Campaign Against State Repression (CASR)
The Campaign Against State Repression (CASR) has expressed its full
solidarity with political prisoner Comrade Pramod Mishra. This
74-year-old revolutionary activist is currently imprisoned in the Beur
Central district of Bihar, where he has been detained for nearly three
years. Rashtra Pramod Mishra has been identified as a member of the CPI
(Maoist) Central Committee and the Politburo. He began starving on
January 26 in protest against the inhumane and squalid living conditions
in the Beur district. His demands are simple and legal: adequate meals
and breakfast, access to daily necessities, and telephone facilities to
communicate regularly with family members and lawyers. At the age of 74,
being captured in this situation means a slowing of the violence
associated with his detention. The failure to provide adequate
nutrition, basic facilities, and communication opportunities reveals the
punitive and vengeful nature of the administration, particularly
towards political prisoners and those who protest. Districts across
India are increasingly becoming the focus of the class and political
repression campaign. Prisoners associated with the revolutionary
movement, indigenous people, laborers, and farmers are routinely
discriminated against. While the government claims to have improved
living conditions in some districts, the reality is that all districts
suffer from excessive prison overcrowding, inadequate food,
ill-treatment, and a lack of contact with family. This issue is not
limited to isolated incidents but is widespread throughout the country.

demonstrates how medical deprivation, inhumane long-term detention, and
neglect lead to loss of life. Both were elderly, critically ill, and
repeatedly denied timely access to medical or basic facilities. This
death is not an accident, but the result of an inhumane system that
treats political prisoners as "valuable."
Pramod Mishra's condition is no exception; it is a widespread phenomenon
among political captives, prisoners, and protesters waiting to be
detained against state exploitation and violence. The persistent neglect
of elderly and sick detainees reveals the anti-public attitude of the
current system.
CASR Demands:
1. Immediate provision of adequate and essential nutritious food for all prisoners.
2. Ensuring telephone facilities for regular communication with family and lawyers.
3. Independent and transparent medical observation, given Pramod Mishra's age and ongoing hunger.
We urge democratic forces, civil rights agencies, and mass movements
to raise their voices against the repressive actions of the prisons and
to intervene immediately to prevent irreparable harm.
Repression cannot extinguish prevention.
