Nepal for debate - The question of rebuilding the Maoist movement in Nepal

Rishi Raj Baral
It is a matter of deep concern for the revolutionaries of the world to know the current situation of Maoist Movement in Nepal, which has a glorious history in the past. Not only the revolutionaries, but also the reactionary forces are watching it cautiously.
At this moment, Nepali society is going through a very complicated situation. We are facing variety of obstacles and challenges. We are suffering from the Kovid-19 and state repression simultaneously.
The reactionary forces of Nepal are focused on which foreign reactionary force to stay in power with, and they are willing to make any kind of bargain for that. By putting the whole country in a state of confusion and chaos, they are playing games on national independence. Reactionary repression is going on and the resistance struggle of the Nepali people against it is also continuing.
In the past, the Nepali people fought Ten-year People's War under the leadership of the Communist Party of Nepal (Maoist). We all know the top leadership Prachanda and Company betrayed the revolution and now they have turned into neo- reactionaries. The new reactionaries under the guise of communism are more dangerous than the old reactionaries. They have made the people more depressed.
The Maoist movement has been scattered and divided, it has been pushed back, but it has not gone over. Definitely the situation is not the same as yesterday, but still a large part of the people have faith in the Maoist movement and the revolutionaries need to be persuaded by their behavior. We can instill this confidence only through the practice
Now we have three groups— The Communist Nucleus Nepal, The Communist Party of Nepal (Revolutionary Maoist) and the Communist Party of Nepal led by Netra Bikram Chanda 'Biplav'. These three organizations have adopted Marxism-Leninism-Maoism as the guiding principle of the Nepali revolution. These organizations are part of yesterday's Ten-year People's War.
It is the time to show revolutionary spirit, but things are not going smoothly and optimistically. CPN (Revolutionary Maoist) led by Mohan Baidya 'Kiran' has expressed its commitment to the New Democratic Revolution and the Three Magic Weapons. But, it seems that they are tired and want to take an easy course in practice. In fact, no matter what is written in the document, they no longer show enthusiasm and will-power for the revolution. It seems that in the name of subjective condition they do not want to get out of the legal struggle.
Revolutionary spirit and commitment is seen in the party led by Biplav. The so-called Left government has banned the Communist Party of Nepal led by Biplav, and many of its top leaders and activists are in jail and in police custody. But this alone is not enough. However, the main thing is the ideological-political correctness and clarity of political line. In this issue, Biplav's party has some problems. The political line of "unified revolution" put forward by Biplv's party is ambiguous in itself. It is not clear, what they are trying to say. In the same way, Biplav led party has put forward the notion of ''post-imperialism". It means end of the imperialism. It has produced too much bewilderment, and has hampered the unity and understanding among the revolutionary forces.
Maoist parties in India, the Philippines and Turkey are waging the Protracted People's War. They are fighting a life-and-death battle against enemies inside the country and abroad. And, the Maoist parties and organizations in Europe, Latin America, Africa and USA are intensifying the class struggle in the specific situation of their country. Hundreds of political leaders, activists, and intellectuals are in prison. However, the Maoist organizations in Nepal have not been able to show as much interest and concern as it should have in the struggle and movement there. In fact, we are in a very unresponsive state. This is not a pleasant aspect. Nor it is a Proletarian Internationalist spirit. This kind of apathy is contrary to revolutionary values.
Now the Revolutionary Internationalist Movement (RIM) has survived in history. This has become a phenomenon of the past. The CPN (Revolutionary Maoist) has recognized comrades with long experience and in the past at the leadership position of the RIM. But in the changed circumstance, their role in building a new International embryonic center has not been enthusiastic and active. Instead, they seem to be trying to expand their relationship with ICOR. The Communist Party led by Biplav is even more unaware of this matter. It seems that they have no any concern with International Communist Movement. Only the Communist Nucleus Nepal seems more sensitive and serious in this matter. From the point of view of proletarian internationalist spirit this is not a pleasant aspect. In comparison, the activism and commitment of the European and Latin American Maoist parties is much appreciated.
The present hour is the most challenging hour for the oppressed people of Nepal. The situation of the country is getting worse day by day. The question of national independence and democracy has been attacked from all sides. The foreign powers particularly American imperialism, Indian expansionism and Chinese social-imperialism want to expand their presence in Nepal through various deceptions. In such a situation, unity between the progressive and revolutionary forces is an indispensable need to raise the movement. We need to take seriously the fact that the split and division in the Maoist movement has created a comfortable situation for the reactionaries. For this too, it is necessary to give a new kind of direction to the process of polarization and restructuring among the revolutionaries, that communicates revolutionary enthusiasm and confidence among the oppressed people.
In such a circumstance, it makes a lot of sense for the revolutionary leaders and cadres within each party and organization to wage an ideological struggle against the ambiguous political line of the party as well as the monotones and stereotyped working style. Particularly, Nepal Communist Party led by Biplav should think over its political line as they have adopted ''unified revolution". If the ideological and political line of the party is not correct then there is no point in talking big about the revolution. As Comrade Mao has stated that the correctness or incorrectness of the ideological andpolitical line decides everything. Similarly, CPN- Biplav has abandoned the line of New Democratic Revolution. It needs to be clear that Nepali society is still in a semi-feudal and semi-colonial condition and the character of Nepali revolution is New Democratic. There are the issues that must be solved.
We must have theoretical knowledge and practical experience. It is a matter of irony that the new generation does not show much interest in theoretical study. This generation wants to achieve the result immediately. This generation has no patience for the fact that the path of revolution moves forward in various twists and turns. On the other hand, the old generation seeks its role by putting its experience and history of the past. We must respect experienced and senior comrades and learn from their experience. We do not have lack of leaders. But that alone is not enough, the movement always demands dynamic leadership. As guided by Comrade Mao Tse-tung, we must follow the principle of combining the old, the middle-aged and the young in the leading bodies at all levels. This is the principle of "Three-in One". We must lead the revolution advancing the youth leadership and building the revolutionary successors. But it lacks in our movement.
If the seriousness of the situation is not taken into account, it cannot be said that the Maoist movement in Nepal will not reach the position of other countries which have reached the stage of dissolution. In this sense, the Communist Nucleus, Nepal, has raised the issue of organizational reconstruction of the Maoist movement. We need to be clear that only a reorganized campaign centered on revolutionary ideology and line can give a new impetus and direction to the Maoist movement in Nepal. There are problems, but it is possible, we can do it. We must all be ready to sacrifice from our place.
Now the time has come to review the history and to learn from the history. Time demands strong willpower, self-struggle and revolutionary optimism. We have to think seriously, where we have to stand. If we claim to be the bearers of the legacy of the Ten-years People's War, it is the time to think in a new way and to take a new step. Specially, I urge to the young leaders and cadres of both party led by Kiran and Biplav to take the situation seriously. Revolution does not happen by itself. Revolutionaries should not remain silent in the name of ''weak subjective condition''. Revolution requires conscious effort and initiation.
To be a Maoist is to be a different kind of revolutionary. We must have strong dedication in deeds, not only in words. We must have faith on Three Magic Weapons of revolution. At present, no single organization can do anything and for this, revolutionary restructuring is needed. Only the revolutionary restructuring, based on Marxism-Leninism-Maoism and People's War can provide us a new way and a new step. Although the task of building a unified movement is not so easy. There are various types of contradictions and challenges. But, we believe that it must be carried forward and can be done. The major force that fought the Ten-Years People's War is still alive and the masses are in favor of the revolution.

Prof GN Saibaba bail application rejected again on 28 July 2020 by the Mumbai high court bench at Nagpur
Prof GN Saibaba bail application, on medical grounds in the wake of Covid-19 in the Nagpur Central Prison, has been again rejected on 28 July 2020 by the Mumbai high court bench at Nagpur. The first bail application on medical grounds was rejected by the Mumbai HC bench at Nagpur in March 2018, and after that, his parole application has also been rejected. On 2 April 2020 we submitted an application to Divisional commissioner of Prisons, Nagpur, Maharashtra Home Department seeking release Dr. G.N. Saibaba on parole for 45 days on his health grounds under the severity of pandemic COVID-19 and also to visit his mother who is seriously ill from February 2020 suffering from Lymphoma cancer. The Parole was rejected by showing his brotherʹs place is in a containment zone, a fact which is not true. Currently, his motherʹs condition is critical, where cancer has been spread to her brain and she is not expected to survive for more than a couple of days based on the predictions made by the doctors. In the recent order rejecting his bail on 28.07.20, the prosecution suggests that since there is already one younger brother taking care and visiting the ailing mother, this reason cannot qualify Dr. Saibaba to go visit his mother on her deathbed. Even in this dire condition, it does not look like the Honourable Court will allow Dr. Saibaba to see his mother for the final time and mourn her circumstances.
Yesterday on 28.07.20, the Honourable bench cited that the circumstances about the case since the first bail rejection in 2018 have no changed, so they will follow the initial rejection order. The reasons for given by our counsel, Saibabaʹs increasingly detrimental health and COVID-19 breakout in Nagpur Prison that threatens his life, have been casually dismissed by the court. They say he has not cited positive and is being kept in the highly confined Anda Cell where he cannot contract the disease. They also say that he has been provided 2 helpers. Now, in the volatile environment of COVID-19 breakout in prison, he gets his meals and help from the outside sources, beyond the so-called ʹ COVID-19 safeʹ anda cell. So clearly, itʹs not a contained zone. Also as described by Saibaba in his phone calls, the helpers are being coerced and have submitted multiple applications to the Jail authorities, saying that they are not in the mental condition to volunteer for helping him. Saibaba described that he has been living absolutely unhygienic conditions without anyone to support his basic needs and requirements. It seems as if the court underestimates the gravity of the situation, especially with regard to the spread of the virus in the overcrowded prisons. Saibaba will be shifted to Hyderabad
Beyond that, they claim the only source of the deteriorating ill health is the applicant himself and the medical officer in Jail assures that he is being given all the treatment. Now the court hasnʹt provided the family any of his multiple medical documents and reports from his frequent trips, often emergency, to the hospital. We have no way to get the reports and verify it with our family doctors and consultants. Moreover, we do not even know the conclusion of these reports. They were not even provided to the patient in question when he wanted to enquire about his health. Meanwhile, the doctors from the Government Hospital did specify previously a treatment routine for the different ailments, but this routine, including physiotherapy, couldnʹt be conducted within the jail premises. Thus, even according to the government doctors he has been under consultation, the conditions of incarceration make it impossible for him to receive treatment. The prosecution still claims that he is being provided treatment, but in that case, the treatment is not stabilizing his health condition. His health sees no improvement, evidenced from his frequent trips to the medical bay in jail as well as to the hospital. The court has turned a blind eye to these factors, seemingly only taking the words of the prosecution at value. On his phone call on 11.07.20 Saibaba informed us of the terrible situation in the prison personally. He is unable to move his left hand and even his right hand constantly shivers right now. He has been getting frequent block outs and fainting spells, alongside with his severe back and body aches. Since we do not have any reassurance from the words of the prosecution claiming his alleged well being and condition, we requested for the scans and reports from the Government hospitals in order to consult with our personal medical consultants, a request which was not granted. Thus, in this situation, we are still not aware of the real condition of Saibabaʹs health. The last time we had access to the Medical reports was in early 2018, where a dangerous cyst in Dr. Saibabaʹs brain was identified, perhaps responsible for his continued ill-health. But no further investigation on this matter was pursued.
The courtʹs decision to reject Dr. Saibabaʹs bail in this condition is an extremely apathetic decision. On his phone call, he told us that if he does get COVID-19 they will not help him at all. No one in the barrack will come close to him and he cannot survive on his own, without the helping hand of inmates. He said that they will leave him to die in that scenario.
The politicians and ardent supporters of the ruling dispensation like Swami Aseemanand, Sadhvi Pragya Thakur etc. were not only granted bail but Sadhvi Pragya was granted bail specifically on health grounds, though she was found perfectly fit for election campaigns and later function as a full time parliamentarian. Comparatively herein is a case of an already 90 percent disabled – wheelchair bound person, whose condition has so worsened in the solitary confinement that a dozen ailments has circumscribed his being, and still in the threat of COVID 19 Pandemic.
Under these severe health conditions and based on the merits of the case of Prof. G.N. Saibaba, I request to everyone national and internationally to raise your voice for the release of GN Saibaba to appeal to the Central and Maharashtra Governments.
I request to all kindly help him to secure his life as per the Nelson Mandela Prison Rights and Disability Rights.
Release all political prisoners.

MFPR Italy - We Want the “Abnormality” of Revolution!

Women: NO “return to normality”
We Want the “Abnormality” of Revolution!
MEETING IN SEPTEMBER

During the coronavirus crisis is the workers, the proletarians in their serious, and worsened by the lock-down, condition, both at work or non-work and at home, have emerged strongly, and in a dramatic way, up to emblematic cases of suicides among health workers and the increasing of cases of femicides.

But these women could not have a voice as an organized movement representing their issues and needs. For the government they were not even a section in the various adopted Acts, except to practically, ideologically strengthen their role of origin, and current, in, for the family, so for both the government and the unions the best is to carry or put forward measures for "conciliation", which for women means "double rip-off", because they anyway have to do double work - let's think of smart working, which is becoming a modern (but very old: see home work) form of more waged work and more housework, assistance.
And at the same time, complaints about the low birth rate, and consequently the attack on the right of abortion, come back strongly by the rulers/Confindustria as well by the government ministers and the bourgeois press.

But the arrogance with which the condition of proletarian women is back returned is in a certain sense good. The coronavirus crisis put clearly and without exceptions that this capitalist system is the cause of crises and a cancer for humanity, and that women have nothing to expect from it but have to break the chains that are becoming ever closer.

And it is no coincidence that, even in the months of lock-down, the women workers, the precarious workers, the proletarians, the majority of women who can't live have taken the scene again!

Even the mass media once again today talk, report statistics, about the seriously discriminated condition of women: women workers dismissed or placed in lay-off schemes with in the name of Covid, often selected among those women who do not accept the increased rhythms of work or claims their rights, affective security measures against Covid; workers who no longer have even their poor precarious job; health workers at constant risk of contagion and work stress; workers in trade, public businesses, services, etc. overexploited for a work underpaid and made of physical suffering (see the use of masks for hours and hours, instead of lowering the rhythms and increasing the breaks); the false and unworthy help of the baby bonuses, the miserable pay raise for the parental leaves that does not reintegrate the lost wages and make the women stay at home, above all and especially; the charity of shopping vouchers, etc. But it not enough, now the attacks on all fields resume, primarily on the right of abortion, already effectively denied to many women during the lock-down. And the numbers and too many cases of women killed for forced living together cry out for revenge...

But what is important is that the women workers, the proletarians are those who have taken the scene again with their struggles. Of course they are still few, but they are the vanguard, an example for all women. They are the health women workers who have in many way, brought out their harsh reality of exploitation, contagions, to too many cases of death/suicides, the school women workers forced to work at home but with no future, who took to the streets in various cities; the precarious ones of the canteens, the cleaning, the services of scholastic-sanitary assistance, of the kindergartens, of the hotels, who have always struggled, with a vanguard role played by those from Palermo, the workers of the postal services who observed the first national strike after the lock-down, etc.
Among them, again, working class women were above all the advanced point of the women's rebellion: in June/July the combative workers, almost all immigrants, of Montello (BG) on strike against lay-offs/firings had to struggle against the masters but also against the CGIL, a pro-company union; in May, Electrolux workers in Susegana went on a mask strike against work rhythms; then, the workers of Meridi in Sicily for the right to wages and security; the workers of the canteens in FCA late in July; and many other women workers in small and medium-sized factories, etc.

These women in struggle did not stop, either at home or on the job, and as soon as possible with strikes, rallies in the streets. They are the "heroines"!
They were and are an outpost of the other needed women's movement: the proletarian, revolutionary, feminist, movement.

These women cannot back to "normality"!
The coronavirus crisis for women has been the opportunity to enlighten in all their reach the double oppression, double exploitation, patriarchy, death..., the question of all time: the role in the bourgeois society of the family, private property, the state/government at the service of capital.

To this obscure "normality" we want and must oppose the "abnormality" of revolution!

The pandemic and economic crisis is showing even more the need for a general advance of the women’s struggle at different levels, of understanding and the need for the emergence of revolutionary proletarian feminism.

The hot season of women's struggles continue in September!

The MFPR will open it with a national meeting which will says:
WE WANT TO UNLEASH THE FURY OF PROLETARIAN WOMEN!
ALL LIFE MUST CHANGE!
