STATEMENT ON THE WAR IN UKRAINE

1) The character of the ongoing war in Ukraine is inter-imperialist.

We are against any participation of Italy in this war. We are for the defeat of our imperialism and the alliance -US/NATO/EU- of which it is part. This is the best contribution we can give to the Ukrainian proletarians and masses to stop the invasion of Russia.

This war has seen its origin in the provocative action of the NATO/US to expand its presence to the borders of the Russian Federation, once again using pro-NATO/US Ukraine.

Russia, an imperialist country, above all a military superpower, while is establishing its role in the international arena, has to safeguard its territories/borders from NATO military expansion.

Russia, headed by the imperialist neo-tsarist Putin, oppresses and represses proletarians and peoples within it, reacted as all imperialist bandits do, with a heaviest action of war, siege and destruction of territories and cities, occupying a still independent country, and with the will to continue the invasion until a part of Ukraine is annexed and a government directly emanating from the imperialist interests of Russia is imposed.

The invasion of Ukraine by Russian imperialism and, on the other hand, the support for the Ukraine in war by US/NATO, along with European countries, Great Britain first, through the massive supply of weapons and money to the Zelensky government, sanctions, the accelerated entry into NATO of countries such as Finland and Sweden, are fueling a third imperialist world war, for a new economic, political, military division of the world, for a new hoarding of energy sources, raw materials, in the phase of permanent economic crisis of capital.

The inter-imperialist war is added to and intersects the world economic crisis, aggravated by the pandemic, and unveils the fundamental laws of the world imperialist capitalist system, which is always exploitation, poverty, oppression of peoples and, in historical junctures determined by its own laws and contradictions, becomes war and reaction.

This scenario triggered the ongoing war in Ukraine because, as the US Brzezinski said after the fall of the Berlin wall: a Ukraine incorporated into NATO would have been a dagger in the heart of Moscow.

The proletarians and oppressed peoples of the world support the proletarian and people’s resistance of the Ukrainian masses, but it must necessarily go against Russia, US, NATO, EU countries as well as against their own Zelensky government, servant of Western imperialists.

Zelensky's Ukraine is not an "innocent victim", it was the trigger, with the request for NATO membership and the military moves of NATO at the borders of Russia; since 2014 Ukrainian army does not respect the right to self-government of the Republics of Luhansk and Donetsk in Donbass; and the Zelensky government, backed by reactionary capitalist forces including Nazi revanchism, with its army made up of pro-Nazi troops, still feeds the war, asking for weapons, weapons and weapons from US and, even with blackmail, from European imperialist countries.

We Marxist-Leninist-Maoist communists condemned and fought Soviet revisionism and the capitalist restoration in the USSR, from Khrushchev to Brezhnev, which transformed the USSR from a socialist state into a capitalist state with the bourgeoisie in power, into a social-imperialist state outside and social-fascist inside. Russia as imperialist superpower has contended the world domination against the dominant US imperialism, during a period that finally led to liquidate the USSR and downsize it as a superpower, with an even more accelerated development of capitalism internally, from Gorbachev to Yeltsin, and to lose the challenge with US/NATO.

With Putin, Russia began the path to defend of its international weight and of counter-offensive in the global inter-imperialist dispute, within a world system in crisis no longer bipolar but multi-polar -always with a dominant US/NATO role- which has seen the rapid rise of China, with its growing influence in world markets, which had in turn become a state with restored capitalism and imperialist development on the outside and social-fascist on the inside.

Within this inter-imperialist contest an economic, political, military encirclement has advanced -through US/NATO action and the continuing advancement of the European imperialist powers, Great Britain (linked to US) and Germany first, and, in secondary forms, of France and Italy- an economic, political, military geo-strategic encirclement of Russia levering on the restored capitalist states in Eastern Europe and the countries formerly part of the USSR, attracted at the economic level by the US/EU world market and ruled by governments of capitalism that, under the cover of "Western democracy", pursue the restorer political march that includes fascism/clerical fascism/new-Nazism and leads to regimes opposing imperialist Russia but above all anti-proletarians and anti-communists on the inside and that, for this very reason, become warmongering military outposts of US/NATO/EU imperialists.

The war in Ukraine is within this situation and inter-imperialist dispute, and becomes sharper and sharper.

That is why the proletarians and masses in Ukraine and the international proletarian and communist movement must fight the imperialist war and all the forces on the field; the proletarians and communists in the countries participating in the war must fight their war-mongering governments, uphold proletarian revolutionary defeatism, the internationalist brotherhood between the soldiers on the ground and the affected populations, the unconditional peace, and fight for the ouster of all imperialist troops and the formation of proletarian and socialist states based on national self-determination and the rejection of any policy of division of proletarians and peoples.

2) The proletarians, the people’s masses of Ukraine and Russia, cannot stand/take side with their own States and governments, because they are only sacrificial victims of the one or the other. Their interests, their aspirations, defense and improvement of living conditions are certainly not linked to the victory of one or the other side, but to their defeat; because proletarians and people are only used and subjected to bourgeois, imperialist interests.

The proletarians have no "homeland" to defend; they have an interest in uniting beyond the borders to turn the struggle and arms against Putin, against the US and all imperialists and against the Zelensky’s government, transforming the war in Ukraine into a class war, a civil war of the proletarians, the exploited and oppressed people’s masses against against Zelensky and his US/GB/ EU imperialist masters, a war against the invasion by Russian imperialism.

The current resistance in Ukraine is under the hegemony and depends on the support of US, supported by England and the imperialist European countries in primis; it is carried out by troops, military forces heavily imbued with Nazism. For this reason, any military and political support for the "Ukrainian resistance" is a support for US/NATO and the Nazi forces.

Any generic, pacifist support for the "resistance" is to become a ring of the chain of these bandits who continue the every-time tragic reality: the wars, the war profits are theirs, the deaths, devastation, the brutal conditions of living are ours!

The proletarians, the people’s masses, the anti-imperialists in the US, in the European countries must say: not a cent, not a weapon, not a soldier for the war in Ukraine. Whoever, even from the “left”, talks about aid to Ukraine without distinction, whether aware or not, is helping the imperialist war.

Just as we have to distinguish solidarity with the Ukrainian people. The "people" must not be a big blanket that brings everyone together. A part of this "people", both in recent years and now, is made up of oligarchs, of influent fascist/Nazi forces, who fuel the war; there are the classes within the people, in Ukraine there is a large working class, there are the poor masses, that do not flee or cannot flee from Ukraine, and that must stay and resist.

We are on the side of the proletarians, of the poor masses, of women -used by the imperialists for their war propaganda- and of the youth who are not "enlisted" with the Zelensky’s government.

We are for the sovereignty of the Ukrainian nation, we are for the self-determination of the peoples of Donbass, for the support to the independence of the Luhansk and Donetsk Republics and of Crimea.

This battle has nothing to do with the plans of the Zelensky’s government, much less of the US/EU governments.

We are not facing an oppressed country, Ukraine, in which the proletarians and people’s masses have to create a front with their own national bourgeoisie for a while; we are facing a capitalist country, albeit a minor one, in which the struggle against the Russian invasion is intertwined with the struggle against the Ukrainian bourgeoisie in power and in which the revolution is socialist.

This battle can be waged and won if Ukrainian and Russian workers and proletarian people’s masses take their place in the struggle, organize and unite against internal and external enemies.

3) We, as Italian Marxist-Leninist-Maoist Communists, are against any participation of Italy in this war. We are for the defeat of our imperialism and the alliance US/NATO/EU of which it is part.

On this the teachings of Lenin are definitely up-to-date. In “The defeat of one's government in the imperialist war”, July 1915, he wrote: “During a reactionary war a revolutionary class cannot but desire the defeat of its government”. (And we must understand and make people understand) that “‘a war against war’ is a banal phrase unless it means a revolution against their own government”.

Therefore, our best support for the Ukrainian proletarians and people, the only genuine internationalism is to fight against Italian imperialism and our own government that, as in the past, wants to participate in the hoarding of energy sources, raw materials and in the future reconstruction, and to support those who are carrying out the same struggle as ours in other countries of the world, that is to support, for instance in Ukraine, those who are really fighting from a proletarian and communist perspective against the Russian invasion and against their government, pawn of imperialism.

Any obstacle to the sending of weapons, soldiers from Italy to Ukraine is a contribution to stop this war. Otherwise we too contribute to fueling their war, not that of the proletarians and popular masses.

Draghi’s government is at the first raw in the support for NATO, saying YES to any US order, and is the best propagandist of the Zelensky government.

Draghi’s government makes the well known von Clausewitz’s quotation concrete within Italy, for the proletarians and the Italian masses -“War is a mere continuation of policy by other means. We see, therefore, that war is not merely a political act, but also a real political instrument, a continuation of political commerce, a carrying out of the same by other means”- combined with another ‘principle’ of theirs -the cost of war must be unloaded on the workers, youth, women.

The action of the government in this phase is, on the one hand, the continuation of the daily war, in its own name and of the masters, that it was and is making against the proletarians, the labour, wages, safety on jobs, living conditions, against workers struggles; while supporting the demands of the masters on all fields, both economic and political. On the other hand, having unloaded on people the impact of the pandemic, with the war in Ukraine it is implementing a true war economy, sweeping up billions for weapons, military bases and maneuvers, and, also for this, cutting funds for health, education, labour, in addition to an upsurge of the cost of living, a unsustainable increase of bills, gasoline price, etc.

In our country too there are two fronts: on the one side, Italian imperialism, its government, State, all the capitalists, on the other, the proletarians and the people’s masses.

Here too we must equip ourselves, organizationally, politically, in a militant and combative way, for the class war, the socialist revolution that will put an end to this putrid system, to wars and oppression, for a true peace, freedom, life, for a new world.

4) But this requires a firm, determined, continuous struggle against opportunism, against the false electoral and parliamentarian “left”, against the petty bourgeoisie pacifism that save their soul but in fact becomes a partner in this war and is an obstacle to stop the war.

The proletarians cannot take sides with one or the other of the political representatives of this system, who make themselves propaganda on our and the Ukrainian proletarians and people skin, changing color if necessary, but always and only for their dirty interests of power.

They also must get rid of those who say they speak on their behalf, that they serve their interests, the Landini of the day.

To do this, they must unite, construct their own organizations, their own instruments of struggle that the history of class war, of the proletarian struggle has taught us, for proletarian power, for a government and factories in the hands of the workers. We need a class union but above all we need the Party of the working class, the Communist Party of the new type, to autonomously establish and put into to practice ideology, politics, combatant action, to take the battles of all the oppressed and exploited masses into our own hands, to take up the responsibility of uniting and leading a mass front, towards the perspective of the socialist revolution.

RESOLUCIÓN SOBRE LA GUERRA EN UCRANIA

1) El carácter de la guerra en curso en Ucrania es inter-imperialista.

Somos contra cualquier participación de Italia en esta guerra. Somos por la derrota de nuestro imperialismo y la alianza EEUU/OTAN/UE de la que es parte. Esta es la mejor contribución que podemos aportar a los proletarios y masas ucranianas para detener la invasión de Rusia.

Esta guerra hubo origen en la acción provocadora de OTAN/EE.UU. para ampliar su presencia en las fronteras de la Federación Rusa, utilizando una vez más la pro-OTAN/EE.UU Ucrania.

Rusia, país imperialista, sobre todo super-potencia militar, al afirmar su papel en la arena internacional, debe salvaguardar sus territorios/fronteras de la expansión militar de la OTAN.

Rusia, gobernada por el imperialista neo-zarista Putin, que oprime y reprime a los proletarios y pueblos al su interior, reaccionó como reaccionan todos los bandidos imperialistas, con una feroz acción de guerra, asedio y destrucción de territorios y ciudades, ocupando un país aún independiente y con la determinación de continuar la invasión hasta anexar una parte de Ucrania, e imponer un gobierno emanación directa de sus intereses imperialistas.

La invasión de Ucrania por el imperialismo ruso y el apoyo de EE.UU./OTAN a la Ucrania en guerra, con los países europeos, principalmente Gran Bretaña, a través del envío masivo de armas y dinero al gobierno de Zelensky, sanciones, la entrada acelerada en la OTAN de países como Finlandia, Suecia, están alimentando una tercera guerra imperialista mundial, para una nueva división económica, política, militar del mundo, para un apoderarse de fuentes de energía, materias primas, en una fase de crisis económica permanente del capital.

La guerra inter-imperialista se suma y entrecruza con la crisis económica mundial, agravada por la pandemia, y muestra las leyes fundamentales del sistema capitalista imperialista mundial que siempre es explotación, pobreza, opresión de los pueblos y que, en coyunturas históricas determinadas, por sus propias leyes y contradicciones, se vuelve en guerra y reacción.

Este escenario desencadenó la guerra en curso en Ucrania porque, como dijo Brzezinski de EEUU tras la caída del muro de Berlín: una Ucrania incorporada en la OTAN hubiera sido un puñal en el corazón de Moscú.

Los proletarios y pueblos oprimidos del mundo apoyan la resistencia proletaria y popular de las masas ucranianas, pero esta necesariamente debe ir contra Rusia, EEUU, la OTAN, los países de la UE y contra su propio gobierno Zelensky al servicio del imperialismo occidental.

La Ucrania de Zelensky no es la “víctima inocente”, fue el detonante, con su solicitud de ingreso en la OTAN, de los movimientos militares de la OTAN a las fronteras de Rusia; desde el 2014 el ejército ucraniano no ha respetado el derecho al autogobierno de las Repúblicas de Luhansk y Donetsk en Donbass; y el gobierno de Zelensky, respaldado por fuerzas capitalistas reaccionarias que incluyen el revanchismo nazi, con un ejército formado por tropas pro-nazis, alimenta mas y mas la guerra, exigiendo armas, armas y armas a EEUU y, hasta con chantaje, a los países imperialistas europeos.

Los comunistas marxista-leninista-maoístas hemos condenado y combatido el revisionismo soviético y la restauración capitalista en la URSS, desde Jruschov hasta Brezhnev, que transformaron a la URSS de un estado socialista a un estado capitalista con la burguesía en el poder, un estado social-imperialista por fuera y social-fascista por dentro. Rusia, como super-potencia imperialista, ha disputado para la dominación mundial con el imperialismo estadounidense dominante, en una fase que al final condujo a la liquidación de la URSS y su reducción, como super-potencia con un desarrollo interno aún más acelerado del capitalismo, desde Gorbachov hasta Yeltsin, y una disputa perdida con EEUU/OTAN.

Con Putin, Rusia inició el camino de defensa de su peso internacional y de contraofensiva en la disputa mundial inter-imperialista, dentro de un sistema mundial en crisis ya no bipolar sino multipolar -siempre con un papel dominante de EEUU/OTAN- que ha visto el rápido ascenso de China, con su influencia creciente en los mercados mundiales, que se había convertido a su vez en un estado con un capitalismo restaurado y un desarrollo imperialista por fuera y social-fascista por dentro.

Dentro de esta contienda interimperialista, ha avanzado -por la acción de EEUU/OTAN y el avance constante de las potencias imperialistas europeas, Gran Bretaña (vinculada a EEUU) y Alemania, y, en formas secundarias, Francia e Italia- el cerco económico, político, militar y geo-estratégico de Rusia apoyándose en los estados capitalistas restaurados de Europa del Este y los países que antes formaban parte de la URSS, atraídos a nivel económico por el mercado mundial EEUU/UE y gobernados por gobiernos del capitalismo que, bajo el manto de la "democracia occidental", siguen en la marcha política restauradora que engloba fascismo/fascismo clerical/neo-nazismo y lleva a regímenes hostiles a la Rusia imperialista pero sobre todo anti-proletarios y anti-comunistas por dentro y que precisamente por eso se convierten en puestos de avanzada militar belicistas de los imperialistas EEUU/OTAN/UE.

La guerra en Ucrania está dentro de esta situación y disputa interimperialista que se agudiza cada vez más.

Por eso los proletarios y las masas en Ucrania y el movimiento proletario y comunista internacional deben combatir contra la guerra imperialista y todos las partes involucradas; los proletarios y comunistas de los países que participan a la guerra deben combatir a su gobierno belicista, apoyando el derrotismo revolucionario proletario, la hermandad internacionalista de los soldados en el campo y las poblaciones afectadas, la paz sin condiciones, y luchar para la expulsión de todas las tropas imperialistas y la creación de estados proletarios y socialistas, basados en la auto-determinación nacional y el rechazo de toda política de división de proletarios y pueblos.

2) Los proletarios, las masas populares de Ucrania y Rusia, no pueden ponerse del lado de sus propios estados y gobiernos, porque solo son víctimas sacrificatorias de uno u otro. Sus intereses, aspiraciones, defensa y mejora de las condiciones de vida ciertamente no están ligados a la victoria de uno u otro lado, sino a su derrota; porque los proletarios y la población sólo son utilizados y sometidos a los intereses burgueses e imperialistas.

Los proletarios no tienen "patria" que defender; tienen interés en unirse más allá de las fronteras para volver la lucha y las armas contra Putin, contra EEUU y todos los imperialistas y contra el gobierno de Zelensky, transformando la guerra en Ucrania en guerra de clases, guerra civil de los proletarios, de las masas del pueblo explotadas y oprimidas contra Zelensky y sus amos imperialistas EEUU/GB/UE, guerra contra la invasión del imperialismo ruso.

La resistencia actual en Ucrania está bajo la hegemonía y el apoyo de EEUU, suportado in primis de la Gran Bretaña y los países imperialistas europeos; es llevada a cabo por tropas, fuerzas militares profundamente imbuidas de nazismo. Por esta razón, cualquier apoyo militar y político a la "resistencia ucraniana" es un apoyo a los EEUU/OTAN y apoyo a las fuerzas nazis.

Cualquier apoyo genérico y pacifista a la "resistencia" se convierte en ser un eslabón de la cadena de estos bandidos que llevan adelante la siempre actual y trágica realidad: ¡las guerras, las ganancias de las guerras son suyas, las muertes, las destrucciones, las condiciones brutales de existencia. son nuestras!

Los proletarios, las masas populares, los anti-imperialistas de los EEUU, de los países europeos debemos decir: ¡Ni un centavo, ni un arma, ni un soldado para la guerra en Ucrania! Quien habla, incluso de “izquierda”, de ayudas a la Ucrania sin distinguir, que sea consciente o no, está ayudando a la guerra imperialista.

Asimismo debemos distinguir la solidaridad con el pueblo ucraniano. "Pueblo" no debe ser la gran manta que une a todos. Una parte, tanto en los últimos años como ahora, del “pueblo” es formada por oligarcas, influyentes fuerzas nazis/fascistas, que alimentan la guerra; en el pueblo hay clases, en Ucrania hay una gran clase obrera, hay masas pobres, que no huyen o que no pueden huir de Ucrania, y que deben quedarse y resistir.

Estamos del lado del proletariado, de las masas pobres, de las mujeres -utilizadas por los imperialistas como propaganda de guerra- y de los jóvenes no "alistados" en el gobierno de Zelensky.

Estamos por la soberanía de la nación ucraniana, estamos por la autodeterminación de los pueblos del Donbass, por el apoyo a la independencia de las Repúblicas de Lugansk y Donetsk, y de Crimea.

Esta batalla no tiene nada que ver con los planes del gobierno de Zelensky y mucho menos de los gobiernos EEUU/UE.

No estamos ante un país oprimido, Ucrania, en el que los proletarios y las masas populares deben por una etapa crear un frente con su propia burguesía nacional; estamos ante un país capitalista, aunque menor, en el que la lucha contra la invasión rusa se entrelaza con la lucha contra la burguesía ucraniana al poder. Y en el que la revolución es socialista.

Esta batalla se puede librar y ganar si los trabajadores y las masas populares proletarias de Ucrania y Rusia toman su lugar de combate, se organizan y unen contra los enemigos internos y externos.

3) Nosotros, como comunistas marxistas-leninistas-maoístas italianos, somos contra de cualquiera participación de Italia en esta guerra. Somos por la derrota de nuestro imperialismo y de la alianza EEUU/OTAN/UE de que es parte.

En esto son totalmente actuales las enseñanzas de Lenin, quien en “La derrota del propio gobierno en la guerra imperialista” de julio de 1915, escribe: “Una clase revolucionaria no puede durante una guerra reaccionaria no desear la derrota de su propio gobierno”. (Y hay que entender y hacer entender) que "la ‘guerra a la guerra’ es una frase banal si no haces una revolución contra tu propio gobierno".

Nuestro mejor apoyo para los proletarios y la población ucraniana, el único verdadero internacionalismo es, por lo tanto, luchar contra nuestro imperialismo italiano y contra nuestro gobierno que, como en el pasado, también quiere participar en el apoderamiento de fuentes de energía, materias primas y en la reconstrucción futura, y apoyar a los que en otros países del mundo llevan a cabo la misma nuestra lucha, es decir apoyar, por ejemplo en Ucrania, a los que realmente están luchando desde un punto de vista proletario y comunista contra la invasión rusa y contra su gobierno, peón del imperialismo.

Cualquier obstáculo al envío de armas y tropas de Italia a Ucrania contribuye a detener esta guerra. De lo contrario, nosotros también contribuimos a alimentar su guerra, no la de los proletarios y las masas populares.

El gobierno de Draghi está en primera fila en el apoyo a la OTAN, a decir SI a las órdenes de EEUU, y es el mejor propagandista del gobierno de Zelensky.

El gobierno de Draghi concreta en Italia para los proletarios y las masas italianas la famosa cita de von Clausewitz "La guerra no es más que la continuación de la política por otros medios. La guerra es, por tanto, no sólo un acto político, sino un verdadero instrumento de la política, una continuación del procedimiento político, su continuación por otros medios”, combinándola al otro “principio”, que los costes de la guerra deben repercutirse en los trabajadores, jóvenes, mujeres.

La acción del gobierno en esta fase es, por un lado, una continuación de la guerra cotidiana, en nombre propio y de los patrones, que ha hecho y hace contra los proletarios, el trabajo, los salarios, la seguridad al trabajo, las condiciones de vida, contra la luchas sociales; y del apoyo a las demandas de los patrones en todos los campos, tanto económico como político. Por otro lado, tras el descargo de los efectos de la pandemia, con la guerra en Ucrania se está aplicando una verdadera economía de guerra, con un rodeo de miles de millones para armamento, bases y ejercicios militares, y, también para ello, recortes de fondos para la salud, la educación, el trabajo, junto con aumentos insostenibles del costo de la vida, de las cuentas, la gasolina, etc.

En nuestro país también hay dos frentes: por un lado, el imperialismo italiano, su gobierno, su estado y todos los capitalistas, por el otro, los proletarios y las masas populares.

Aquí también debemos equiparnos, orgánicamente, políticamente, de manera militante y combativa para la lucha de clases, la revolución socialista que ponga fin a este sistema podrido, a las guerras, a la opresión, para una verdadera paz, la libertad, la vida, un mundo nuevo.

4) Pero esto requiere una lucha firme, decidida, continua contra el oportunismo, contra la falsa izquierda parlamentaria y electoral, contra el pacifismo de la pequeña burguesía, en paz con su conciencia pero de hecho cómplice de esta guerra, que son obstáculos para detener la guerra.

Los proletarios no pueden tomar lado por uno u otro de los representantes políticos de este sistema, que sobre la piel nuestra y de los proletarios y el pueblo ucranianos juegan a hacerse propaganda, a cambiar color si necesario, pero siempre y sólo para sus sucios intereses de poder.

Pero también deben deshacerse de los que dicen de hablar en su nombre, que sirven a sus intereses, del Landini de turno.

Para hacer esto deben unirse, construir sus propias organizaciones, los propios instrumentos de lucha que nos ha enseñado la historia de la lucha de clases, de la lucha proletaria, para el poder proletario, para gobiernos y fábricas en las manos de los trabajadores. Necesitamos un sindicato de clase pero sobre todo necesitamos el Partido de la clase obrera, el Partido Comunista de nuevo tipo, para afirmar y practicar autónomamente la ideología, la política, la acción combatiente, para tomar en sus propias manos las luchas de todas las masas oprimidas y explotadas, para asumir la responsabilidad de unir y liderar un frente de masas, hacia la perspectiva de la revolución socialista.
