El Nuevo Ejército del Pueblo organizó un desfile militar y un acto político para celebrar el 48 Aniversario del Partido Comunista de Filipinas en la ciudad de Davao el pasado 26 de diciembre.
El batallón dio la bienvenida a decenas de miles de partidarios y simpatizantes en una demostración de fuerza en la ciudad natal de Presidente Rodrigo Duterte.
El Partido Comunista de Filipinas dijo que está más fuerte en sus 48 años de historia y está dispuesto a continuar su revolución hasta la victoria final.

El Comité Central del Partido Comunista de Filipinas (CPP) se une a todos los miembros y cuadros del Partido, combatientes rojos y comandantes del Nuevo Ejército Popular, a todas las fuerzas revolucionarias y todo el pueblo filipino en la celebración del 48º aniversario del restablecimiento del Partido el 26 de diciembre, 1968. Exaltemos a todos los héroes y mártires de la revolución filipina que han servido desinteresadamente al pueblo.
El pueblo filipino continúa intensificando su lucha democrática nacional en medio de la crisis interna e internacional. Durante casi medio siglo, el Partido ha guiado al pueblo filipino en su lucha revolucionaria. Han acumulado juntos inmensas victorias.
El Partido está determinado para llevar la revolución democrática nacional a mayores alturas en los próximos años y adelante a la victoria. Adopta e incesantemente estudia el marxismo-leninismo-maoísmo para aplicar su teoría y sus principios para resumir nuestras experiencias, entender las condiciones actuales y establecer el camino revolucionario de avance.

Desde su origen, el marxismo ha sido internacionalista en su forma y contenido. Por eso Marx y Engels pusieron fin a su famoso “Manifiesto Comunista” en 1848 con la llamada agitación: “¡Trabajadores del mundo, uníos!” También dieron forma organizativa a este concepto mediante la formación de la Asociación Internacional Trabajadores, que ha llegado a ser conocido como la Primera Internacional. Fue esta organización la responsable de la difusión de las semillas del marxismo entre los obreros avanzados de Europa y América del Norte.
Cuando la mano dura de la represión cayó sobre Europa, después de la derrota de la Comuna de París en 1871, e hizo imposible el funcionamiento de la Internacional en Europa, su sede se trasladó a América del Norte, donde murió de muerte natural. Después de la muerte de Marx, la Segunda Internacional fue formada bajo la dirección de Engels. Este fue el período de emergencia de los partidos socialistas y laboristas de masas en Europa, muchos de los cuales existen en la actualidad.
Engels no vivió para ver su degeneración al oportunismo burgués al comienzo de la Primera Guerra Mundial. Lenin libró una lucha titánica contra los dirigentes revisionistas de la II Internacional, Kautsky y Bernstein, que habían reclamado el manto de Marx y Engels como líderes del partido socialdemócrata más fuerte de Alemania.
El éxito de la Revolución de Octubre en Rusia en 1917 y el fin de la Primera Guerra Mundial acabó con la exposición del oportunismo por parte de los dirigentes de la Segunda Internacional. Lenin, laboriosamente, reunió lo bueno de la vieja Internacional y en 1919, en Moscú, formó la Tercera Internacional, que, a pesar de albergar muchos defectos y errores, desempeñaría un papel histórico en el establecimiento de los partidos comunistas en casi todo el mundo. Se impusieron algunos acuerdos por diversas razones, sobre todo, la necesidad de facilitar la entrada de los partidos comunistas locales en coaliciones antifascistas nacionales que incluían, incluso, fuerzas no proletarias, que fueron disueltas en 1943.
La corrección de esta decisión continúa siendo una fuente de controversia. Lo que quizás sea más difícil de entender es el hecho de no volver a establecer la unidad del movimiento comunista internacional bajo la forma de una organización al final de la Segunda Guerra Mundial. Es cierto que el Kominform jugó el rol de eje durante un breve período. Pero no era un organismo internacional y su papel fue limitado.

La muerte de Stalin y la usurpación del poder por parte de los revisionistas kruschovistas en el partido soviético y en el Estado fueron un golpe mortal a la unidad monolítica del movimiento comunista internacional, que había sido construida bajo Stalin. Además, la brecha ideológica entre el marxismo-leninismo y el revisionismo contemporáneo cercenó por completo tanto la unidad organizativa como ideológica del movimiento comunista internacional. Por todas partes surgieron nuevos partidos marxistas-leninistas que repudiaban el revisionismo kruschovista. Buscaron liderazgo en el glorioso Partido Comunista de China, encabezado por el camarada Mao Tse-tung, que se había mantenido firme en su defensa del marxismo-leninismo y había librado polémicas batallas en su defensa.
Tal vez este fue el momento más oportuno para reactivar la Internacional Comunista. Pero no se aprovechó la oportunidad. Los líderes del Partido Comunista de China consideraron que todavía no se daban las condiciones para tal empresa, y que había que limitarse a intercambios bilaterales entre partidos. Su consiguiente práctica de reconocer a más de un partido en un país como marxista-leninista no ayudó a la unidad de las fuerzas marxistas-leninistas a nivel nacional. Al contrario, resultó ser divisiva. Por su parte, el Partido del Trabajo de Albania sólo reconocía a un partido, en el mismo país, como marxista-leninista. Pero no tenía unas normas claras o principios.
La única oportunidad que los delegados de los partidos marxistas-leninistas y grupos tenían para conocerse unos a otros era en los congresos nacionales de las Partidos de China y Albania. En lo que respecta a China, esa oportunidad cesó con el IX Congreso, cuando el Partido Comunista Chino dejó de invitar a los delegados de otros partidos a su congreso. También cesó en la práctica de enviar a sus delegados a los congresos de otros partidos hermanos. No se dió una explicación oficial por estas acciones.

In our December 8 summation of the anti-fascist action at A&M, we included some statements about FRSO-FB that were incorrect, reckless, and opportunistic. In the final paragraph of the statement, we erroneously claimed that a FRSO-FB member was a known rapist and the organization was silencing survivors, without investigating these very serious allegations sufficiently. In making this accusation, we went directly against a principle that every revolutionary should take to heart: if you don’t fully investigate a subject, you don’t have the right to speak on it. We made assumptions instead of seriously investigating the facts of the case and whether the member in question is guilty. Though FRSO-FB’s lack of transparency has severely clouded the matter, without knowing the facts for sure it was extremely reckless to call him a known rapist.

India - Maoists launch pamphlet war against demonetisation




Maoists have launched a “pamphlet war” against Centre’s demonetisation move in left-wing-extremism affected districts of Madhya Pradesh and Chhattisgarh calling for “vigorous” mass movements against the decision.
The latest psychological-operation (Psyop) strategy of the Maoists came to fore when security forces deployed against the red terror in Balaghat district of MP, adjoining Chhattisgarh and Maharashtra, recently recovered a bundle of anti-demonetisation pamphlets in jungles along the state’s border with Chhattisgarh, police sources confided to Hindustan Times.
Police believe the pamphlets were left behind by the CPI (Maoist) cadres.
The one-page leaflet titled ‘Notebandi ka nirnay janta par sarkari hamla hai (Note-ban decision is government’s assault on people) is ostensibly published by the CPI (Maoists)’s Gondia-Rajnandgaon-Balaghat (GRB) divisional committee.
It said the Narendra Modi-led government’s November 8 decision to scrap banknotes of Rs 500 and Rs 1000 denominations was “dictatorial move” that overnight unleashed terror on 125 crores Indians.
Mocking at the Prime Minister’s claim that the demonetisation struck a severe blow to Maoists, the pamphlet said it’s “revolution is the answer to the Brahminic Hindu-fascism fuelled capitalism of Modi.”
It claimed the demonetization was an attempt by the PM to revive his party’s sagging electoral fortunes ahead of UP assembly polls.
It said owing to the move small traders, daily-wage labourers, farmers and rural folks were under severe stress.
According to the Maoist propaganda flyer, the Modi government’s move was promoting corruption instead of weeding out black money.
“It has sprouted several new agents who are converting defunct currency with new notes for hefty commission,” read a pamphlet, adding most of these middlemen were BJP cadres.
The move also helped money lenders to further loot the poor farmers by lending money at high interest rates and given an opportunity to police to threaten innocent citizens, it said.
SP Balaghat Amit Sanghi said police was investigating the matter after being informed about the recovery of pamphlets.
He said the propaganda was the manifestation of Maoist groups’ frustration over failing to change bulk of its defunct currency to new notes through villagers, local businessmen and private contractors.
Meanwhile, a senior IT official in Bhopal said, “The department has no clear evidence of Maoists parking demonetised notes in Jan Dhan bank accounts. But at least 500 such zero balance accounts in different banks in MP and Chhattisgarh in which sums ranging between Rs 50,000 and Rs 3 lakh have been deposited since demonetisation are under its scanner.”

Around 100 villages in 10 police stations in Balaghat are Maoist affected.
State police and central reserve police are deployed in anti-Maoist operations.
Three armed groups of CPI (Maoist) namely Darre Khasa Dalam, Tanda Dalam and Malajkhand Dalam are active in three Maoists affected districts of Gondia (Maharashtra), Balaghat (MP) and Rajnandgaon (Chhattisgarh).
On December 10, the Balaghat police had detained two men, including a grocery trader and a collection agent of a finance company, with Rs 15.40 lakh in new and lower-value currency.
Since demonetisation, the IT department teams in MP and Chhattisgarh have seized unexplained cash totaling around Rs 13 crores.
The seized cash includes over 3 crores in new Rs 500 and 2000 currency notes.

We’ve received the news about the martyrdom of Leyla Aracı and Mahir Bektaş of DHKC Dersim Rural Guerilla Unit.
The reason why the people’s enemy AKP is hiding the names of our martyrs is because they want to prevent us from holding a worthy burial for them. They want to prevent us from burying our martyrs into the ground and our hearts with our slogans and marches, the yellow starred and red flag of The Front.
The killers won’t celeberate, if one of our comrade is killed dozens will take the path of the mountains. Those who announce that The Front guerillas on the mountains of Dersim are finished, can’t drag our people’s to despair! We have raised our banner on those mountains already… We will continue to fight until our banner will flap on your mountains!
Just as our fighters have fought until their last bullet and did not surrender, we will also continue our struggle until the day of victory. On March 30 in 1970 Mahir Çayan was killed in Kızıldere, but today he lives on with Mahir Bektaş.

May 16, 2016 marked 50 years since the start of Great Proletarian
Cultural Revolution.
After the negative experiences of capitalist restoration in
USSR in 1956 (after Joseph Stalin’s death in 1953, revisionist Khrushchev
clique rose to power in the Soviet Union) and the initial negative
experiences in China, Cultural Revolution (1966-1976) was launched under
the leadership of Mao Zedong [1]. Millions and millions of people were
mobilized and engaged in a struggle against the forces within the Chinese
Communist Party that favored the restoration of capitalism.
The masses were given the ‘right to rebel’ against the specially privileged
bureaucracy within the party and within the state. ‘Bombard the headquarters’
became one of the main slogans. Cultural Revolution means communist party should
be closely interlinked with the masses. This is the mass line as formulated
by Mao Zedong.
In fact, New Democratic Revolution in China was a national, popular,
democratic, anti-feudal and anti-imperialist revolution, led by the
proletariat.
Serious debate was also carried out during 1956 in the Chinese Communist
Party. Revisionists like Liu Shaoqi and Deng Xiaoping wanted to consolidate
capitalism. But, Mao Zedong and his supporters opposed it and tried to go
forward towards socialism. After the Great Leap Forward, Great Proletarian
Cultural Revolution was launched. Cultural Revolution prevented the
capitalist restoration in China for a decade and consolidated dictatorship
of the proletariat. The idea of putting politics in command was followed.
Instead of following the Soviet model which prioritized one-sidedly the
development of the productive forces – the Cultural Revolution stressed on
the importance of open-ended interrelations among and between the forces of
production, the relations of production, and the superstructure. People’s
democracy was also greatly expanded. Steps were taken to reduce differences
arising from the division of labour between town and village, manual and
mental labour, and management and employees. The participation of workers
in management and party cadre in productive labor was encouraged. Mass
supervision was also introduced during the Cultural Revolution.
Cultural Revolution tried to eradicate bourgeois ideology and foster
proletarian ideology. It took the initiative to thoroughly dig out the
ideological roots of revisionism and firmly implant MLM ideology. In the
course of the Cultural Revolution, Mao Zedong’s ideology emerged as the
third stage of Marxism-Leninism. Proletarian Cultural Revolution took
measures to clean up all the rubbish left over by the old society.
It aimed at breaking old ideas, customs and habits of the exploiting classes,
fostering new ideas, culture, customs and habits of the proletariat. In
fact, this revolution promoted the revolutionization of people’s minds.
Socialist construction was strengthened. Agriculture and industries
witnessed tremendous developments. Significant progress was also made in
the field of science and technology. It was an era when much infrastructure
was built. Health care and education were greatly expanded. Cultural
Revolution also helped in strengthening the struggle against revisionism in
various communist parties around the globe. But the revisionist,
reactionary and imperialist forces are still conducting disinformation
campaigns to distort and destroy the real history of Cultural Revolution.
During the Cultural Revolution, certain new institutions like Red
Guards (people’s militia) and people’s committees were also created in
order to expand people’s democracy. However, several different problems had
arisen. According to a section of communists, much more preparation was
needed for that revolution. It was necessary to build the institutions
appropriately. Too much dependence on the youth also led to more
complications. Moreover, there were tendencies towards ultra-leftism and
personality cult among some sections. As a result, it was blown out of
proportion in some cases. Rightist revisionists who were under attack, took
advantage to sabotage and organized fake Red Guards to confuse the people.
But during the period of Mao Zedong the Proletarian Cultural
Revolution was not always directly implemented. Mao Zedong was almost
bedridden, and immediately after his death in 1976 counter-revolutionary
coup d’état was carried out under the leadership of revisionists like
Teng-Hua. Capitalism was restored in China through the so-called ‘reform’
process. But it doesn’t negate the historic lessons of the Cultural
Revolution rather it reinforces Mao Zedong’s teachings that classes and
class contradiction exist in the entire socialist society.
So it’s necessary to continue the revolution under the dictatorship of the
proletariat through Cultural Revolution. Many Cultural Revolutions will be
needed on the path to communism by establishing and developing socialism in
the long-term.
At present, capitalism with Chinese characteristics is established in
China in the name of so-called ‘socialist market economy’. The most
negative environmental and socio-economic features of capitalism are now
manifested in the country. Poverty and inequality have reached shocking
levels. According to a new report of Peking University, one-third of
China’s wealth is owned by the richest 1 percent of households, while the
poorest 25 percent account for only 1 percent of wealth [2].
Unemployment and insecurity increased. Education and health care services
have deteriorated. The rate of workers’ wages is also very low. Both the
domestic and foreign big capitalists are taking advantage of this situation
to make arbitrarily large profits. But it is noteworthy that working people,
especially leftists are now using Cultural Revolution methods in their struggle
against the new capitalist rulers of China.
It is necessary to draw lessons from both positive and negative
experiences of Great Proletarian Cultural Revolution and try to practice
them within the revolutionary parties and within the mass organizations. For
example, democratic centralism along with mass line should be properly
applied to cope with bureaucratic centralism. The policy of one divides
into two also applies to communist party. There is always a conflict
between proletarian and non-proletarian tendencies within every communist
party. So two-line struggle should be appropriately conducted with the aim
of unity-struggle-transformation.
Imperialist aggression is currently underway in different parts of the
world. Neoliberal globalization is paving the way for brutal exploitation
and plundering of the world’s natural resources and labour power resulting
in social instability and environmental destruction.
Poverty and inequality have also reached high levels. According to figures from Oxfam,
the richest 1% now have more wealth than the rest of the world’s population
combined [3]. Meanwhile, US imperialism and its allies are conducting war
and genocide in various countries. Reactionary forces are also fueling
divisions among the toiling masses.
Capitalism is in long-term crisis. The principal contradiction between
imperialism and the oppressed nations and peoples is intensified.
Consequently, the contradictions between the proletariat and the bourgeoisie
as well as the contradictions among the imperialist countries have also
been increased. In the meantime, the golden jubilee of Great Proletarian
Cultural Revolution is being celebrated in different parts of the world.
The toiling masses are struggling against imperialism, feudalism and
capitalism. Their radical section is drawing lessons from Cultural
Revolution and trying to use these experiences in a creative way in the
light of the specific conditions in their own countries while opposing both
revisionist and doctrinaire deviations. They are fighting in order to
advance the world proletarian revolution. This proves the contemporary
relevance of Great Proletarian Cultural Revolution.

China imperialist and capitalist exploitement demands mass' repression


Chine : Neuf habitants de Wukan condamnés et emprisonnés

Neuf habitants de la petite ville rebelle de Wukan, dans le sud de la Chine, ont écopé de peines de deux à dix ans de prison après une manifestation de soutien au maire démocratiquement élus, et depuis emprisonné. Ils ont été reconnus coupables entre autre de participation à un rassemblement illégal, de trouble aux transports et aux services publics et de dissémination de fausses informations. Plusieurs des condamnés font partie des 13 personnes qui avaient été appréhendées en septembre à Wukan pour trouble à l’ordre public (voir notre article de septembre). Ces arrestations avaient entraîné une manifestation qui avait tourné à l’affrontement avec les forces de l’ordre. Ces dernières avaient répondu à des jets de pierre par des tirs de balles en caoutchouc et de grenades lacrymogènes.
Wukan était devenu célèbre fin 2011 lorsque ses habitants s’étaient soulevés pour chasser les dirigeants corrompus du Parti communiste chinois (PCCh), qui s’enrichissaient à leurs dépens en vendant des terres agricoles. Après la mort en détention d’un manifestant, les habitants en colère étaient même parvenus à chasser les forces de l’ordre et à se barricader dans la ville pendant une semaine entière (voir notre article de 2011). Pour rétablir l’ordre, le PCCh avait accepté l’organisation d’une élection libre pour le choix du nouveau comité communal. Lin Zulian, l’un des leaders de la contestation, avait alors été élu maire... et ensuite arrêté.

Maoists go for total revamp


KOZHIKODE: The Maoist party structure in the Western Ghats Special Zonal Committee was revamped after two of its senior leaders fell to police bullets inside Nilambur forests on November 24.
A central committee member has been assigned to coordinate the committee’s four squads, a responsibility slain Maoist Kuppu Devaraj had been handling, according to sources.
The revamp was effected after police seized several documents pertaining to the party’s activities from the camp where the encounter took place.
Police had selectively leaked some of the documents, but Maoists claimed that many of them were already in the public domain. The leaked ‘training videos’ were motivational propaganda materials, they said.
The police were yet to release the minutes of the committee’s two meetings that contained information about the Maoist activities in the Western Ghats.

Pubblichiamo gli ultimi capitoli del libro della Maciocchi che parlano del cambiamento/rivoluzionarizzazione della condizione delle donne, sia oggettiva che soggettiva, durante la Rivoluzione culturale proletaria in Cina. 
La Maciocchi gira, parla, fa inchiesta e quindi porta fatti, racconti delle donne, che dimostrano come la condizione delle donne in quel periodo si sia capovolta, ma soprattutto, come dice una ragazza parlando con la scrittrice che "Quando le donne sono mobilitate, si possono fare cose enormi". 

La Grande rivoluzione culturale proletaria è stata un vero assalto al cielo, la prima realizzata grande esperienza di "rivoluzione nella rivoluzione". Come diceva Mao Tsetung "una nuova rivoluzione culturale avrà come protagoniste le donne nella famiglia e nella società...".
Essa, pertanto, non può essere guardata come se riguardasse solo la Cina, ma riguarda ogni paese, sia oppresso sia imperialista. 
E' stata la rivoluzione più moderna che si sia realizzata (tanto da aver anticipato risoluzioni di problemi, nuovi anche per le cittadelle imperialiste - come l'uso degli anticoncezionali, per altro, a differenza dei nostri paesi, sicuri per la salute della donne).
La RCP dimostra che tutto è possibile, ma che non viene "regalato" neanche da uno Stato socialista; e che, quindi, le donne, proletarie, popolari, le ragazze possono e devono ovunque "scatenare la loro ribellione come forza poderosa della rivoluzione".

ICSPWI: new international day of action january 28th 2017 and Open talk-meeting the 4th February 2017 in Bergamo (Italy)



  


The ICSPWI (International Commitee to Support People’s War in India) calls all supporters of People’s War in India to continue the campains of support in a new international day of action on January 28th 2017. Please send us news to csgindia@gmail.com if you have plans to make actions, and we will inform the movement in India.
A new open talk-meeting of the ICSPWI is set up for the February 4th 2017 in Bergamo, Italy (Other places were also proposed but organizational problems and other plans made it impossible to do it there). Comrades and all groups who want to participate will be hosted.

Honour and glory to the Maoist fighters in Turkey/North Kurdistan who died in the struggle against the Erdogan’s fascist regime – backed by US imperialism and ally of Russian imperialism, and by the reactionary Islamist forces.
We extend to the TKP/ML, the fighters of TIKKO, the Turkish and Kurdish people our greeting, grieving, angry, but also full of gratitude and love for the comrades fallen. They are part of the proletarian and popular army that it is inevitably destined to win against imperialism and its lackeys and through their martyrdom give a shining example of the Maoist spirit of serving the people wholeheartedly.

Des manifestants masqués ont jetés des pierres et des engins explosifs artisanaux ("pipe-bombs") contre les forces anti-émeute (ESMAD) de la police nationale colombienne qui sont intervenues brutalement : cinq manifestants ont été blessés dans les affrontements mais aucune arrestation n’a été signalée.

for debate - 48th Anniversary of CPPhilippines : Unite and strengthen the Party! Lead the national democratic revolution to greater heights!



The Central Committee of the Communist Party of the Philippines (CPP) joins all Party members and cadres, Red fighters and commanders of the New People’s Army, all revolutionary forces and the entire Filipino people in celebrating the 48th anniversary of the Party’s reestablishment on December 26, 1968. Let us extol all heroes and martyrs of the Philippine revolution who have selflessly served the people.
The Filipino people continue to wage and intensify their national democratic struggles amid the domestic and international crisis. For nearly half a century, the Party has led the Filipino people in waging their revolutionary struggles. They have together accumulated immense victories.
The Party is poised to lead the national democratic revolution to greater heights over the next few years and onwards to victory. It embraces and tirelessly studies Marxism-Leninism-Maoism in order to apply its theory and principles to sumup our experiences, grapple with the current conditions and lay out the revolutionary path of advance.
The Philippines is mired in a global and domestic crisis
The entire world is mired in crisis. There are no exceptions. All capitalist countries are caught in the global quagmire of capitalist overproduction, financial crises, economic decline or stagnation. Likewise, the underdeveloped countries continue to suffer from foreign debt overload, trade deficits, rising prices of food and basic commodities, foreign plunder and environmental disasters. All over the world, people suffer from acute unemployment.
The neoliberal policy regime is increasingly isolated and discredited in the face of the protracted depression of the US and world capitalist system since 2008. It has utterly failed to bring about the reinvigoration of the capitalist system. In the past year, the capitalist world was rocked by upheavals such as the sharp fall of the China stock market in January and the Brexit (exit of the United Kingdom from the European Union). In the US, big capitalist Donald Trump is set to withdraw from the TPP and TPIP “free trade” talks and venture on his declared “US-first” policy to further boost US protectionism.
The neoliberal policies have brought about widespread destruction of productive forces, especially of the working class who are experiencing worsening forms of capitalist exploitation in all countries, including the highly industrialized capitalist powers. Various sections of the monopoly bourgeoisie are seeking a new approach to the crisis including a return to some sort of Keynesian economics.
The Philippine semicolonial and semifeudal system has been wallowing in a continuing and deepening crisis.
The productive classes of workers and peasants are mired in poverty and socio-economic difficulties as they suffer from chronic mass unemployment, low wages, contractualization and other oppressive labor policies, landlessness and landgrabbing, environmental plunder, rising costs of living and more frequent and more destructive natural calamities. The reactionary government fleeces the people with burdensome taxes while social services continue to deteriorate amid budget cuts, rampant corruption and state neglect.
Foreign monopoly capitalists, big bourgeois compradors and the landlord class continue to accumulate wealth and profit. They exploit workers especially in highly oppressive labor enclaves as well as centers of so-called “business outsourcing.” In the countryside, they exact feudal land rent from land monopoly.
They control vast tracts of plantation land operated directly by foreign-controlled agro-corporations and indirectly through so-called “contract-growing” agree-ments. The exploiting classes collaborate with bureaucrat capitalists to benefit from control of state funds and contracts.
The Filipino people are fed-up with the rotten ruling system. They seethe with revolutionary rage. They aspire to end the system of exploitation and oppression and are ever ready to wage revolutionary struggle under the leadership of the Party.
Tasks for advancing the revolution
In waging 48 years of revolutionary struggle, the Party has developed nationwide strength and prestige. It has struck deep roots among the toiling masses of workers and peasants, as well as among other the urban petty bourgeoisie. It establishes links with the middle bourgeoisie and has formed tactical alliances and cooperation with some disenchanted sections of the ruling classes. The Party exercises leadership of the New People’s Army and the National Democratic Front of the Philippines (NDFP), as well as the growing number of local organs of political power representing the embryo of the people’s democratic government.
The Party must further consolidate and strengthen itself ideologically, politically and organizationally in order to bring forward the national democratic revolution to greater heights. Using Marxism-Leninism-Maoism , the Party must sum-up its experiences in order to identify and rectify its errors and shortcomings and carry out criticism and self-criticism.
We must focus efforts at completing the three-level study course of the Party. The task of leading study meetings should not be limited to cadres in education departments but must be shouldered by the biggest possible number of cadres. There must be a greater number of decentralized than centralized educational discussions and study meetings.
Ensure that candidate members of the Party complete the five to six day Basic Party Course prior to becoming full members, that is, within six months for recruits from the basic classes, one year for those from the petty bourgeoisie and so on. The Intermediate Party Course must be completed by all Party members within a year of their full membership, and the Advanced Course, within two years.
The Central Committee will issue the necessary materials and guidelines to help accomplish these targets.
The Party must firmly pursue the policy of boldly expanding its ranks without letting in a single undesirable. It can accelerate the recruitment of new Party members by developing the anti-feudal mass movement as well as rapidly expanding of the New People’s Army. At the soonest possible time, we must eliminate the backlog of activists who can be recruited as candidate members, as well as of candidate members who can be recruited as full members.
Within the year, all Party branches must plan out to build new branches by expanding to new barrios, factories, schools or colleges and communities, as well as by increasing the number of new NPA platoons. Ensure that all Party branches assemble all full members to approve an annual ideological, political and organizational plan and elect its executive committee.
The Party must further strengthen its leadership of the people’s war by firmly directing the New People’s Army in waging revolutionary armed struggle. The Party draws lessons, both positive and negative, from the successful advance of the revolutionary armed struggle in Mindanao, in order to address the stark imbalance between the development of the people’s war in Mindanao, on the one hand, and the stagnation in Luzon and Visayas.
The Party and concerned commands of the people’s army are intent on urgently resolving the overdispersal of NPA units in squads or teams in some regions in the counterproductive effort of covering a wide area with limited forces.
By deploying the strength of the people’s army with the platoon as the basic unit and with front, interfront and regional centers of gravity, we shall increase the NPA’s capacity to exercise initiative and flexibility, have a sufficient core of Party cadres to ably lead the political and military work of the NPA, raise the morale of Red fighters and the masses, and enable them to carry out a slew of other tasks in waging agrarian revolution and base building. We can also accelerate the recruitment of new Red fighters and the formation of new platoons in order to cover wider areas of operation.
The Party must closely guide the NPA in developing the proper balance in its vertical and horizontal forces with the aim of conducting extensive and intensive guerrilla warfare on the basis of an ever widening and deepening mass base. The Party through the operational commands must wield the strength of the people’s army at every given moment and given level, and develop the interplay and mobilization of forces in order to cause the wave upon wave advance of the people’s war. The local Party organizations in the countryside must be developed further. The Party must enable its local section committees to assume more responsibilities in leading Party branches in barrios and communities and in launching mass campaigns in order to unburden the NPA units and enable it to carry out its principal task of waging armed struggle. At the same time, the local Party section committees must develop its own armed units, both militias and full-time NPA units.
We must consolidate our mass base by actively carrying out anti-feudal and anti-fascist mass struggles from the barangay to the municipal, district and even provincials levels; and waging anti-imperialist struggles against big plantations and mining companies. We must invigorate political and cultural work among the masses, step-up the expansion of mass organizations, build the organs of political power and accelerate the recruitment of new Red fighters.
Through territorial and work conferences and other methods, the Party actively ensures the summing up and sharing of positive and negative lessons of Party organizations and undertakes the exchange of experiences of Party cadres and NPA commanders in order that the advanced experiences in some regions help accelerate revolutionary work in other regions.
The enemy has failed to suppress the advance of the revolutionary armed struggle in Mindanao despite sustained all-out military offensives since 2014. It will certainly fail in stopping the further advance of the NPA throughout the country.
Even as the people’s war advances in the countryside, the mass movement of workers, student-youth and other democratic sectors must vigorously move forward in the cities to amplify the call for a national democratic revolution, support the people’s war and fight for the democratic interests of the people.
Despite all-out efforts by the big capitalists and reactionary state to dismantle the unions of workers or prevent them from forming unions, the workers are ever eager to organize themselves and wage strikes and mass struggles to demand wage increases and an end to the flexible-employment schemes that subject them to extreme exploitation. In the face of worsening exploitation of workers, mass strikes are bound to erupt in the country in the coming years.
The peasant masses and minority people are waging mass struggles against landgrabbing and expansion of plantations, as well as against military abuses in the countryside. They must advance in nationwide mass struggles to demand land reform and oppose militarization of their communities. They have launched marches and caravans going to Manila to raise their protests. Urban-based democratic forces must generate all-out political, organizational and mass support for their struggles to draw national and international attention to their plight. They can also organize caravans to the rural areas in order to mobilize thousands from the cities to support the struggles in the countryside.
The Party calls on the activists among the student-youth to wage a cultural revolution to resist the continuing onslaught of imperialist ideology and colonial brainwashing through the dominant bourgeois mass media and the social media, as well as through computer games and various imperialist-sponsored trainings, scholarships and programs. Activists must carry out painstaking efforts at arousing, organizing and mobilizing the student-youth.
The Party urges the intellectuals to study the national democratic program and Marxism-Leninism-Maoism as tools for scientific inquiry and analysis and engage in social organizing and political activism. The Party urges the student-youth and other intellectuals to conduct social and class investigation among the toiling masses in order to study and help expose their concrete conditions.
The Party invites the best and the brightest among the student-youth to join the New People’s Army and serve in the people’s war. Their integration with the workers and peasant masses in the people’s army forges one of the most powerful creative force in history.
Prospects of alliance and struggle with the Duterte regime
At around the start of his term in July, Rodrigo Duterte, GRP president, presented himself as a “socialist” and the first “Leftist president.” He has had long friendly relations with the revolutionary forces in Mindanao and had expressed willingness to address the roots of the armed conflict. From a list of recommendees prepared by the NDFP, Duterte appointed Left personages from the national democratic mass movement to his cabinet and other government agencies.
Accordingly, the Party issued a policy of alliance and struggle, as an expression of the willingness of the revolutionary forces to forge cooperation along the patriotic and democratic aspirations of the people. At the same time, the Party is fully aware that key positions in his government remains in the hands of the Right. In particular, the reactionary armed forces remains firmly in the command of pro-US generals.
Thus, it is not altogether surprising that Duterte has blown hot and cold over his earlier grand declarations of an independent foreign policy. For several times now, he has announced his intention to abrogate the EDCA or the VFA only to backtrack soon afterward. He has also approved of the plan for the US military to conduct more than 250 military exercises in the Philippines next year, including the annual Balikatan exercises after having declared several times that US troops must be out of Philippine territory.
In terms of economic policy, he has largely relied on top managers and bureaucrats who are known exponents of the neoliberal prescriptions of the US-led International Monetary Fund-World Bank-World Trade Organization which perpetuated the worst of the neoliberal policies of the past regimes. The government’s main economic managers and planners remain obsessed with attracting foreign investments by lowering wages and allowing foreign entities to own and operate large enterprises in the country. They repeatedly declare the need to do away with the constitutional limits on foreign ownership. Duterte himself seems to have set his sights on building the infrastructure for large labor enclaves that will integrate with China’s Factory Asia blueprint.
Duterte has allowed the AFP to continue its armed operations in the countryside under Oplan Bayanihan. Not only do these trample on the spirit of the reciprocal ceasefire declarations, these have also brought about rampant cases of human rights abuses. These is also widespread condemnation of police and vigilante killings instigated by Duterte in his “war against drugs.”
There is bound to be much uncertainty regarding the prospects of an alliance between the revolutionary movement and the Duterte government. There will be increasing instances of sharp differences and struggle as the people become increasingly restive over their worsening socio-economic plight. They are fully-justified in advancing the national democratic struggle and demanding an end to the pro-imperialist, anti-people and anti-democratic policies.
The Party continues to support the peace talks and other means for possible agreement with the Duterte government on cooperation to realize basic patriotic and social reforms.
Indeed, the earlier enthusiasm over the NDFP-GRP peace negotiations has considerably waned because Duterte has refused to release all political prisoners through a presidential amnesty proclamation despite promising twice and agreeing to do so in the first round of peace talks,. Also, armed units of the AFP continue to be deployed in NPA guerrilla zones and guerrilla bases to conduct counterinsurgency intelligence and psywar operations resulting in widespread military abuses.
The unilateral ceasefire of the CPP and NPA has become increasingly untenable. Continuing Oplan Bayanihan operations, in particular, is forcing the NPA to engage in evasion maneuvers. There are bound to be armed skirmishes as the AFP conducts armed provocations. Thus, the termination of the CPP’s unilateral ceasefire declaration becomes inevitable.
Nonetheless, the Party and the NDFP remain open to forging a bilateral ceasefire that would take effect simultaneous with the release of all political prisoners. The Party looks forward to the next round of talks on January 18-23 to be held in Rome, Italy.
The revolutionary forces estimate that negotiations on socio-economic reforms and political and constitutional reforms can be completed in one or two years. This will give the Duterte government and the NDFP at least four more years to implement the agreements and help improve the situation of the people.

USA Support the Call for International Solidarity to Defend Maoists in India


STOP GREEN HUNT: Support the Call for International Solidarity to Defend Maoists in India

Over the past twenty-four hours, the armed forces of the reactionary Indian state have martyred 28 members of the Communist Party of India (Maoist). The slaughter began in the Chitrakonda forest, in the Malkangiri district, where a meeting was taking place of the CPI (Maoist)’s Andhra-Odisha Border Special Zonal Committee [AOB]. Among the dead are comrades Ganesh, Daya, Munna, and Rhino, with comrades as yet unconfirmed dead being Chalapathi, Arunna, and Uday. In all, the martyred include 9 women and 19 men, butchered at the hands of the Greyhound Commando units of the Narendra Modi regime. Particularly heartbreaking was the death of comrade Munna, who had only recently joined the Maoists as a full timer. Munna was the son of comrade RK, AOB Special Zone Committee Secretary.
This attack was part and parcel of the military operation popularly referred to in the Indian press as Green Hunt. From its inception in 2009, Operation Green Hunt has not limited itself to targeting the CPI (Maoist) and its military wing, the People’s Liberation Guerrilla Army. This terror campaign on the part of a so-called “democratic” government has led to the arrest of intellectuals such as Dr. G N Saibaba of Delhi University on suspicion of links to the CPI (Maoist), through his association with the aboveground organization known as the Revolutionary Democratic Front of India. The wheelchair-bound Dr. Saibaba is 90 percent disabled due to polio, and was held in prison for nearly a year before being granted bail in April 2016 after a huge wave of international condemnation. Untold numbers of ordinary people have been murdered during this operation on suspicion of being Maoists, sympathizers, or just out of the cold indifference by the fascist Indian state forces.
In India, the Andhra Pradesh Civil Liberties Committee calls this massacre of CPI (Maoist) cadres a crime, and they have filed petitions on behalf of the victims and their families. We think this fine and good. But there can never be justice for the victims of Operation Green Hunt until it, (and the bureaucrat-capitalist government of India), is done away with for good and the New Democratic revolution has paved the way for socialism.
We in Red Guards – Philadelphia view the Protracted People’s Wars being waged by our comrades in India and in the Philippines as the strategic anchors of the movement for the emancipation of the world proletariat. They have achieved a level of success in their struggles that we seek to attain in our own, for it is only with the liberation of the entire world’s peoples that Communism will be possible. Should these People’s Wars be successful then new base areas will be created from which the International Communist Movement will gather strength and guidance. This is what is at stake right now on a world scale.
We draw inspiration from our comrades in India, and when they mourn we mourn with them. Their heroism and sacrifice deepens our grasp of the necessary truth that wherever people seek to make revolution, we must fearlessly carry our lives on our fingertips to offer whenever the revolution demands them.  We stand in solidarity with our comrades in India in denouncing the atrocity perpetrated on their cadre in Malkangiri. When the CPI (Maoist) and the people of India cry out “Stop Operation Green Hunt!” we shout in chorus with them!
