Introduction
Comrades,
On behalf of the
International Committee we welcome and greet to all comrades and
organizations attending here, all those who participate through
messages, all those who are developing similar initiatives on the
same occasion in these days, all those who support the people's war
in India throughout the world, although they can not celebrate with
us the 10th anniversary of the CPI (Maoist) which guides, organizes
and, we are confident, will lead it to victory.
The meeting we hold
today is not the 2nd
International Conference we had proposed and planned after the highly
successful Conference in Hamburg on November 24, 2012.
We had proposed to hold
this 2nd
Conference in another great country, outside Europe, in Brazil, at
the center of the world clash between imperialism and peoples, where
right this year we have seen an explosion of the class struggle and
popular uprising and where the supporters of PW in India are numerous
and have a strong mass base. Also to allow also many forces in Latin
America to take part directly in the Conference, so as it was not
possible at the Conference in Hamburg.
This
decision is consistent with the very nature
of the International Committee,
that works to unite
the peoples of the
world in support to PW
in India,
according to the concept “in
the fire of class struggle
and closely tied with
the masses.”
However, the comrades
in Brazil told us that they were not yet in condition to organize
such a conference and pointed out also the need to keep high the
struggle and the support to the PW in the imperialist Europe. We
accepted their assessment but we keep our idea and we will propose
again to work to realize the 2nd
International Conference in Brazil in the next period.
In no way we could
leave the important occasion
of the 10th
anniversary of the formation of the Communist
Party of India
(Maoist) without
a struggling and
supporting event. Therefore,
relying on our own forces,
we decided to organize
an international and internationalist
meeting in
the same month in which
the celebration of
the 10th anniversary is unleashed
in India, in the fire of the PW and
withstanding the genocidal
state repression by
the Indian
regime, that in these days
is going on.
So, our meeting
is with
the delegates who
accepted the proposal of
the International Committee.
It is carried out in
a confidential form,
according to the concrete conditions
of the country and the
place where we are. Its
aim is to open rather than conclude the
initiatives of support
for the 10th
anniversary throughout
the world, looking at
the goal of the 2nd
International Conference.
The
meeting is
an opportunity to allow
all the attending forces,
and after
them all the forces
participating in
different ways, to
debate, to plan the
continuation of the activities
of the Committee with
the existing proposals,
first of
all the International
Delegation to India,
as well as any other initiative the
participants will put
forward and suggest.
The
meeting will be opened
by the reading of
the message the CPI (M)
prepared for this
occasion, as
its own participation.
Report
In
India a tumultuous people’s war develops against imperialism,
bureaucratic capitalism, the comprador bourgeoisie and feudalism.
The
people’s war started in the areas where the roots of the revolt
against poverty, capitalist and tribal exploitation are deeper, and
where the contradictions produced by the development made of looting
of resources, caste oppression and exploitation by a capitalism tied
and subservient to imperialism are sharper.
This
people's war continues the epic story of the extraordinary peasant
armed uprising in Naxalbari. With the unification of Maoists, heirs
of Naxalbari, in the formation of the Communist Party of India
(Maoist), the PW found a new level of guide, leadership and program.
The
10 years since from this formation showed the strength of armed
masses led by a Maoist communist party; thanks to the leadership of
this party, the People's War has spread across the country and has
built its bases in about a third of it. Thus, the PW has become the
main internal threat to the Indian regime and imperialism in a
crucial region of the world. This PW that has spread his message and
his strength among the oppressed masses of the world.
This
is the ground of the birth of the International Committee, the
development of the support to the PW that was extended to many
countries, through both unified campaigns and other independent
initiatives. This reached a milestone with 1st
International Conference in Hamburg, organized by the Committee and
the League Against the Imperialist Aggression (BGIA).
Especially
after that Conference, the movement of support to the PW and the
ICSPWI have also become a danger for the Indian regime and
imperialism. They are taking steps to urge other governments to stop
this solidarity and support and to hit those who turn them into an
organized form of a potential powerful movement that is developing
step by step.
The
Indian regime unleashed the most fierce repression against struggling
people. The massive Operation Green Hunt is a veritable manhunt in
which the poor people who rebel in India are treated as animals to be
exterminated. It is a multi-pronged countrywide offensive launched
the Indian regime against its own people, using extensively super
armed troops, now even drones, police and paramilitary forces, which
sow terror and genocide in the villages, with raids, deportations,
mass killings and rapes.
The
target of this repression is the CPI (Maoist), its cadres, leaders,
members, sympathizers, not only in the areas of struggle but also
within cities, in the universities and among all classes and social
sectors which support or sympathize with the PW, the Maoist
rebellion, the armed uprising of the masses.
In
order to conduct this Operation, the Indian regime had to gradually
drop the mask of “the largest democracy in the world” and put the
command in the hands of a new Hindu fascist regime, the Modi’s new
regime. The revolution always engenders a powerful
counter-revolution, that today strikes indiscriminately seeking to
wipe out any political opposition in India.
In
the past week, the Modi’s regime unleashed the repression not only
against the PW, the People's Army, but also against the Forum for a
Alternative Politics. As Com. Varavara Rao said: “the Modi
government is planning to launch a full-scale war against Maoist
rebels and the people led by them … building a war-hysteria against
Maoist rebels … at the behest of some big corporate bodies who want
to control and plunder our resources.”
But
more repression, more oppression, only feed the movement of rebellion
and the opposition itself. Hitting the Forum, the government shows
its strategic and class weakness, in front of those who say “The
people are with us. They will definitely welcome our initiative as we
are promoting self-rule and more powers to landless and oppressed
sections of society.”
The
International Committee of Support to the PW in India expresses the
strongest solidarity with Com. Varavara Rao and the participants in
the Forum for an Alternative Politics, it demands their immediate
release and calls to all revolutionary, anti-imperialist and
progressive forces in the world to develop initiatives for a
political mobilization.
The
repression can not stop the great celebrations of the 10th
anniversary, because it can not stop the advance of the people and
their vanguard.
We
want quote here the answer of Arundhati Roy to a reporter who asked
her what is difference between the Maoists and the people, referring
to the areas in which the people's war and the mass movement led by
Maoists develop. Arundhati replied: "None. Maoists and people
are the same thing. "
The
development of the support to the PW has to bring to the masses not
only the strength of the armed initiatives of People's Army but also
the nature of people’s movements led by the party, and involved in
and inspired by the PW, as well as what the People’s Revolutionary
Committees achieve in areas where the PW formed them.
The
armed struggle develops in the forests, in the countryside, as armed
resistance to the raids to destroy villages and deport the villagers.
Without this resistance, villages and villagers would be wiped out,
in a contention in which the development of capitalism is asserted
and the right to exist of people is denied.
As
we wrote in the founding call of ICSPWI: “Indian masses led by the
CPI (M) are writing a historic page in the current clash of classes
in the world. We have to help to make clear for the world proletariat
that the advancement of the PW in India put into question the balance
of power not only in South Asia but in the whole structure of the
world imperialist system.
The
International Committee develops as a centre of action and propaganda
in which, step by step, those who want to support the PW can take
part both in a unitary and unified or a coordinated way. The
increasing extension of the campaigns in about 60 countries shows the
international role of the Committee. International Campaigns and Days
of Actions have the purpose to give everyone a chance to participate
and join the support.
The
imperialist system is not able to get out of its worst crisis since
the 30s. All attempts to deal with and overcome the crisis fail,
because the crisis itself originates form the very functioning of the
imperialist system today. On the world scene, even in the crisis we
witness a widening gap between the wealth of a handful of imperialist
countries and the poverty of three-quarters of humanity in the
countries oppressed by imperialism, the wealth in the hands of the
bourgeoisie and the absolute and relative impoverishment of the
proletariat and the masses in the imperialist countries. And, in
countries as India, the overflowing richness of a parasitic comprador
bureaucratic bourgeoisie and the conditions of misery and hunger in
which the masses live.
For
this reason, the PW is well inside the response of the peoples to
this situation and the crisis of the system; and it is this that the
PW is the objective and subjective spearhead of the struggle of the
oppressed masses in the world. Therefore, the support is not mere
solidarity but participation in this global war against imperialism.
The
10th
anniversary shows that where the guide of the people’s rebellion is
a communist party, the rebellion of the masses is not prey and pawn
of inter-imperialistic contention, it is not in the hands of the
feudal reactionary forces who ride the rebellion to channel it in the
plans of ruling classes or even to push back the wheel of history.
Therefore, the support for the PW is also a way to help to assert
this trend everywhere the rebellion of the people goes on.
We
can properly understand the importance of the PW and the reasons to
support it if we see it in the context of the international
situation.
In
the analysis of the world today, on the one hand, the
inter-imperialist contradictions that can lead to a third world war,
become sharper, on the other hand the factors of the revolution are
nourished and the principal contradiction in the world today emerges
clearly. The PW in India becomes objectively an indispensable point
of reference to be placed inside the main contradiction and the main
trend in the world today.
The
Committee to support the PW will not reduce its action to the
exposure of the Indian regime, although it is also an essential and
crucial part of its activities, but it works to rise the awareness
and recognition of the ground of class and anti-imperialist unity
existing between India and the countries in which the Committee
operates.
In
India, the government has decided to sell the natural and human
resources of the country to the western imperialist multinationals,
to new monopolies of the masters of automotive and steel plants, such
as Tata, Essar, Jindal, Mittal. From the fierce exploitation of
workers, often women and children, they draw the profits that allow
them to become buyers and shareholders of the big international
monopolies in the respective sector, in alliance with the owners in
the imperialist countries.
On
this base, the unity among the workers in the imperialist countries
and the workers and oppressed masses in India can and must be
developed.
Through
actions, information, the Committee has an important role to play.
The
war on people in the heart of India and the rise of the Fascist Hindu
regime fills the country of rapes. Rapes on women guerrillas, women
of the people, in the war; as well as serial rapes in the false
modernized big cities, in the universities, etc.
The
struggle of women in India and the participation of women in the PW
make their movement in India an inspiration for women in all
countries in the world. And the ICSPWI will help to gather more and
more the powerful forces of this movement.
The
PW in India is bound to change the face of the second most populous
country in the world, to embody the spirit of changing that inspires
the rebel youth in many countries around the world, including the
imperialist citadels. To spread the achievements, the lessons, the
nature of the conflict in India, between state repression and armed
rebellion of people, is a source and a stimulus to give an actually
revolutionary orientation to rebellion of youth.
In
this sense the line, the practice of ICSPWI is much more than an
organization of solidarity. It is a weapon and an added value for all
communist, revolutionary, anti-imperialist forces in the world.
This
is the base of unity, reached in full autonomy, with the PW in India,
with the CPI (Maoist), of which we celebrate the 10th
anniversary.
This
meeting is a step on this path, that can not be stopped and we all
together have to move forward serving the liberation of the
proletariat and peoples.
It
is important to assert this while in India, every day, our martyrs,
the best sons and daughters of people, our comrades, fall down. But
from the heart of that country, however, the voice of their message
resounds in the voice and message of the CPI (Maoist): “Finally,
before we conclude, we wish to speak about the great efforts you are
doing in support of the people’s war in India. The news of your
campaigns, its vivid images, are being taken to our ranks, PLGA
combatants and revolutionary masses as widely as possible through our
open and secret magazines and several other means. When they know
that their sisters and brothers in far off lands stand up in militant
solidarity with them, when they see images of protests before Indian
embassies, of wall writings taking the message of their revolution to
masses in those countries, their hearts swell with pride — we are
not alone, our people are there, we are everywhere. Your acts have
inspired us; they have made us more determined. We will strive our
utmost to fulfil the confidence you have reposed in us.”
And
we can say from this meeting that our action will be at the height of
that message!
