shah. Sur les trois premiers mois de 2025, 140 camarades ont ainsi été tués dans l’état de Chhattisgarh, et l’attaque du 21 mai n’est que la continuation d’une offensive féroce d’élimination à la fois contre les populations civiles et les pelotons de la Guerre Populaire, à l’instar de ce qui s’est passé au Pérou dans les années 1980/1990.
Rappelons que la France impérialiste est une fidèle alliée du régime néofasciste indien, et que tous les bourgeois français – jusqu’à Jean-Luc Mélenchon – se félicitent de la vente massive d’armements, en particulier des avions Rafale. Qui se ressemble s’assemble, voilà qui éclaire la nature « démocratique » de nos propres exploiteurs, jusqu’où ils sont capables d’aller quand leur pouvoir est remis en cause.

Nambala Keshava Rao (Basav Raj) était âgé de 72 ans, né dans l’Etat d’Andhra Pradesh. Déjà étudiant il avait participé activement à la lutte du peuple indien, de la jeunesse et des peuples indigènes. Il était vite rentré dans la clandestinité, était devenu dès 2001 responsable de la Commission militaire centrale du CPI(ml) People’s War puis du PCIm avant de devenir secrétaire général en 2018, prenant la suite de l’ancien secrétaire et fondateur Ganapathy. Il était membre du Bureau Politique depuis 25 ans.
C’est une perte considérable pour le parti, c’était un stratège militaire redouté, et un dirigeant politique qui a donné au PCIm une grande autorité dans le mouvement maoïste international et les polémiques qui le traversent.

Le régime néofasciste de Modi se félicite de ce massacre, et il ne manquera pas d’en commettre d’autres, mais voilà 60 ans que la Guerre Populaire survit en Inde. Ce n’est pas la première fois que le mouvement maoïste en Inde perd un dirigeant éminent. Ce n’est pas la première fois que les classes dirigeantes s’en réjouissent. Mais la répression, même la plus féroce, ne peut faire taire la révolte, d’autant moins quand elle est dirigée par la Guerre Populaire maoïste. D’autres dirigeants surgiront, encore et encore, jusqu’à ce que la révolution l’emporte.

Statement from the Revolutionary, Democratic and Progressive Forces of Bangladesh—Joint statement for stopping operation kagaar


Strong Condemnation and Protest Against the Killing of Comrade Nambala Keshava Rao alias Basavaraj, General Secretary of the Communist Party of India (Maoist), and 28 Maoist Political Activists


On 21 May 2025, through a military operation called “Operation Kagar” led by the Hindutva-fascist Modi government, the General Secretary of the Communist Party of India (Maoist), Comrade Basavaraj, along with 28 Maoist political activists, was killed. According to the government’s version, they were martyred in a so-called encounter following a 50-hour-long battle. However, various sources reveal that the ailing Comrade Basavaraj was arrested from a hospital in Odisha where he was undergoing treatment, killed there, and then his body was dumped in Chhattisgarh to fabricate a story of armed conflict.


We, the revolutionary, progressive, and democratic voices of Bangladesh, strongly condemn and protest this extrajudicial state killing, including the killing of Comrade Basavaraj, under “Operation Kagar.” This brutal military operation, which is being conducted under the pretext of countering Maoists, is in fact a planned act of state terror. Under the leadership of the Maoists, a movement has emerged to protect the water, land, and forests of the indigenous people. To suppress this just movement, to evict the Adivasis from their land, and to safeguard the interests of multinational corporate entities serving imperialism, the government has been launching one military campaign after another.


The Indian government has deployed thousands of paramilitary forces, especially the Border Security Force (BSF) and the Central Reserve Police Force (CRPF), in the Abujhmarh region of Chhattisgarh. This region is home to numerous Adivasi communities whose land is rich in natural resources. These communities, long victims of state repression, are now facing even more horrific military brutality. In the name of suppressing the Maoist rebellion, the state is violently crushing the legitimate resistance of the oppressed, causing widespread violence against ordinary Adivasi people.


We, the progressive voices of Bangladesh, demand the immediate end to “Operation Kagar,” the military operation conducted by the Hindutva-fascist Modi government, and call upon revolutionary, democratic, progressive, and human rights organizations across South Asia and the world to stand in solidarity with the indigenous and oppressed peoples of India. Killing revolutionaries cannot destroy revolutionary struggle. Each death plants the seed of a new uprising.


We strongly demand:


1. An immediate judicial investigation into the extrajudicial killing of Comrade Basavaraj and all other Maoist political activists.

2. The acceptance of the peace proposal advocated by civil society to stop this unjust war against the people.

3. Immediate termination of Operation Kagar.

4. Release of all Maoist leaders and activists, human rights defenders, journalists, and Adivasi leaders arrested under false charges.

5. Recognition of the right to self-determination, land rights, and an end to the forced eviction of Adivasi communities.
