ICSPWI Communique
March 28 was a great international Day of struggle for the Marxist-Leninist-Maoist, communist, revolutionary, anti-imperialist, democratic and progressive forces that fought in various forms in many parts of the world against the Operation Kagaar, against the massacres and genocide in the Adivasi areas, and against the state repression carried out by Modi's fascist regime in the service of the Indian ruling classes and imperialism—all imperialists: US, Russia, China, EU etc.
It was also a great day of internationalist solidarity with the People's War in India and with the Communist Party of India (Maoist).
This Day was the de facto refutation of the plans of Modi regime and imperialism to wipe out the People's War and the CPI (Maoist) by March 31, 2026. This Day has instead shown how the message of liberation and revolution is spreading throughout the world, embodied by the great epic of Naxalism, the Communist Party of India (Maoist), and the armed masses who have made this experience a global reference for communists everywhere and for the proletariat and peoples of the world.
The International Committee to Support the People's War in India (ICSPWI) appreciates all the forces that took the streets and considers them as a whole a great basis for continuing this battle and a great source of encouragement for the revolutionary, democratic forces and the Communist Party of India (Maoist) that are courageously fighting in India in these difficult hours to safeguard the Party, the People's Army, and the path and practice of the people's war.
The Day of March 28, as an international challenge to the Modi regime, was launched at an international meeting held in Italy at the end of September. attended by MLM Communist Parties of Turkey, Philippines, Italy and revolutionary and anti-imperialist forces committed to support the People's War and the CPI (Maoist).
Three decisions were made at this meeting:
To launch an "International Emergency Campaign" against Operation Kagaar, to be deployed in all possible forms in wherever in the world forces of solidarity operate. A campaign to be rooted among the struggling masses and in the ranks of the proletariat and its organizations, in the mass solidarity movement with Palestine, in the movements against imperialist war and in solidarity with political prisoners around the world. A campaign to be carried out toward all international institutions -the UN, European Committee and Parliament and other human rights related institutions- to make the campaign against Operation Kagaar, the massacres of Adivasi populations, and the selective murders of Party leaders and cadres, including the general secretary Basavaraj and a number of Party cadres and fighters, more and more international impacting and effective. The Emergency Campaign also included and includes the formation of an International Delegation to bring the condemnation of the Modi regime into the heart of India.
The second decision was to meet the Modi regime's challenge that had declared they will end the people's war and the CPI (Maoist) by the end of March 2026, by calling and promoting demonstrations in all countries where possible, precisely at the end of March.
The third decision, accepting a proposal put forward in the documents of the CPI (Maoist) in recent years, was to launch an international forum to bring together all forces supporting the people's war in India and around the world, engaged in the anti-imperialist struggles and the perspective of New Democratic Revolutions and proletarian revolutions worldwide, in response to imperialist plans to march to the Third Imperialist World War of reaction and fascism, repression and oppression of peoples, from Palestine to India, from Asia to Latin America.
This work continued, culminating in a major demonstration in January at the European Parliament in Brussels in January -and other simultaneous demonstrations in Birmingham, Austria- submitting a dossier aimed at forcing the European Foreign Affairs Committee, the human rights sub-committee, and the European Parliament as a whole to address Operation Kagaar, the genocide of the Adivasi people, the conditions of political prisoners, and investigate the selective murders of Maoist leaders and cadres.
This initiative in Brussels on January 27 had a significant impact, not least because the same day a historic treaty between the European Commission and India under the fascist Modi’s regime was signed.
Following these actions, preparations were launched for the demonstrations at the end of March, including an international demonstration that would unite several forces and be a reference for the International Day. It was decided to hold it in Zurich, and a coordination body was formed in that city to carry it out.
With the important appeal by FACAM, this international campaign met the opportunity to become a major Day of struggle, precisely because that call mobilised many other forces beyond the ICSPWI, that based on it, organised a large number of actions and initiatives, making this Day a resounding success.
This is demonstrated by the list of initiatives published on various internationalist solidarity web-sites, as summarised in part here.
We focus in particular on the report of the international demonstration in Zurich, because it was large, significant and developed under particular conditions. It provided an indication and a message, particularly from the forces gathered in the International Emergency Campaign and converged on this Day, for the continuation of the campaign.
The "Emergency Campaign" will now continue both on the democratic front and in its extension within the ranks of the proletariat and the movement.
On the democratic front, a new initiative will be developed in Brussels as second step of the confrontation with the European Sub-Committee on Human Rights, to advance the solidarity battle within the institutions, so they take a stand that will contribute to blame Modi's fascist regime. A team of lawyers and representatives of human rights groups are preparing a complaint to the International Criminal Court, for genocide, crimes against humanity, and systematic violations of human rights -exposing the collusion between Modi's and Netanyahu's regimes, as expressed in Modi's infamous speech to the Knesset. Preparations and the organisation of an international delegation will continue, to bring the international campaign to the heart of India and its institutions.
The ICSPWI is jointly preparing and launching a campaign in support of the Communist Party of India (Maoist) through two new steps: the "Martyrs' Week" in late July/August and the 22nd anniversary of the founding of the CPI (Maoist) in September. International demonstrations and meetings will be held primarily within the proletarian and people’s ranks throughout this year.
Finally, a meeting open to all MLM and revolutionary solidarity forces is being convened to launch the Forum in due time.
