Dear comrades,
we thank the organizers of this meeting and greet all the organizations and comrades attending here today with the aim of raising the level of our struggle for the release of political prisoners and the fight against bourgeois state repression.
The International Committee to Support the People's War in India (ICSPWI) was founded at an international meeting here in Paris on January 2010, few months after the launch of the counterrevolutionary Operation Green Hunt by the regime on the struggling people in India.
So, the ICSPWI was born with the prpose to counter this reactionary military offensive by organizing international campaigns to expose and comdemn the anti-democratic, reactionary, and pro-imperialist nature of the Indian state.
At the same time, it opemly supports the revolutionary path in India, namely the Protracted People's War, and the communist leading it, the Communist Party of India (Maoist).
The ICSPWI is made up of national committees, some of them have a stable structure, others participate in its activities from time to time, during specific campaigns in all continents.
Comrades,
today, the revolution in India is at a crucial stage and is experiencing big difficulties, heavy losses of leaders, cadres, and militants martyred.
In January 2024, the Indian state launched the Operation Kagaar (Black Forest), which is still ongoing, aimed to wipe out Naxalism/Maoism, or the Communist Party of India (Maoist), and the People's War by March 2026.
Since May 2024, the Brahminical Hindutva fascist regime has upped the ante, carrying out massacres among the tribal and rural Adivasi population, killing dozens of people, including pregnant women and newborns, in attacks targeting villages.
Follwing the previous Samadhan-Prahar, Operation Kagaar, through military aggression deploying the army and air force, aerial bombilng and state terrorism, has inflicted heavy losses on the revolutionary forces between May and November.
The seriousest was the assassination of Comrade Basavaraj, party's general secretary, along with 27 other comrades during a firefight lasted nearly three days at the end of May. Subsequently, other comrades were assassinated, including Comrade Hidma, beloved adivasi leader, who was captured and coldbood murdered in a fake encounter the last month.
Meanwhile, some former party members have betrayed, surrendered by handing over their weapons, provided information to the enemy, and aided it in selective killings and psychological warfare, spreading falsehoods and doubts among the lower ranks of the militia and guerrillas.
Today, our Indian comrades are not only resisting in arms the Operation Kagaar, but are also facing the psychological warfare, managing to smuggle important documents outside the combat zones that confirm the party's revolutionary line, thus rejecting all the rumors aimed at spreading confusion among the revolutionaries.
Last September 6th, in an important document on the occasion of the 21st anniversary of the Party foundation, the comrades stated:
In a situation where the revolutionary movement is suffering heavy losses due to Operation Khagar, it is the Party's duty to answer the questions arising in the revolutionary camp regarding its future, to instill courage in the fearful, to instill self-confidence, and to lead the entire revolutionary camp with firm determination and unprecedented courage. To fulfill this duty, it is necessary to identify the causes of the losses and remedy them. It is necessary to identify the developing factors favorable to the advance of the revolutionary movement under objective and subjective conditions and organize the Party, the PLGA, and the United Front on this basis.
While the bourgeois media, with the help of some traitors, already in the aftermath of Basavaraj's killing, instilled among the masses the doubt of surrender and a change of strategy from armed struggle to a peaceful and legal one, in the same document it was stated:
The reason our Party, the PLGA forces, and the local mass organizations have suffered heavy losses since the begin of the Operation Kagar is that our forces have not correctly applied the underground method of work, the rules of guerrilla warfare, and the tactics formulated by the Central Committee […] We should wage the class struggle by coordinating legal, illegal, open, and covert forms of struggle and organization. We should mobilize the four categories of people in the urban, lowland, and forest areas in the revolutionary movement.
On September 20, in another document (Venugopal) is a traitor of the revolution – People’s war is our path”, the party clearly stated: “It is not our policy to betray the interests of the people by handing over weapons to the enemy and joining the people's life stream. Our duty is to continue the class struggle - the people's war to advance the revolutionary movement in the rear in accordance with the changed social situation”.
Although in the aftermath of the publication of this document, on 22nd of September, other important leaders like Katta Ramachandra Reddy alias Raju Dada and Kadari Satyanarayana Reddy alias Kosa Dada, along with many others, were martyred, a subsequent document dated 16th October, condemning the treachery of former CC member Sonu/Venugopal and 60 others, states:
The revolution and the revolutionary movement will not be defeated by the surrendering of some party leaders and some of the public commanders. For thousands of years, people have been fighting against exploitation and crime against the oppressed and oppressed communities. As a result of these struggles, society has become a reality today. Although some of their leaders and war commanders surrendered and betrayed in many countries throughout the history of these class struggles, the revolutionary movements also won in some countries despite short-term and long-term defeats.
Less than a month later, on November 5, another document was released with the self-explanatory title: "We Will Continue the Protracted People's War."
On November 15, Comrade Hidma, a member of the Central Committee, and Comrade Raje, along with other comrades, were also arrested. After being tortured for three days, they were killed in a fake encounter on November 18.
Hundreds of people attended their funeral, condemning these illegal killings.
On December 3, in the Bijabur district of Chhattisgarh, paramilitaries took an entire village hostage, using civilians as human shields during a firefight with PLGA guerrillas. The civilians claimed that they had not been attacked by the guerrillas but by the paramilitaries, who ultimately, after capturing a female guerrilla, cold-blood killed her.
In this changing situation, day by day and hour by hour, while the party analyzes its mistakes and makes them public to the masses and revolutionaries, it also maintains that, while rectifying its mistakes, the only way forward is through revolutionary class struggle, attempting first and foremost to save the party by appointing a new general secretary and new members of the central committee.
A movement to condemn and stop the crimes of Operation Kagaar has developed, and the Indian Hindutva fascist regime responded with a witch hunt:
In May, journalist Rejaz Sydeek, 26, member of the Democratic Student Association, was arrested for his articles criticizing the Indian military operation against Pakistan and accused of ties with Maoist organizations. A book by Marx, Critiquing Brahmanism by K. Murali, and copies of the theoretical journal of the Maoist students of Nazariya (all these publications are legal in India) were seized from his home. He is accused of various charges, including terrorism.
Between July 11 and 21, nine people, mostly students, were arrested without warrants and taken to an undisclosed place where they were tortured and threatened with rape. These arrests were to obtain information about Vallika Varshri, editor of Nazariya, wanted by the police.
A report was recently published on the systematic use of torture against ordinary and political prisoners in prisons in the state of Bihar.
For more than three years, journalist Rupesh Kumar Singh has been under arrest for his articles opposing the military campaigns parts or the Operation Samadhan-Prahar against the Adivasi people in the state of Jarkhand. Nearly every month, there are reports of comrades being arrested and then executed in the forests in fake encounters, most recently the aforementioned comrade Hidma.
Recently, approximately 50 people protesting at Indian Gate in New Delhi against the government's anti-environmental policies and Operation Kaagar, which also aims to facilitate TNCs responsible for environmental devastaton, were arrested on charges of having ties with the Maoists.
Comrade Sanjoy Deepak Rao, a member of the CPI (Maoist) Central Committee, has been imprisoned for two years without trial and is denied basic prisoner rights, such as the right to leave his cell between 6:00 a.m. and 6:00 p.m., while being granted only two hours a day. Furthermore, prison guards enter his cell in his absence, risking the possibility of making fingerprints. For this reason, the Sanjoy Deepak Rao went on hunger strike on October 28th.
Finally, 97 percent of people arrested in India under the draconian Unlawful Activities Prevention Act (UAPA). remain in prison without trial, sometimes for years. Meaningfully, UAPA was passed in 1967 precisely when the Naxalbari armed uprising gave birth to the Maoist movement in India,.
Despite imperialism and the bourgeoisie presents India as "the world's greatest democracy," indeed the Indian state is a "people's prison," as CPI(M) states, where the oppressed nationalities of Kashmir, Tamil Nadu, Punjab, Assam, Nagaland, Manipur, Meghalaya, Mizoram, Anurachal Pradesh, and Tripura lack the right to self-determination, where religious minorities such as Christians and, especially, Muslims are discriminated and targeted to pogroms, where caste discrimination and severe gender discrimination against women exist, not to mention the LGBTQ+ community.
These characteristics have been integral to formally independent India since the time of Mahatma Gandhi, but under Modi's Hindutva fascism, they have become official policies, therefore are pushed forward in contempt of all human rights and dignity. Today, the list of "enemies of the state/terrorists" is growing, and prisons are increasingly filled with students, trade unionists, journalists and feminists.
The main obstacle to all this is the New Democratic Revolution led by the CPI (Maoist) through the strategy of the Protracted People's War.
Since the People's War was providing a concrete response to the problems of the masses the establishing the People’s Revolutionary Committees in the revolutionary areas, where land was redistributed, basic education and healthcare services were provided, and the system of caste and gender discrimination was abolished, the Indian state intensified its all-out campaigns of repression across the country.
The document "Let us celebrate the 25th anniversary of the PLGA", issued the In the November 14, 2025, clearly states:
Although the revolutionary movement in the country has suffered severe losses, the Party, which still exists countrywide, continues political work among the people in various forms. It continues to disseminate revolutionary political propaganda to the masses, mobilising the people and advancing struggles against imperialism, comprador-bureaucratic capitalism (CBB), landlordism, corporatisation, and militarisation. It is organising the people into various forms of mass movements and, relying on the people and the people’s militia, the Party and the PLGA continue the protracted, decentralised, self-defensive guerrilla war.
In conclusion, today from India, not only the CPI (M) but also the struggling organizations of Adivasis, students, intellectuals, farmers, journalists, democratic and human rights activists, call to condemn, oppose and fight the Modi's Brahminical Hindutva regime, that is fascism that takes on particular and specific characteristics in the Indian state.
This appeal was taken up by the ICSPWI during its last plenary meeting, which was also attended by some comrades present here. We first decided to launch a Protrated International Emergency Campaign against Operation Kagaar, which, in its initial phase (from October to today), has already reached various countries of four continents:
In Ireland, the 21st anniversary of the CPI (Maoist) was celebrated on September 30th.
The last month in Athens, a sit-in took place at the Polytechnic University.
In Istanbul, the TKP/ML displayed various banners and slogans in honor of comrade Hidma, while the magazine Partizan organized a commemoration of the martyred comrades.
In the US, posters were displayed against Operation Kagar and in memory of comrade Basavaraj.
In Brazil, the latest issue of the CPI(M) magazine People's March was published.
In Portugal, posters were displayed.
In Germany, propaganda was carried out in the working-class neighborhoods in Bremen.
In Finland, posters and slogans were displayed.
In Austria, the comrades of the Red-Purple collective participated in the November 25th demonstration, commemorating Comrade Renuka and condemning the Operation Kagaar.
Here in France, LJR comrades displayed a banner honoring Comrade Hidma.
Statements and articles of support were distributed in other countries, including Bangladesh, Nepal, Kashmir, Italy, Australia, Tunisia, and Ecuador.
On December 13th, a protest was held in front of the Indian consulate in Istanbul.
The campaign will go on the next three months, defying the March 31st deadline announced by the Indian regime.
Today, more than ever, ICSPWI renews the call to all democratic-progressives, anti-fascists, anti-imperialists, and revolutionary forces to form autonomous national committees in their countries that can coordinate centrally with ICSPWI and strengthen its work, making it more effective. They have to collectively continue the Protracted Emergency Campaign against Operation Kagaar in each country in general and specifically for two important international events we ask you all to join and participate:
1) Next month in Brussels, on January 29th, an action in front of the European Parliament, where the Special Committee on human rights and relations with third countries will meet. The action aims to expose the political and economic ties that the EU (and its member countries) have with Modi's fascist, genocidal, reactionary, and anti-democratic regime.
2) On March 28th, in Zurich, a large European and international demonstration against Operation Kagaar, with contemporary demonstrations on other continents: North America, South America, Tunisia, Australia, and South Asia.
This campaign is of fundamental importance not only for the thousands of political prisoners, many of whom are accused of being urban Maoists, and for India itself, which is a vast prison for the people of the Indian Union, but also for the liberation of prisoners and peoples around the world, to advance the revolution as the only global solution.

today India is the most populous country in the world, the Indian state is a stronghold of Yankee imperialism in South Asia and a close ally of Zionism and the Nazi-Zionist entity of Israel.
Today, the revolution led by the CPI (Maoist), and its outcome is of strategic importance for the strength of balance between imperialism and world proletarian revolution. Therefore, to suppor the People’s War in India therefore means ro support democratic rights in that country, the Palestinian cause, the Kurdish cause and the revolution in Turkey, the People’s war in the Philippines, means to achieve the goal of transforming the largest people's prison into a red base for the World Proletarian Revolution!
Freedom for all political prisoners in India and all around the world!
Stop Operation Kagaar and the massacre of the Adivasi people!
Comrades, let us unite in the Protracted Emergency Campaign against Operation Kagaar alongside the Indian revolutionaries!
Their struggle is our struggle, and our struggle is theirs!
