CPN (Revolutionary Maoists) and CPN (Majority) merged, successfully held Communist Unity Congress
(Marxist-Leninist-Maoist) and formed ‘Revolutionary Communist Party of Nepal’. On the occasion the Central
Committee of the Communist Party of India (Maoist) conveys hearty revolutionary greetings to the leadership
and cadres of the party, the workers-peasants, students, intellectuals and other revolutionary people of Nepal.
The formation of the party enthuses and inspires the revolutionary communist parties and organisations all over
the world including our party.
We know that a Communist Party of a country should not normally intervene in the political line and
strategy-tactics of a Communist Party in another country. However, a party needs to patiently listen and
seriously consider the critical opinions and suggestions regarding important theoretical and political matters
that other revolutionary communist parties of the world place before it, with proletarian international
responsibility.
If this new unified party wants to affirm the correctness of the theory and line it adopted, in our opinion,
it must first draw a clear mark of demarcation on the betrayal and the historic mistakes of the CC of the erstwhile
UCPN (M) in the leadership of Prachanda to the party, to the New Democratic Revolution in Nepal, to the people
of the country and thus to the World Socialist Revolution.
The 21st century democracy or multiparty democracy, fusion theory and other such things that the
erstwhile UCPN (M) brought forth are the result of parting from the theory of MLM and the fundamental
understanding of achieving New Democratic Revolution through Protracted People’s War. This proved to be a
neo-revisionist theory. The leadership of the party in the guidance of revolutionary traitor Prachanda betrayed
in the veil of struggle against dogmatism, creative application of MLM and in the name of developing MLM,
against the fundamental concepts of MLM and proletarian revolution. Our party hopes that the new party shall
keep this in mind.
On the whole, if the leadership or a few leaders are separated from the collective leadership team and
portrayed and upheld as if they are above the team and the party, that would be going against democratic
centralism and the collective method of functioning in the party committees at all levels starting from the CC;
if, at times it equals them with divinity; encourages ‘individual worship’ in the name of path and thought;
undermines and diverts the role of leadership of party in revolution and the role and importance of people in
the making of revolution-history; it would amount to providing invincibility to the path that the concerned
leader adopted and that too a leader like Prachanda who was not tested in the practice of long class struggle.
We must work for revolution in the light of MLM, abiding to the fundamental ideas concerning the role of
leadership, role of the party and role of the people in revolution. If we do not do so, no party can avoid left and
right revisionist dangers. A revolutionary party can separate the wrong line and the correct line and advance
revolution in the correct line through proper implementation of democratic centralism corresponding to the
Constitution of the Party and through struggle between two lines. This is the lifeline of the party. Our party
suggests and hopes that the leadership of the new party never forgets the bitter lessons taught by the betrayal
from working with blind belief in individuals on contrary to this and that to abide by collective method of
functioning and work. Paths, Thoughts and Isms will be established only after a prolonged period and only after
they are steeled and proved in the process of revolutionary practice, when there is a clear scientific base. Our
party firmly opines that the entire long history of International Communist Movement proves the same. The CC
of our party suggested UCPN (M) right at the time that, speaking of a new path or thought just with a few
important successes and leaps in People’s War in Nepal is an immature and subjective assessment and hasty.
But the party did not accept it. Moreover, it argued that Prachanda path is an enrichment and development of
MLM and continued its effort to give it a universal character. Our party requests on this occasion that the newly
re-organised party must not forget those historic mistakes.
It is really tragic that the CC of the erstwhile UCPN (M) brought forth the eclectic fusion theory in Nepal
that is a most backward semi-colonial, semi-feudal country, where 90 percent of the people are bonded in the
chains of semi-feudal social relations in rural areas. This heckled the Maoist concept of Protracted People’s War
and rejected the teaching of the great teacher Mao. It brought forth neo-revisionism and made a great betrayal.
In the place of providing leadership to the entire Party, PLA, people’s governments and the people to continue
Protracted People’s War, the leadership created illusion and confusion among all of them that they would
achieve victory soon. It fell in reformism, right opportunism and neo-revisionist theory and compromised with
imperialism, especially US imperialism, Indian expansionism and the comprador bureaucratic capitalist-feudal
exploitive classes of Nepal. As corresponding to the rules of social development and the fundamental ideas of
proletariat, the later consequences very clearly proved that without destroying the state that stood on the
foundation of outdated exploitation and oppression, it would be an illusion that we can form a new Nepal.
The erstwhile UCPN (M) created a ‘substage’ namely democratic republic in the name of developing
tactics in Nepal revolution and brought it forth as the strategy of Nepal revolution and the revolutionary path
of Nepal, as a part of parting away from revolutionary Marxism. It means it changed to social transformation
through peaceful means integral to the organisational framework of the old state. This is against the
understanding of MLM about state and the stage of revolution. It unarmed PLA. It left the liberated areas. It left
the lands seized by the peasantry through revolution. It put the heroic revolutionary people of Nepal to
disappointment and confusion. It created illusions in them towards the bourgeois parliamentary system.
Moreover, it caused severe loss to the International Communist Movement, especially the revolutions in South
Asia. All these and other opportunist deeds are suicidal. Thus, the party shed revolutionary class struggle and
Protracted People’s War. It thus pushed the future of the oppressed people of Nepal into intense danger. It left
the party and the people to the mercy of imperialists and their comprador exploiting classes. It betrayed the
great sacrifices of the 13 thousand heroic martyrs who laid down their valuable lives for the success of Nepal
revolution and it took up the path of neo-revisionism and class collusion. Our party hopes that the new party
will totally divorce from these mistakes and lead Nepal revolution in the direction of advancement.
Our party welcomes the new party’s correct political path that Nepal is a semi-colonial, semi-feudal
society, that it will first accomplish New Democratic Revolution and later achieve the ultimate objective of
Socialism and Communism through proletarian dictatorship. Our party opines that when counter
revolutionaries became part of the ruling classes and in running the reactionary state, in the background of the
effect on the Nepal society and people it is vital to the party to work by creatively applying the path of Protracted
People’s War to the concrete conditions of Nepal and with firm determination. We strongly opine that the new
party can make success New Democratic Revolution in Nepal only by utilising its positive experiences in a
planned manner and only by developing a strong party, People’s Liberation Army and United Front. Our party
believes that only by fulfilling the New Democratic tasks in relentless struggle in the path of Protracted People’s
War against imperialism, comprador bureaucratic capitalism and feudalism in the base and superstructure, it
can successfully advance in the direction of achieving new democracy and genuine people’s democracy in semi-
colonial, semi-feudal systems in like Nepal and India.
We believe that apart from hard and bitter experiences, Nepal has the Nepal comrades who have great
experiences and the peasant masses who led political power for a few years, the new party shall once again
creatively apply the principles of MLM to the concrete conditions of the country, develop class struggle and
people’s agitations, build People’s Liberation Army and start Protracted People’s War and re-establish
revolutionary people’s state power and liberated areas. We believe that the new party will re-establish deep
relations of solidarity with the MLM parties and forces of the world, especially with our party in India and shall
go forth to establish New Democratic state as the immediate objective to advance in the direction of Socialism
and Communism. On the occasion Our party wishes that both our parties shall mutually exchange all kinds of
help and cooperation, experiences, constructive criticisms and suggestions in true proletarian internationalist
spirit.
Lastly, both our countries and the people have close historical, cultural and various other kinds of
relations for thousands of years; both the parties have the common enemy, Indian expansionism; both our
parties are in close relations for decades in the past and now amidst several difficulties; we formed and worked
in common forums such as CCOMPOSA in South Asia. All these contributed to keep both our parties together in
a principled manner. We believe that both our parties shall work shoulder to shoulder with appropriate lessons in the present condition to achieve the tasks of international proletarian revolution
