“Our attitude to illegal Party work remains unchanged, as of course it must. Our main task is to preserve and consolidate the Russian Social-Democratic Labor Party, and everything else must be subordinated to it. Only after this consolidation has been achieved shall we be able to utilize legal opportunities in the interests of the Party.” These lines from comrade Lenin article titled ‘CONFERENCE OF EXTENDED EDITOR BOARD OF PROLETARY’ of 1909 holds as a guiding light even in 2026. Such is the science of Marxism–Leninism–Maoism. At present critical juncture our task also is the same, we have to fight for the illegal existence of our party. We have to preserve the underground nature of our party. We are waging a relentless ideological political struggle against Opportunism-Liquidationism-Revisionism and is thoroughly committed to the principle laid down by our great teacher comrade Lenin, this is reflected in the recent expulsions of the opportunists liquidators-revisionist elements from our party.
The Liquidators of the revolutionary movement are the product of the decadent production relation. The growing hold of Imperialist finance capital over the country has produced a vast section of middle classes including the petty bourgeoisie. This class while being entrenched into Feudalism is a regular base for imperialism. Our party in its founding document Strategy and Tactics held that “The first section always aspires to go up the social ladder, is closer to the national bourgeoisie, has a lot of faith on liberal bourgeois propaganda and is suspicious of the revolution. This section which is a minority among the petty-bourgeoisie constitutes its right wing.” It is no surprise that the liquidationist against whom we are struggling are either from the ruling class landlord background or are from the upper section of the petty bourgeoisie. And if we want to save people’s movement from disintegration and ruin then we must expose and struggle the liquidators.
With opportunists-liquidators-revisionist elements inside us we can not have a revolutionary movement let alone a revolutionary communist party. Comrade Mao while discussing the history of CPC held that the sign of infancy stage of a party is that a large numbers of opportunists sneaked into party and the party is not able to purge them. As the party matures ideologically and politically the struggle against Opportunism-Liquidationism-Revisionism sharpens. Liberalism is the cause of weakening of struggle against Opportunism. As the party matures it shed off liberalism and internalizes Marxism-Leninism-Maoism.
Our party under the guidance of the CC and under the direction laid down by our brave martyr Comrade General Secretary Basavaraj represents the process of sharpening political ideological understanding of the party and hence getting rid of the opportunists-liquidators-revisionist elements is one of the main task of our party. In contiguous to this we present this press release. The imperialist sponsored psychological warfare on our party has intensified. From all around the enemy has been able to send their agents both in ideological and physical forms. Struggling against al these onslaughts we march ahead.
As you know in our recent press releases we expelled Satish alias Joginder Singh and Raju alias KP of Haryana and Punjab respectively from the party. This was in accordance with the 2023 PB resolution, the resolution had asked these conspirators to realize their mistakes and presents self criticism for joining this conspiracy but instead of presenting regret for these very serious indiscipline, these anti party liquidators have been trying to disrupt party work in their areas. Gopal Mishra lead group is one such liquidators group in Delhi who was part of the liquidationist meeting held in Nov, 2023, the meeting was lead by traitor Balraj alias Bacha Prasad Singh. Gopal Mishra alias Raghu group representative was present in this. We have the resolution of this anti party center’s meeting with us. It said that unity with the party committee in Delhi is unprincipled both politically and organizationally. This clearly means that right from the very beginning Gopal Mishra and his group members were against uniting with the party. The question is why they don’t want to unite with the party?
It is because the repression by state forces has changed their class nature. They have different line from that of our party. They are the enemy of proletariat lead New Democratic Revolution. They are the Liquidators of revolutionary movement, they want the party to surrender its illegal existence and be confined to a legal open party that suits the class interest of the ruling class. His this understanding provides solid base for unity with Bacha Prasad Singh alias Balraj who is operating his anti party liquidators camp in North India under him in Punjab it is KP alias Raju, in Haryana it is Joginder Singh alias Satish Master and in Delhi it is Gopal Mishra who as the members of the Balraj lead anti party camp is leading attack on us. Now let’s have a look on what Gopal Mishra and his group members profess and what anti party activities are they engaged in:
- After coming out of prison Gopal Mishra never met the CC and he never did present his self criticism before the party. He started working on his incorrect political understanding which got strengthened in him while being in prison.
- He is against the Chinese path of Protracted People’s War based on the concept of area wise seizure of political power by building guerrilla zones and further advancing it to base areas. Therefore Gopal Mishra is constantly talking of changing the strategy and tactics of the party. He and his group leading members are the most vocal speakers for liquidating the party political line as laid down in its ninth congress unity congress. But no speaker is strong enough to silent the proclamation of our ninth congress unity congress, the Congress had proclaimed that the path of revolution in semi–colonial semi–feudal India will follow the Chinese path and throughout the New Democratic Revolution our party will remain underground. Armed struggle will be the highest form of struggle and all our work will be to serve the people war. Besides the Congress of the party had also laid down that the Central task of the party will be to transform guerrilla zones into base areas and PLGA into PLA. Which at present after 2024 Political Bureau Resolution has changed into; preserving the party, people’s army and united front; reviving the setbacks of guerrilla zone and guerrilla base; participating in the spontaneous people movement to build party, army and united front and working in plain, mountains and urban centers to build party, army and United Front in order to realize the central task of building base areas. It is important to note here that we still hold that we should move ahead with the task laid down in the Ninth congress unity congress but given the state repression and setbacks in ours area we have prepared central task to suits the present conditions.
- Gopal Mishra have been disrupting our work in Delhi, they have been helping the state in attacking us. They are propagating against all the major decisions of the party committee there. They have been targeting the local leadership ever since Gopal Mishra came out of jail. He and his group member were the same men who branded comrade Saibaba as dictator and authoritarian. They did all which was under their capacity to isolate comrade Sai. Anyone who is with the party adheres to Marxism-Leninism-Maoism or sympathize with party’s political line is dictator for them. In one of the university they have been working with the university administration in order to red tag our organization. They are spreading white terror among the people. There are several instances where they threatened students of dire consequences if they join party lead mass organization. This petty methods of disruption never work, since 2013 they had been doing this but we moved ahead because we firmly adhere to Marxism-Leninism-Maoism. No power on Earth can stop us. Communism is inevitable so is the rise of our party.
- He and his group members are a safe haven for the state agents and for the persons on which our party has serious doubts. Recent case of which is their help and encouragement to Prashant Rahi. Prashant Rahi is one of the sophisticated weapon of the state and its intelligence agencies. Our CC had taken disciplinary action against him even before his arresting. He was removed from the responsibility of party organizers and was given the task of helping the party in some technical matters. This was the punishment meted out to him due to the serious violation of party discipline in terms of interfering in the party matters of another states. His all interference were in favor of the state and the ruling classes. In the interest of the state he used to disrupt the party organizational work, he formed an organization parallel to our party lead organization. All these facts raise serious doubts on why he in fact joined the party. These doubts were ascertained when some people informed us that just before his martyrdom Saibaba had conveyed that Prashant Rahi was responsible for the arresting of some people involved in Sai`s case in which Hem, Mahesh Tirki, Vijay Tirki and Pandu Narote were also arrested. It is important to remind that after being imprisoned his membership stands suspended and after considering his past and present disruptive activities in Delhi, Punjab and elsewhere we have concluded that he is a state agent. This we have communicated to many of our sympathizers but instead of isolating him and taking actions against him Gopal and his group members are dining and sheltering him. This is because his guru Balraj alias Bacha Prasad Singh has propped up Prashant Rahi as his so called open revolutionary face. He is moving throughout the country under the cover of party we therefore reiterate that Prashant Rahi is nothing but a chameleon who changes his color only to safe himself. He is working in order to liquidate the party and its mass organization. He has been try to influence students and petty bourgeoisie intellectuals through his chameleon like shades of Marxism–Leninism–Maoism. All he want is to liquidate the revolutionary organizations by exercising direct political control over them and he seeks to get this control by making personal relationship with the leadership of revolutionary organization. We appeal to all the leadership of revolutionary organizations to expose this agent. All these state agents within the revolutionary movement must be exposed and isolated. Besides it should also be clear to all that far from being a party member he is a state agent working to smash revolutionary movement and party. His act of helping the revolutionary in their personal matter is only a cover to hide his malice intention. Besides providing shelter to Prashant Rahi like elements Gopal Mishra has included in his structure those who had been expelled by our party for anti-woman acts like: sexual harassment, multiple sexual relationships, extramarital and premarital sexual relation etc.. They have put olive crowns on individuals who have impending cases of sexual harassment in our party. It had become a custom that we charge an individual for certain anti woman practice then the individual in order to escape the process of inquiry and possible punishment runs to Gopal Mishra’s camp. And Mishra with his extended arms welcome him or her to their camp. Such is the defining attributes of Gopal Mishra group.
- Gopal Mishra alias Raghu from his own part put an end to the unity process which the party had been holding with them since 2017. Even after the 2023 liquidationist meeting, we approached him to discuss and resolve the political differences with him but he says that the party should merge its local party’s organization with Gopal Mishra lead organization and only thereafter he would initiate discussion on his political differences. Against this our PB in 2023 held that only on the basis of political and ideological discussion can an organizational unity be built with Raghu. Now when Raghu alias Gopal Mishra has denied meeting us on pretext of possible state repression, we are of the opinion he never wanted to be united with the party. Actually he wanted to establish control over our organization, he thinks that once organization is placed under his hold he can move ahead to implement his right opportunist line. Considering his anti party activities and close coordination with Balraj alias Bacha Prasad Singh our committee believes that he is no less a harm to the party than Balraj.
- Further without informing the CC or the HC he is involved in collecting funds from the party sympathizers and cadres. This we consider corruption. Deliberately cutting off himself from the party CC and HC he has been collecting party fund only to use it for opportunist activities. Therefore he hid this money from the CC and HC. This is yet another example of his anti party activity of siphoning off fund for strengthening Opportunism-Liquidationism-Revisionism.
In light of all these points and in accordance to Article 27 of the party constitution we hereby expel Gopal Mishra from party’s basic membership. We reiterate that liquidators can not be inside the party. Party can not stay as party if it allows liquidators to breed inside. We appeal to all the party sympathizers and genuine party cadre within the organization lead by Gopal Mishra to expose and isolate this liquidator and traitor to Indian revolution and unite with the party structure in their area.
