Chand counters Baidhya’s policy
HIMALAYAN NEWS SERVICE KATHMANDU: Challenging the political document presented by CPN-Maoist Chairman Mohan Baidhya, party secretary Netra Bikram Chand today registered a separate document during the politburo meeting. The document will be presented at the party’s central committee meeting, which is beginning from tomorrow. This challenge against the chairman’s document is certain to affect the party’s national conference scheduled to begin from July 10. The meeting of 43 members of the full central committee will begin from tomorrow, while the meeting of the 151-strong central committee with alternative central committee members will begin from July 6. According to party sources, Chand has claimed that the party should go for people’s revolt by giving continuity to the people’s war, the bases of which have already been demolished. In his document Chairman Baidhya has focused on the party’s existing line of people’s revolt standing on the bases created by people’s war.
Alternative central committee member of the party Lekhnath Neupane commented that the two documents do not possess any basic theoretical differences. He said more comments could be made only after reading the document presented by Chand. Politburo member Haribhakta Kandel said the central committee will decide whether the separate document presented by Chand will be registered as a separate document or a supplementary one during the upcoming national conference of the party.
Though Chand is in minority at the higher level of party leadership, he enjoys significant support in the central committee and is popular, especially among the youths of the party. Chand has been creating problems in different parts of the country by forming parallel district chapters though he has not formally registered his differing views in the party. Now, registering his differing views, Chand has formally pulled up his socks at a time when the party has ganged up with pro-Maoist parties for working alliance to draft a pro-people constitution. Chand’s line of reviving the legacy of the decade-long bloody people’s war could also disturb the party’s recent decision to join hands with its previous colleagues.
The party’s extended meeting held at Kaski, however, had unanimously decided to revive the bases of people’s war so as to keep up the party’s essence as a communist party. Most of the party’s senior leaders, however, do not support Chand’s revolutionary views. Chand has been claiming that the leadership failed to create grounds for achieving the party’s line of people’s revolt; and therefore, the party must find out appropriate ways to take the party line to a new height.

A Philippine Army unit known to protect massive logging operations in Davao Oriental was ambushed by the NPA on 30 June, killing five of the mercenary troops and injuring six others.

NPA ambushes logging protector, abusive, anti-schools enemy unit in Davao Oriental

Two kilometers away from its command post, a platoon-sized advance command unit of the 67th Infantry Battalion of the Philippine Army was hit by command-detonated explosives of the New People’s Army, at 10:00am of 30 June 2014, in Barangay (village) Aliwagwag, Cateel, Davao Oriental. Killed were five fascist soldiers and injured were six other members of the Army unit that is known to protect the province’s massive logging operations.
Huge logging operations in the East Coast are also backed by Governor Corazon Malanyaon, Congressman Elmer Dayanghirang, and Cateel Mayor Camilo Nunez. Under the pretext of “logs retrieval operation” from a cutting permit released by the Department of Social Welfare and Development, unabated logging has flourished in an already disaster-ravaged and denuded territory. Millions of profits have been amassed by the abusive officials and the military while the masses in majority villages in the East Coast continue to suffer from loss of livelihood, homelessness, and disrupted education for more than a year after Supertyphoon Pablo (international name: Bopha) struck and washed away their farms and houses in 4 December 2012.
A survey in the typhoon-affected areas shows how the military intimidates the masses whenever they avail of social services by welfare private organizations. In Barangay Taytayan, Cateel and in Barangay Binondo, Baganga, Davao Oriental, the 67th Infantry Battalion soldiers force people’s organizations to sign waivers to prevent the establishment of schools which are sponsored by nongovernment organizations.
The same unit withheld funds and benefits under the cash-for-work projects that it is implementing on behalf of the Department of Labor and Employment and the International Labor Organization. Supposed beneficiaries were not able to avail of SSS, Philhealth and daily wages of PhP301 each (US$7.00) as the Armed Forces of the Philippines used the same program for its intelligence activities and civil military operations in the hinterland villages.
The same Army unit is also part of the corrupt and substandard housing project implementation in Cateel town. Some of the 1,179 family-beneficiaries who were promised each with PhP92,000-worth of housing (US$2,110) failed to avail of the program and were, instead, asked to sign a waiver and PhP10,000 cash (US$230). Others who secured the poorly constructed sub-standard housing first paid PhP1,000 (US$23.00) to village captains before their families occupied the houses.
As they meddle with and steal funds of GPH’s civilian agencies, the 67th Infantry Battalion soldiers also conduct psychological warfare and intimidation against the masses. When they are hit by the NPA ambush, they direct their ire against civilian masses, prevent them from attending assemblies of their organizations and prohibit them from enrolling their children to alternative learning schools.
Despite the glaring deprivation of education to school-age children in peasant and Lumad villages, the AFP campaigns hard to prevent them from attending schools initiated by private groups and religious institutions. The AFP’s counter-insurgency program is focused not in decimating the NPA through warfare but by interfering and controlling the educational system in the countryside. It is targeting legitimate basic education schools, vilifying teachers and parents who they wrongly accuse as supporters and members of the revolutionary movement.

Italy - migrants' tragedy - solidarity and struggle by PCm Italy

Once more the boats of immigrants gave back corpses, after those sown in the sea in the past days. The daily images of men, women and children who arrive to Italy after a horrible sea crossing to face another tragic ordeal as well as those of black bags where corpses are put, without a decent burial, have become usual.

The bourgeois government, the ignoble Prime Minister and Minister of Interiors, repeat their hateful hypocrisy, unloading the problem on European Union to clear their dirty conscience, while media give room to racist jackals.

The Italian government “is left alone in dealing with this tragedy” because the imperialist Europe, of which Italy is a party, wants this. The imperialist Europe along with U.S. are the main responsible for the massive wave of refugees escaping from the wars in Syria, Libya, Iraq, African countries, Palestine. The pluder on peoples, reactionary imperialist wars for the control on energy sources in the contention in the world market in the geostrategical region of Mediterranean Sea bring about death on lands and in the sea.

These deaths give birth to a horror without end, to which we only can oppose the revolutionary struggle to put an end to the horror. But we also can not repeat undefinitely the same complaints, we need solidarity and a “full contact” struggle to save lives and fight the governments.

We need solidarity and hospitality policies, freedom of movement, using funds and energies that should be removed from military spending, for F35 and new weapons, for military interventions abroad, and from the military servitudes; solidarity and hospitality must be organized with a sort of "civilian army" that combine genuine volunteers and jobs for thousands of unemployed. We must impose to local governments and authorities across the country the building and use of decent facilities for hospitality and care, the abolition of the anti-immigrants laws and the closure of concetration and expulsions centres. And, while Italian government insists on the responsibility of European Union, it should decide to consider the funds for this purpose as something out of the “Stability Pact” and “fiscal compact”, it should consider the funds for immigration emergency as credits rather than debts.

These demands should be supported by initiatives and mobilization of workers, toilers, temporary workers, unemployed, women, in unity with the immigrants themselves, supporting their forms of self-organization. This will also helps to subtract workers, unemployed to the racist demagogy broadly spread by the State, political parties and all the forces that have found new nourishment from the European elections.

In an boundary imperialist country like ours, we communists, workers and people's movement, have to take a trench position, in words and deeds, we should think of a new national structure that can jointly mobilize the forces of the class and movements and the forces of immigrants themselves, and organize strongholds and a national mobilization at least in the two key areas of emergency, which can be today Palermo in Sicily and Taranto. Among the mass of migrants emerges also the sad and unacceptable double emergency of women who often are pregnant, raped, burdened by their children, this reality should be answered with a double effort of support and organization.

The clubs of proletari comunisti and branches of Slai cobas for the class union are ready to play a frontline role and to collect their forces, but without a national support and participation we will not be able to go beyond the complaint and the “exemplary action” that sure is correct but also inadequate for a trench-emergency position.

Facts, not words, mobilization.

saibaba campaign in Italy

A tour of previews of the documentary “Red Ant Dream” by Sanjay Kak, attended by the author, took place in several cities in Italy in June. Activists of ICSPWI took part in most of initiatives. Here is a report from one of them, from Milan.

The first event took place at the Teatro Macello, at occupied space Macao. "Red ant dream" was not entirely showed but an excerpt, along with 2 other excerpts of Snjiay’s works, from "Words on Water", 2002, that concerns the struggle against the dam on the Narmada river – for which Arundati-Roy was arrested, and “Jasshn-e-Azadi”, 2007, on the uprising in Kashmir. These excerpts brought more general and very interesting portraits.

Although the movie was not shown as expected, the event was interesting for a number of reasons.

First, the high interest of participants, about 50 people who, in spite of an almost tropical climate, remained at their seats in a small and muggy room for more than 2 hours. Most of them, for various reasons, had been in India and were interested in this country / continent. They had the opportunity to get a different view of Indian reality and be informed about the ICSPWI campaigns, first of all that for the freedom of G.N. Saibaba.

Sanjiay Kak was enthusiastic about the ICSPWI speech appealing the freedom for Dr. Saibaba, who he mentioned as the mentor of a whole generation of progressive intellectuals, including Sanjiay himself, Arundati Roy and others.

The activists of Macao Cultural Centre took the leaflets and the petition of ICSPWI for Saibaba’s freedom and committed to collect signatures when the movie will be showed.

The second event took place at the Arci / Peoples Expo, in occasion of a commemoration of the unforgettable Italian progressive singer Ivan Della Mea, who would have not lost the opportunity to write struggle songs inspired by the Sanjiay’s pictures. The program was not the show of the movie but the Sanjiay’s work as photo-reporter. His photos document the Adivasis struggle for their sacred mountain, rich of bauxite, the uprisings in Njamgiri / Odissa against Vedanta and the dam on the Narmada River, the trip of Arundati Roy in Bastar. A positive thing is that the organizers will try to organize a sort of Forum for the Peoples Expo in which they will include the issue of people’s struggles in India.

The third event was held at the "House of Rights", thanks to the efforts of Francesca Casella of Survival International, already active in the defense of the Adivasis rights in their struggle against Vedanta. "Red ant Dream" was entirely shown. Dozens of people attended, mostly human rights activists and progressive intellectuals. Some of them took the petition to collect signatures. The movie shows how the history of India is a history of revolts of the natives, that dates back to before the French Revolution, and the current binding of these riots with the Naxalites. It has been very touching to hear the voice of Comrade Azad, see the actions of PLGA, see the commemoration held in Delhi in death of Comrade Azad. At the end of the almost 3 hours-long program, questions were asked about the link between Adivasis and Maoists.

In all the events, the presentation touched many different issues: the reality of castes in India; the reasons for the electoral victory of Narendra Modi, at light of which the well known slogan of 60s in Italy “China is near” can be renewed today as “India is near”. There was also some discussion about workers' strikes and struggles in India, a country where “workers burn the bosses” and the battle for health and safety on jobs, mentioning the opportunity to build a “bridge” between the workers of Ilva steel factory in Taranto and those of Mittal - the big Indian group interested to acquire the control on Ilva.

In their speeches, warmly welcomed, the ICSPWI activists spoke about the world-wide campaign to free Saibaba and stressed that Maoists are the only ones that put forward solutions in the interests of the people.

The brilliant and tireless organizer of tour Daniela Bezzi agreed on the need to organize further initiatives in the Autumn in the Universities in Italy, where the current tour has been weak, reaching other cities over Milan.

India Modi's regime - Youth from Natham Colony Arrested for Naxalite Links

DHARMAPURI: Days after the arrest of six persons for alleged Naxal links, Krishnapuram police picked up a 21-year-old Dalit man of Natham Colony on the same charge in the wee hours of Monday. The second such arrest in the span of a week triggered tension and angry protests from residents, who thronged the collectorate seeking immediate release of the detenus. According to locals, over a hundred policemen in ten vans entered the village around 4 am and arrested K Thirupathi (21), a civil engineering student.
Though no weapon or explosive was found at the youth’s house, he was booked under the Indian Arms Act, Explosives Substances Act, 1908, and relevant sections of the IPC, sources said. According to sources, “Banned Naxalite literature of inflammatory nature and pamphlets supporting proscribed outfits were found at Thirupathi’s house. He had also received training from the Naxals.” Angered by the arrest, locals besieged the collectorate. But, they called off the protest after collector K Vivekanandan assured to look into their complaint. “We requested the collector to ensure that no raid was conducted during late hours and no innocent person was arrested. We withdrew the protest after the collector’s assurance,” a Natham Colony resident told Express. Meanwhile, residents threatened to surrender their ration and voter ID cards to the district administration, if the raids did not stop.
