Assam attack may give fillip to Maoism in North East
The Centre has becomes wary of Maoists making new inroads among tea tribes adivasis following clashes after NDFB (S) led massacre in Assam that has resulted in 78 killings. “We already had credible intelligence inputs to suggest that the Maoists trying to get active in the northeast, especially among the tea tribes adivasis whose stock comes from the tribal population of contiguous regions of Jharkhand, Bihar and Chhattisgarh. The current clash bordering on ethnic identities gives them just the right atmosphere to penetrate tea tribes that have become scared and apprehensive,” said government sources.
The Centre has shared these apprehensions again with the Assam government asking it to keep the state’s intelligence apparatus on the lookout for such developments and start taking the adivasis in confidence through various social welfare steps. Though no exact census figures are available, Assam houses about 80-90 lakh adivasis who were brought as indentured labour by the British tea planters from Santhal and Gond regions of central India in the 19th century. They later came to be known as tea tribes.
Another reason that has made the CPI (Maoist) to increase their area of operations, sources added, is the pressure that is being exerted on them by the security forces in the unchallenged territories in central India especially Bastar region. “This is precisely the reason why they have spread their bases now in southern India in contiguous districts touching Kerala, Tamil Nadu and Karnataka,” said an official.
An alert union home ministry has already moved a cabinet proposal to include them in the list of Maoist affected districts so that measures could be taken through central schemes like security related expenditure (SRE) and integrated action plan (IAP) to contain the situation. Security officials say that ethnic clashes led misery and fear provides the right kind mix fodder to the Maoists to spread their sway among troubled communities which happens to be the tea tribe Adivasis in Assam. “It is a wrong notion that the Maoists and ethnic identity movements cannot go together. They are rather go hand in hand and help insurgent groups like the CPI (Maoist) to reap rich dividends,” said an official.

CPN-Maoist demands national unity government
KATHMANDU, DEC 31 – The Mohan Baidya-led CPN-Maoist has demanded a new national unity government incorporating forces in and outside the Constituent Assembly (CA). The party’s first national gathering that concluded on Monday also agreed to stick to its former position that the CA should be dissolved to promulgate new constitution through all-party political conference. It announced a series infinite protests coinciding with the January 22 deadline of the CA to exert pressure for such conference. Issuing a statement on Tuesday, the party said it will launch nationwide demonstrations and general strike from January second week. Party Chairman Baidya said the CA should be dissolved as it is sponsored by national and international powers.
“We should form a powerful assembly to replace the CA,” he said, adding that the conference should settle the contentious issue of the constitution writing process. Leaders said the national gathering has once again endorsed political document on “New People’s Revolution” presented by Baidya. Senior party leaders, including Vice-Chairman CP Gajurel, General Secretary Ram Bahadur Thapa and Secretary Dev Gurung, extended unanimous support to the document. The party also urged Netra Bikram Chand faction to rejoin the party by correcting past mistakes. CPN-M Spokesperson Pampha Bhusal said the gathering agreed on a need of broader alliance among the leftist and nationalist forces.
She said the party is open to form a working alliance with like-minded forces for protest. She, however, clarified the planned unity with other Maoist parties including Pushpa Kamal Dahal-led UCPN (Maoist), Matrika Yadav-led CPN (Maoist) and Mani Thapa led CPN-Revolutionary look unlikely for the time being due to long standing ideological differences. The party also urged the government to control inflation and ensure availability of essential goods. Other demands of the party include scrapping power trade agreement, power development deal and “unequal” treaties with India, ensuring transparent land distribution to the landless and creating job opportunities. The party’s gathering also appealed the government to withdraw criminal charges against most of its cadres arrested during Maoist insurgency and second CA election.

KATHMANDU: Coinciding with the general strikes announced by the 30-party Federal Democratic Alliance led by Unified CPN-Maoist, the CPN-Maoist today announced its struggle plan. Presenting the decisions of the party’s national conference held here from December 26 to 29, party general secretary Ram Bahadur Thapa said the party has decided to hold general strike in the eastern region on January 9, in the western region on January 11, in the mid-western region on January 12, in the central region on January 13 and to take their protests to a culmination with a nationwide general strike on January 17. The FDA has already announced its general strike at the same places on the same days but they have called the nationwide general strike on January 19.
The Mohan Baidhya-led CPN-M also decided to burn the copies of the new constitution on January 23 if the country drafted the constitution on January 22 the deadline for promulgating the constitution. “On February 13, the party will be organising its Youth march past and Mass meeting at Khulla Manch,” Thapa said at the press conference. Asked about the struggle plan coinciding with the FDA, party Vice-chair C P Gajurel said the plan was drafted after consulting with FDA leader Pushpa Kamal Dahal.
The conference has also decided to open the door for the party’s former secretary Netra Bikram Chand-led CPN Maoist to join the party, besides forming a Revolutionary Communist Centre uniting all like-minded parties. The party has also decided to fill the vacant 64 positions of central committee members after 61 members deserted the party during the recent split through the central committee meeting to begin from tomorrow. Currently, the party has 87 out of 151 full central committee members after 61 members of the central committee joined the Chand-led CPN Maoist.

The party’s first national assembly that concluded on Monday remarked Chand led CPN (Maoist) politically following thoughts similar that of deviated rightist force. The party had organized national assembly from Dec 26 to 29 in Kathamndu.
Despite visible virtues like of rightist forces in the Chand faction, our party had urged for unity but now CPN (Maoist) intention has truly been known, said leader Ram Bahadur Thapa ‘Badal’ during a press conference held to publicize party’s decisions made during national assembly. Leader Thapa said that party has already announced protest programs , if constitution is promulgated by January 22 certainly we will condemn it by burning its draft on January 23. “We have already demanded dissolution of the Constituent Assembly to form Political Assembly with full rights in order to issue new constitution”, said Thapa.

CPN-M Chair Baidya hospitalised‚ pneumonia suspected
KATHMANDU: Chairman of the CPN-Maoist, Mohan Baidya, was admitted at the Norvic Hospital on Monday evening after he suffered from breathing problems. Chairman Baidya was taken to the Thapathali-based hospital as he suffered a bout of common cold and fever, and his asthma started worsening, according to his aide, Arun Upadhyay. The treatment is on, and the doctors have suspected pneumonia. He is being fed oxygen, added Upadhyay.

Maoist Communist Party Manipur extended our
revolutionary solidarity and red salute to the 40th Martyrdom Anniversary of
Comrade Siraj Sikder. Comrade Siraj Sikder was the founding leader of
Proletarian Revolution in Bangladesh and he adopted Marxism-Leninism-Maoism as
the guiding principle of the Bangladeshi Revolution. Comrade SirajSikder was the
genuine revolutionary leader and he generously defined the concrete condition of
the then Bangladesh. He taught and teaches the political line which the
Proletarian of Bangladesh could decipher to the victory. Why we the proletarian
of the world should remember Comrade SirajSikder for is his political vision on
International Communist Movement. He categorically discards the Imperialism and
capitalist world and establishes the Marxist ideology to the Bangladesh soil for
the advancement of Proletarian Revolution in Bangladesh. Comrade SirajSikder was
properly described the semi feudal and semi colonial political character of
Expansionist Imperialist India as “Indian big capitalist and feudalist
government will not support national liberation movement of East Bengal under
proletarian leadership because their aim is to exploit independent East Bengal
under bourgeoisie leadership, and to get an anti-China anti Communist ally. But
proletarian led liberated East Bengal will be a support to liberation of Assam,
West Bengal, Bihar, Tripura and liberation of workers-peasants of whole India.
That is why, Indian expansionism will try to crush the effort of establishing
workers-peasants’ East Bengal.” It reveals that Comrade Siraj Sikder was truly
one and only leader who sharply understood the common enemy of South Asian Sub
continent in 1970’s and need of the hour to unify all the proletariat of South
Asian Sub-Continent. We the Maoist Communist Party Manipur resolutely believe
Comrade Siraj Sikder’s political sensitivity of unifying the proletarian
revolutionary party of South Asian Sub Continent. Comrade Sikder was also a
leader who wants to extend his support to the national liberation movement of so
called North East India i.e., Assam, Nagaland, Tripura, Manipur and others.
In
South Asia, there are some historical, geographical, economic and cultural
specificities in this region‚ Indian expansionism backed by world imperialism‚
mainly US imperialism‚ is the common enemy of the people.Therefore, building
unity among genuine Maoist forces in this region has become an immediate task.
As real successors and disciples of Marx, Lenin and Mao, it is necessary to
seize this rare opportunity to accomplish New Democratic Revolutions in this
region and advance the world revolution to socialism and communism.
So we therefore honouring comrade Siraj Sikder in relation with the 40th Martyrdom Anniversary of Comrade SirajSikder and endorsing all the South Asian Maoist parties and Organizations to unify under the banner of the Co-Ordination Committee of Maoist Parties and Organizations of South Asia (CCOMPOSA) and uphold the red flag in entire south Asian. Maoist Communist Party Manipur has already discussed with the other Maoist Parties and there is an understanding of possibility in near future.
Today on the 40th Martyrdom Anniversary of Comrade SirajSikder, Maoist Communist Party Manipur has extended revolutionary solidarity to the Genuine Maoist Parties of Bangladesh and appeal to consolidate with the new initiative of Maoist Communist Party Manipur to unify all the Maoist Parties and Organizations of South Asia under the banner of CCOMPOSA.
