Statement of CPI (Maoist) - 2 part
NATO forces in the leadership of US started war of aggression on
Afghanistan in 2001 in the name of ‘war on terrorism’. Since Taliban government
it sponsored did not act in their interests US formed a puppet government in its
place. The US and NATO forces supported their puppet government and made
heavy war of aggression for the past 20 years. The Taliban organised the people
and made war of national liberation against US. US fell into the mire of wars on
the oppressed nationalities and people in various places in the name of ‘war on
terrorism’ that were causing economic and military losses. It is geographically-
politically important for it to fight against China and Russia that happen to be its
contenders. Due to these reasons it decided by the end of 2020 to withdraw its
war on terrorism. Then US made an agreement with Taliban and appeared to
have withdrawn in 2021 August. In fact, US could not contain Taliban and seize
power in spite of its fight against it for 20 years. The defeat of US in Afghanistan
gives the message that however strong the imperialists might be, they shall be
defeated by the struggling people.
The contradiction between bourgeois class and working class in
capitalist-imperialist countries
World Bank and International Monetary Fund warned that the world
economic system is falling into the mire of recession. Although COVID pandemic
and Russia’s war on Ukraine appear to have been the immediate reasons for
recession, the main reason is the anti-people policies of imperialist globalisation
unleashed by the capitalist-imperialist countries and backward countries for the
past three decades. IMF stated in 2022 October that the growth in world
economy in 2023 will not be as expected and will grow by a mere 2.7 percent.
This is the utmost unprecedented weak growth since 2001. It warned that most
of the countries of the world shall face economic recession. IMF assessed that
one-third of the world economic system shall shrink by the end of 2022 or 2023
and the three biggest economies of the world namely the US, European Union
and China shall stagnate. Russia imposed cut in oil supply to Europe as a counter
to the severe sanctions of US and European countries. This is leading the
economies of Germany and Italy to recession. IMF assessed last year thatinflation in the world shall reach 8.8 percent. As a result of the growth of interest
rates of Banks in US, investors withdrew their investments in a big scale that led
to the collapse of two big banks namely Silicon Valley Bank and Signature Bank.
This is the second bank collapse in the history of US. All these are the
consequences of imperialist globalisation.
These policies are leading to intensification of the contradiction
between the bourgeois class and the working class and middle class in the
capitalist-imperialist countries for the past few years. COVID pandemic and the
impact of Russia-Ukraine war added to it. Consequently, there is a rise in prices
of essential commodities, food material, petrol, diesel, electricity charges and
other charges in varying degrees in all these countries. There is a large gap in the
monthly salary, income and increasing expenditure of the workers and middle
class and cost of living is rising high.
Four hundred workers of a steel company owned by billionaire Warren
Baphat in the state of West Virginia in the US took up a strike for 4 months for
hike in wages, bonus, health insurance and against reduction of holidays in 2021.
Workers of MNC Kellogg of agricultural products were on strike for several
months. A total of 341 strikes were recorded in 2021 in US. In Quebec of Canada,
10,000 workers went on strike against the withdrawal of protection centres for
children. 91 IT Companies retrenched 24,000 techies over the world in 2023
January. These victims of employment crisis are forced to go on strike.
In France, workers and farmers are fighting in various forms apart from
strikes for their rights, health protection, against the problem of unemployment,
against hike in retirement age to 64 and against cut in pensions. People are
unable to purchase essential commodities and are fighting against prices rising
high due to inflation. Workers’ demonstrations and strikes took a militant form
and demonstrators broke the police barricades and burnt government
properties. People and workers raided the government armoury also. No-
confidence motion was put forth against Emmanuel Macron on 19th March 2023
in support of which there was a countrywide agitation. Struggles of workers and
middle class people are widening and intensifying all through Europe including
Germany. Workers’ struggles became a normal feature all over Europe in the
past 10 years.Another wave of workers broke in Britain since 2022 June. Workers and
employees of Railway, Telecommunications, postal, judicial and health
departments started to strike. ‘Enough is enough’ was the slogan of the
movement. Due to failure in saving the country from economic crisis and in
dealing with the wave of strikes of workers and employees in Britain for hike in
wages, the new Prime Minister Liz Truss had to step down from power within 45
days. Rishi Sunak who succeeded her is also failing in helping the country out of
economic crisis. The month of December witnessed intense strikes of above two
lakh workers and employees with the demand of hike in wages. This is the
biggest in thirty years.
With rising inflation, unemployment and cost of living, workers and
middle class employees of all capitalist-imperialist countries including the US are
making strikes against the governments apart from Britain. Extensive people’s
movements such as ‘We own it’ are coming forth out of these struggles. Media
personnel are fighting against the murder of 114 journalists in the past two
years. The youth of capitalist-imperialist countries started to realise that
capitalist-imperialist system is the enemy of people’s peace and environment.
Exploitive ruling classes are instigating fascist ideology based on national
chauvinism in a bid to divert the people’s struggles rising out of mounting
economic crisis in the capitalist-imperialist countries and as a result of anti-
development, anti-democratic bureaucratic policies. This is gradually providing
strength to right, conservative and fascist parties in Europe and US. Right,
conservative, fascist parties namely Liberals, Green Party, right, nationalist,
semi-fascist parties gained more votes than in the past in European Parliament
in 2019 May. In France, the neo-fascist National Rally party in the leadership of
Mary Lipen gained one percent more votes than Macron. In Germany,
conservative Green party secured the second place. Right alliance in the
leadership of George Meloni formed government after elections to Italy
Parliament in 2022 September. Conservative Ulph Christenson was elected
Prime Minister to the Sweden Parliament in 2022 September.
People and black people migrating from Asian, African and Latin
American countries to the US and Europe are increasingly under attack in the
influence of national chauvinist ideology being propped by the imperialists.The governments in power in the capitalist-imperialist countries and the
state are taking shelter in fascism. The ruling classes are fascising the state
machinery, judiciary and media. This is not only dangerous to the people of these
countries but of the whole world. This trend violates the nominal democratic
system in those countries and world peace.
In this situation, proletarian struggle organisations, proletarian parties
and Maoist parties are taking birth. The already formed struggle organisations
and parties are being consolidated. These organisations and parties are
providing leadership to the proletarian struggles and other struggles in their
countries and also standing in support of the class struggles and people’s wars
in oppressed countries. As a part of it, the International Committee to Support
People’s War in India (ICSPWI) formed in 2013 is taking up several programs in
Europe, US and Australia in solidarity to People’s War in India. Revolutionary
Communists need to make further united effort at the international plane to
unite the working class struggles in capitalist countries, anti-imperialist,
nationality liberation, democratic and revolutionary struggles in the backward
countries in a stronger manner in the coming days, as a part of World Socialist
Revolution. The formation of International Communist League in 2023 January
is commendable. But Communist Party of Philippines (CPP), CPI (Maoist),
TKP/ML and several other revolutionary communist parties differ with some of
its theoretical, political stands and did not join it. In this situation, the
theoretical, political stands in the International Communist movement must be
discussed in the bilateral, trilateral and multilateral meetings and international
communist revolutionaries must together form a united Communist
international forum basing on correct theoretical, political stands.
History of world humankind started witnessing destruction of
environment with the rise of capitalism. When capitalism transformed into
imperialism the destruction further intensified and is intensifying. United
Nations formed Conference Of Parties (COP) including 197 countries to control
the rising temperature of earth and held 27 meetings from 1995 to 2022
December. It achieved nothing. The existence of earth and that of humankind
including all organisms fell in danger. In the past 150 years after industrial
revolution, the temperature of earth rose by 1.5 degrees Celsius. Thesemeetings are unable to convince the capitalist-imperialist countries and the
MNCs producing oil to implement their decisions. These cannot do so. That is
the reason, the objective of the 2015 Paris agreement to limit the temperature
of the earth by 2 Centigrade and if possible, to 1.5 degrees of that before the
Industrial revolution is not yet achieved. We can save earth and reduce its
temperature only when we eliminate the capitalist-imperialist system that is
destroying nature and pushing the earth on to the verge of destruction. The
NGOs working for environment and funded by the imperialist countries and
MNCs are diverting and deceiving the people without placing this path before
them. In this situation, we need to take up environmental movement all over
the world in this path. Revolutionary communist parties must lead the ongoing
environmental movements all over the worldcontin ue

La tension régnait jeudi dans le port d’Adani Gangavaram à Visakhapatnam. Les syndicats de travailleurs ayant appelé à un Bandh (grève et blocage) portuaire, exigeant la réintégration des travailleurs évincés et un salaire mensuel minimum de 36.000 roupies. Un grand nombre de travailleurs, de dirigeants syndicaux, de résidents touchés par la pollution et d’activistes politiques se sont rassemblés à l’entrée principale du port. En vue du bandh, d’importantes forces de police avaient été déployées dans le port. Les travailleurs, accompagnés de leurs familles, ont tenté d’assiéger le port pour faire valoir leurs revendications. La confrontation entre les manifestants et la police a donné lieu à de violents affrontements qui ont fait plusieurs blessés.

Present International, Domestic situation – Our tasks
The capitalist-imperialist system is in economic crisis worldwide since
2008. The intensifying general crisis is bringing in great changes in world politics.
US started to become strategically weak since mid-1970s and lost the status of
superpower by the beginning of second decade of 21st century. Yet US
imperialism stands the number one enemy of the people of the world. Social-
imperialist China became the main contender to the US in economic, political
and military sectors for the past decade and is competing for the re-division of
world. COVID pandemic that started affecting in the beginning of 2020 continues
in certain countries though less intensely. The ongoing contradictions among the
imperialists led to Ukraine-Russia war since 2022 February. Tensions are on the
rise between US and China on the issue of Taiwan. The preparations for war of
imperialist countries for re-division of the world is stepping up the danger of
World War III. The past few years have been witnessing a spate of anti-
imperialist struggles in the backward countries and a spate of working class
struggles in capitalist-imperialist countries all over the world. The sharpening
fundamental contradictions at the international level are leading to these
developments.
The contradictions are – 1. The contradiction between
imperialism and oppressed nationalities and people 2. The contradiction
between bourgeoisie and proletariat in capitalist, imperialist countries 3. The
contradictions among imperialist countries and among monopoly capitalist
groups. The contradiction between imperialism and oppressed nationalities and
people is the main contradiction. Let us analyse the developments that came
forth out of all these in the past two years and the favourable situation for
revolution.
The contradiction between imperialism and oppressed nationalities
and people
Imperialists have been unleashing globalisation policies for the past
three decades through their agents, the comprador bureaucratic capitalists and
landlords in Asian, African and Latin American countries. They are
indiscriminately looting the natural wealth, cheap labour force and markets of
these countries through Foreign Direct Investments, loans and aid. They are looting the savings of middle class people through Foreign Institutional
Investment in the speculative market. Imperialists are imposing high duties on
imports in their countries and are following protective policies. On the other
hand, they are pressurising the backward countries not to impose high duties on
their exports. US and its allies Britain, France and Germany have been making
wars of aggression on the countries that did not heed to their dictates. The
comprador rulers are selling off public sector industries and properties to
imperialists, domestic and foreign corporate companies in the name of
privatisation as a part of imperialist globalisation. They are lifting welfare
schemes or reducing allotment of funds. They are raising taxes on drinking
water, irrigation water, transport, electricity and other such things. This resulted
in decrease of purchasing power of the people. Prices of essential commodities
are sky-rocketing. Comprador rulers are cruelly suppressing the struggling
people and their struggles against the pro-imperialist globalisation policies
unleashed by the governments. All these are intensifying the contradiction
between imperialism and oppressed nationalities and people.
Since the world economic crisis in 2008, people’s struggles against
imperialism all over the world and against imperialist comprador ruling classes
in the respective countries intensified. Exploitive ruling classes imposed
lockdowns in the name of containing COVID pandemic. This especially shrunk
the lives of the working class, peasantry, middle class and small capitalists all
over the world. The small and medium kind capitalists are forced to sell off their
industries to the comprador bureaucratic capitalists and Multi-National
corporates companies, to sub-contract for giant corporate companies and to
restructure. Acquisitions and takeovers of small companies by big corporate
companies is rising all over the world. With this, there is a rise in concentration
and accumulation of capital with the giant corporate companies. Wealth is being
accumulated in an unprecedentedly large scale for a handful of MNCs and TNCs
in all sectors. Contention further increased among these corporations to loot
natural wealth, cheap labour force and markets, for their areas of influence and
to sustain their hegemony on those.
People of Latin American countries are on one hand making street fights
against imperialist globalisation and on the other are electing candidates of leftparties. We see such candidates being elected Presidents in Bolivia, Chile, Peru,
Columbia, Honduras and Brazil in 2020 to mid-October 2022. In fact, these left
parties are fundamentally in the interests of imperialists, comprador
bureaucratic capitalist and feudal classes. These countries mainly unleash
policies in favour of Russian and Chinese imperialists. These countries
nationalise the investments of MNCs and TNCs of the US and West European
countries in the name of nationalisation policies, or else do not permit the
investments of those companies in their countries. To an extent, those serve the
interests of national capitalists, workers and middle classes.
With the rise in exploitation and oppression of the imperialists and
comprador bureaucratic capitalists, presently all countries such as Tunisia,
Kenya, Ethiopia, Ghana, Egypt, Panama, Ecuador, El Salvador, Argentina,
Afghanistan, Nepal, Pakistan, Bhutan, Bangladesh, Sri Lanka and India are caught
in the web of high prices, inflation, poverty, unemployment and burden of loans.
Outdated semi-feudal exploitation is seen in all these countries. These are
making the people’s lives miserable and they are making struggles against
imperialism and its compradors, the comprador bureaucratic capitalists and
landlords.
Food and economic crisis in Sri Lanka, Pakistan, Nepal and other such
countries are leading to political crisis. There is a rise in contradictions among
ruling class cliques. People of these countries are making militant struggles. The
President of Sri Lanka had to leave the country in 2022 when people encircled
the Presidential palace in protest to food crisis and high prices.
Anti-imperialist, anti-feudal revolutionary movements have been going
on in certain countries since the past. Although the revolutionary movement in
Philippines suffered certain losses in the recent period, it is advancing in the path
of Protracted People’s War. Indian Revolutionary movement is putting up stiff
resistance to the heavy offensive unleashed by the enemy and sustaining.
Revolutionary movement is re-consolidating in Turkey. Although weak,
revolutionary movement in Peru is going on. Revolutionary movement is in
primary level in Columbia. People of Palestine are fighting with dare for the
liberation of their motherland in the leadership of Hamas against the chauvinist
aggression, military massacres and aerial attacks of Israel with the support ofUS. Nationality liberation struggles are going on in few Asian, African and Latin
American countries against imperialism......
