Massive participation at State Committee and in-charge of the West Sub-Zone Bureau district secretary of the CPI (Maoist) in Garchiroli Loketi Chandar Rao/Swami/Padkal Prabhakar funeral – Autobiograbhy alleged

The district secretary of the Maoist Party in Garchiroli, Loketi Chandar Rao, also known as Swami or Padkal Prabhakar, was killed during an encounter conducted under the banner of "Operation Kagar" in the Gorchiroli district of Maharashtra on February 6, 2026, at 10:00 AM in his own village of Isroji Bhari, Mandal district. The final tribute was paid in the neighborhood.

(On 5th February, 2026, it was announced that seven Maoists, including D.K. Prabhakar (nickname- Swami, nickname- Chandra), a member of the State Committee and in-charge of the West Sub-Zone Bureau district secretary of the Maoist Party in Garchiroli , were killed in an encounter in a forested area of ​​Gadchiroli (Maharashtra) district of Dandakaranya. Officials said that several others also lost their lives. Comrade Prabhakar had written his life story many years ago and submitted it to the party (CPI-Maoist). I am presenting it here).

Lal Sangbad/lal shongbad

 The name of our village is Isrojibadi. At that time the mandal was Sadashiv Nagar (I do not know what name the mandal took after the formation of Telangana). The district was Nizamabad. Now the district is Kamareddy. The state was Andhra Pradesh, now the state is Telangana.
 Mother Loketi Kishtabai, father Loketi Biranna. I am the youngest of their four children. One sister (Gangabai) and two brothers (Rajeshwar Rao, Manik Rao) were born before me.
 I was born in 1969 (may be a year more or less, I don't remember for sure). My parents gave me the name Loketi Chandra. Our profession is agriculture, financial condition is poor (near middle class), caste is Aare, education is up to sixth grade.
 I got married in 1984. I got married to Sulochana, the eldest of the four daughters of Ayala Shyam Rao and Ayala Rambai of Sangojiwadi village. At that time, I was only 16 years old, Sulochana was 13 years old. After marriage, we had three children: two daughters and a son. The eldest daughter Rajit was born in 1987, the second daughter Lavanya (Sandhya) in 1989 and the youngest son Ramesh was born in 1991. The eldest daughter Rajit was born with a disability. She died of illness in 1999, at the age of just 13.
 Death of parents: Father Loketi Biranna passed away in 1996 (six years after I joined the revolutionary movement). Mother Loketi Kishtabai passed away in February 2022 (31 years after I joined the party). After I joined the party, in 1995, I had the opportunity to go to my native village of Isrojibadi for work. That was the last time I saw my parents and family members. After that, I was not fortunate enough to see them again during this bloody era of class struggle and fascist repression.
 First association with the party in 1986. At the first meeting, the party included me in the Revolutionary Youth League (RYL) and elected me its president (although before my direct introduction to the party, for about two years, I had been participating in all the programs with the members of the village RYL guide). Thus, from 1986 to 1987, I was the president of the village RYL, and from 1988 to April 1991, I served as the president of the village RYL, as well as a member of the area RYL.
 The work that I did as a RYL member from 1986 to April 1991:
 Organizing the people in every mass movement of the party.
 Three landlords of the village (Rajeshwar Rao Malish Patel, Chinna Rajireddy, Narayan Rao Police Patel) were occupying and cultivating the land of the Scheduled Castes and Scheduled Tribes. Uniting the people to recover that land and distribute it among the real owners.
 Even though the landlords built wide roads on their own land, they kept the roads of the common farmers narrow. To reclaim roads for the common people from the landlords' land through a united struggle.
 Movement for fair wages for agricultural workers and Patilas.
 Struggle for fair price of the farmers' crops and 24-hour electricity supply.
 Increasing public participation in anti-drug movements, taluk and district level rallies and marches.
 In 1990, to help the flood victims, a huge amount of money was collected by going to the doorsteps of traders in Kamareddy tehsil headquarters and sending it to the flood victims.
 Party posters, banners, leaflets were put up on the main roads of the village and Kamareddy town and leaflets were distributed among the audience inside the cinema hall.
 On every party day, the villagers were gathered to hoist the flag and convey the party's message.
 To resolve public issues democratically and impartially against the biased management of the Panchayat by the landlords and influential circles.
 In 1990, during the legal period of Chennareddy Hayam, I was selected as a volunteer for the public meetings organized by the party in Hyderabad and Warangal, and I served there.
As a result of this active activity, the exploiting class and the government became angry with us. They started targeting our organization, especially me. They attacked our house several times and vandalized the little food grains and household items that we had. When they could not find me, they beat up my parents and wife and tried to force me to surrender. But my family never pressured me to surrender. I chose guerrilla life to escape from the enemy and completely abandoned family responsibilities and devoted myself completely to the party work.
Frustrated, the landlords took up new tactics. By 1989, they surrounded the village with a large number of police and self-interested goons. Without letting anyone go out, they arrested about a hundred villagers, both children and old people, and took them to the police camp. They gave a condition: The villagers must surrender to me, or the arrested ones will not be released. On hearing this news, the villagers gathered in front of my house with tearful voices. I was not at home at the time. After returning, understanding the whole situation, I discussed with the members of the organization. Then I put the question before the people gathered in the Gram Panchayat Bhavan:
“What crime has our organization committed? We have recovered land from the landlords and given it to the poor. We have built roads for the common people to travel. We have increased the wages of agricultural workers. We have fought for the farmers’ demand for fair prices. Are these crimes? The real masterminds behind the demands you have brought today are these landlords. Therefore, I am warning them: If all the arrested people are not released within 24 hours, the landlords, the main masterminds of this conspiracy, will be killed and their families will be evicted from the village.”
The landlords were frightened by this threat and released everyone within 24 hours. Since this incident, the faith of the people in our organization has become stronger and the hatred for the exploiting class has deepened.
 Brief description of my duties in various areas since joining the party as a full-time revolutionary worker in April 1991 to May 2024:
· April 1991: Formally joined as a full-time revolutionary worker.
· April-June 1991: Working in the Kamareddy (Local) Area Team.
· July 1991: Transferred to Sirnapalli Area. Served as a member of the Sirnapalli Area Team, Commander (AC-M) and Division Committee member from 1991 to 1998.
· 1999-2000: In charge of Kamareddy Area as DVCM and worked as ACS of that area.
· From the end of 2000 to October-November 2003: Worked as the DVCM in charge of the Sirisilla Area.
· 1996-2003: Mass organization and military duties as DVCM in Nizamabad district.
· December 2003: As per the decision of Telangana Plenum, some cadres from Telangana moved to D.K.. I am one of them.
· December 2003 – November 2011: South Sub-Zonal Bureau, DVCM in West Bastar region, later from 2005 I served as Commander and Secretary of Company 2, Member of South Sub-Zonal Command, Member of South Sub-Zonal Bureau. In 2006 D.K. Conference I was elected as SZC member.
· November 2011: Transferred from South Sub-Zone to West Sub-Zone. From November 2011 to 2020 I worked as Member of West Sub-Zonal Bureau, West Sub-Zonal Commander-in-Chief, Secretary of Company 10 and Company 4, in-charge of North Gadchiroli Division.
· 2020: Due to Ka. Narmadakka's illness, he went out for medical treatment and was later detained, West I was given the responsibility of the Sub-Zonal Bureau's Influential Officer. I was in this position from 2020 to 2024.
My participation in the important military operations we carried out against the enemy:
1. 1993 operation: Attack on the police outpost of Sirnapalli railway station, Dichpalli mandal, Nizamabad district. Enemy force 20-25 people, our team 35-40 people. I was a member of the assault team. In this, 5-6 policemen were killed, the rest surrendered. About 20 semi-automatic weapons and some grenades came into our possession.
2. 1999 operation: Attack on the police station of Papannepet mandal center, Medak district. The attack was carried out using vehicles at a distance of about 60-70 km. I was in charge as the commander of the assault team. This operation was successful: 3-4 policemen were killed, we captured about 20 weapons and some grenades. We did not suffer any losses.
3. 1998 failed Operation: Planned to attack police outpost in village Ramareddy, Sadashivnagar mandal, Nizamabad district with landmines. But the operation failed as both the time bomb and remote did not work. We were forced to retreat despite exchange of fire from both sides.
4. Attack on Salwa Judum police camp in Errabore, Kunta tehsil, Dantewara district, Chhattisgarh state: More than 35 Salwa Judum members were killed in this. I was not involved in this.
5. 2006 operation: Attack on police outpost in village Murkinar, Bijapur district, Chhattisgarh state by bus. I was the commander of the assault team. The operation was successful.
6. 2007 operation: Attack on Salwa Judum police outpost in village Rani Bodil, Bijapur district, Chhattisgarh state. I was the overall commander. In this, 57 people (18 SRP jawans and 39 SPO) was killed. About 30 weapons, some grenades and bulletproof jackets came into our possession. Unfortunately, four of our comrades were martyred.
Details of important ambushes in which I directly participated:
1. 1998: Landmine ambush on the road targeting a notorious SI, Chandurti Mandal, Karimnagar District. I was the commander of an ambush party of three. The SI was killed, 5-6 policemen were injured. However, we could not recover the weapons.
2. Early 2000: Ambush on a police party, Konnaropet Mandal, Karimnagar District. I was the commander of a party of nine. The SI was killed, the enemy forces were thrown into disarray.
3. 2005, Salwa Judum period: Adventurous attack on an enemy camp in the area between Korsel-Duval Nendra villages, Bijapur District, Chhattisgarh State. I was the team leader. Two jawans injured.
4. 2006: Joint ambush by Company 2 and Secondary Force in the forest between Bellam Nendra-Mankel. Two SPOs killed, one or two jawans injured. I was the commander of Company 2 at that time.
5. 2006: Air Force helicopter attack on enemy camp in Pedia, Bijapur district, Chhattisgarh state. Two pilots killed, helicopter malfunctioned and made an emergency landing. I was the commander of this attack team.
6. 2007: Ambush on police party opening road on Cherpal-Bijapur road, Bijapur district, Chhattisgarh state. 6-7 policemen killed, six-seven rifles (5 INSAS, 1 SLR, 1 .303) captured. I was part of and led Company 2 as the editor.
7. 2007: Chhattisgarh state, BijapAmbush on road opening party of Cherpal Police Camp on Cherpal-Gangol road, Ur district. Two CRPF jawans killed, two rifles (7.62 LMG-1, INSAS-1) seized. I led as the editor of Company 2.
8. 2008: Ambush on road opening party in Modugupal, Bijapur district, Chhattisgarh state. 12 CRPF jawans killed, 14-15 injured, many weapons seized. I led directly as the company editor.
9. 2008: Ambush in Minupa village, Kunta tehsil, Sukuma district, Chhattisgarh state. 8 CRPF/DRG jawans killed, some semi-automatic weapons seized. I was present in it.
10. 2009: Ambush on enemy combing operation in the forest near Korsel-Todak village, Bijapur district, Chhattisgarh state. 3-4 CRPF jawans seriously injured. I am not part of the company as the editor of company 2.
Enemy attacks on me:
Encounters (Total 25-30; out of which 7 were major attacks, 2 were camp attacks, 5 were major encirclements in the forest):
1. 1993, Enemy attack: I was with a 6-member team in a camp in Jakranpalli mandal, Nizamabad district when an enemy special task force surrounded me. 5 comrades were martyred in the 26-hour attack. I broke out of the encirclement, but was surrounded in another layer on the outskirts of the village. I hid for another 36 hours in the shelter of the villagers and finally came out with their help. (I was the team leader/ACM at that time).
2. 1999, Attack on the camp: While a group of three members (I am DVCM + two party members) were staying at a house of a supporter in Dichpelli Mandal, Project Ramadugu village, Nizamabad district, the enemy surrounded us, closed and locked the doors and windows. We broke the door with sticks found inside the house, opened fire at the same time, broke through the enemy's encirclement and came out safely.
3. 1997: During a meeting with an educated youth in Nallavelli village, the enemy attacked us after receiving information through an informer. I came out after exchanging fire, two youths were injured and arrested.
4. 2000-2001: While we were staying with a group of 30-35 people in Gajjeralla Gutta, Jagitial Mandal, Karimnagar district, the enemy's arrest force surrounded us. There was an exchange of fire from morning to 4-5 pm. Although most of our members came out, Comrade Ramesh (ACM) was martyred. (I was accompanied by three other DVCM level comrades).
5. 1998: In the forest near Sirnapalli village, Nizamabad district, a group of 13 members was attacked by the Grabter force. 9 people came out on one side and 4 on the other. There was a woman member and I in the group of 4. We were attacked repeatedly from 10-11 am to 9-10 pm, finally we were able to escape taking advantage of the rain. (I was DVCM then).
6. 13 May 2021: In the forest near Marsul village, Dhanora Tehsil, Gadchiroli district, Maharashtra state, the State Special C-60 force came at night and surrounded the 35-member PLGA force and attacked it in the morning. We counterattacked and broke the enemy's encirclement. The enemy fled in fear, leaving behind 7 weapon kits. Comrades Rajal (ACM) and Ronit (PM) were martyred on our side. (I was SZCM then).
7. 29 April 2024: A large-scale attack by more than 1500 enemy troops was launched on our forces in the jungle near Kakur-Tekametta village, Pakhanjur tehsil, Kanak district, Chhattisgarh state. After a fierce battle from morning to 4 pm, we broke through the enemy encirclement. 6 of our comrades and 4 villagers were martyred. (I was SZCM at that time).
After that, there were many more minor encounters and face-to-face clashes.

· State level congresses: 2 (2001, Telangana; 2006, D.K.).
· State level plenums: 5 (1998, 2003 Telangana; 2011, 2015, 2020 D.K.).
· Division level congresses: 2 (1994 Nizamabad; 2005 D.K. Dakshina Bastar).
· Division level plenums: 5 (1998 Nizamabad; 2012, 2015, 2021 North Gadchiroli; 2021 South Gadchiroli).
· PLGA Company Party Committee plenums: 3 (2012 Company-2; 2012 and 2021 Company-4).
· Area level plenums: 3 in Nizamabad district (Sirnapalli, Kamareddy, Siricilla); 3 in D.K. (Tippagarh, Chat Gao, Kasan Sur, during 2008-09).
Participation in important political classes after joining the revolutionary movement:
· 1993: DVC, AC level Economics, Philosophy, Marxism-Leninism-Maoism classes in Nizamabad district (I was ACM then).
· 1996: In DVC level Economics, Philosophy, MLM class by the Comrade of State Committee in Nizamabad district (I was DVCM then).
· 2010: In D.K. in SZC-M level Economics, Philosophy, MLM class (I was SZCM then).
Participation in military training camps:
As a trainee:
· While in the Sangh: 1 camp at area level in 1989.
· After joining the revolutionary movement:
· 1992: Party camp at district level (1).
· 1996: Camp at Telangana state level (in Adilabad, as DVCM).
· 1999: Camp at central level (in D.K., two from Nizamabad district).
· 1998-99: Camp at Telangana state level (in Adilabad, but disrupted due to enemy attack).
· 2004: Company-1 Formation Camp at D.K.
· 2009: Central Military Camp at East Bastar at D.K.
· 2012: Joint Training of Division Commander-in-Chief, Company Commander, Sub-Zone Commander-in-Chief at D.K. level.
As Military Trainer:
· 1996: Trainer at Division Level Camp in Nizamabad District.
· 2005-06: Trainer at Camp for Company Force at South Bastar (100+ Cadres).
· 2014: Chief Trainer at Camp for Company-10 at D.K. (40-45 Cadres, 12 Days).
· 2015: Commander of Secondary Force and Two Companies at West Sub-Zone Level

Chief Instructor at the camp (40-45 cadres).
· 2018: Instructor at the camp of the cadres of the Secondary Force and Company-4 in North Gadchiroli (40 cadres).
Brief profile of our village:
People from 12 communities live in our village. Around 1985-86, an anti-people sarpanch (Anjay, Komti caste) was brutally killed by the party with weapons and sticks. When Narayan Reddy, the brother of another landlord, mocked the party for being unarmed, the party forced him to walk on the ground from a distance of 10 yards in a public meeting. The party punished some other anti-people people of the village.
Four Sangh workers from our village have been martyred:
· Narsinglu (formerly a party commander, later killed by the enemy while working in an active Sangh).
· Swami, Anil, Narsinglu (these three Dalits) – Enemy surrounded the village and shot them dead.
· Manas (Narsinglu's daughter, party member) – Nyalakonda Rajit (Padma) was a guard of SZCM and was martyred along with Ka. Padmakka in an encounter at Nerellaguttal.
