Let us oppose the involvement of the Indian Army in the ongoing genocidal war in the name of Operation Kagaar
Dear Friends and Comrades,
For the last 10 months, the tribal regions of Central and Eastern India have been witnessing an unprecedented genocidal attacks in the name of Operation Kagaar and Operation Clean. The Indian state is with war, not with some external forces but with its own people since more than two decades. At present, according to the ruling classes, this
war has reached its "final and decisive stage". The Maad region has been home to the Madia tribe long before therewas a country called India. According to the Indian constitution, Madia tribe comes under the PVTG (ParticularVulnerable Tribal Group) category. In this vast swathe, surrounded with hills, dense forest, and perennial rivers, people are living here in dispersed village settlements with small human population. This people are living in complete harmony with nature and practicing slash and burning cultivation method since generations. The Indian state is veryeager to take over this vast region under its control to establish army maneuvering range since last more than a decade.
With the objective of eliminating the CPI (Maoist) Party by March 2026, the central government under the
leadership of Hindutva BJP has taken very disastrous decision to establish immediately the army maneuvering range in the Maad region. For this purpose, it has asked the people to vacate their villages and forest for the army's services.
The CPI (Maoist) condemns in strong words the nefarious and fascist design of the BJP government to establishment army maneuvering range in the Maad region and appeals the pro- people and democratic forces to oppose this decision of the government.
The central government has decided to establish a maneuvering range of the Indian army in the Maad region of Narayanpur district of Chattisgarh. For this, a survey of 54, 543 hectares of land between Sonpur and Garpa villages in Maad is going on railroads. In the same manner, the revenue department officials are doing survey of the people's property, who are strongly opposing it. Right from 2011, efforts for setting up army training camp in the revolutionary movement area are continuing. But it could not materialize till now due to the massive people's militant movement against such design.
It is important to note that the Indian State in its war on people has been using the Indian army
against the revolutionary movement and the Maoist Party in several disguised forms, since more than two decades.
Apart from the Indian army, the usage of Indian Air force (IAF) and its services are being widely used by the Indian State for its war on people. The special forces like Garud, belonging to IAF and NSG (National Security Guards) are being deployed to fight against the PLGA and the revolutionary people. The revolutionary movement areas today resemble as one of the highest militarized place on the planet. More than 6 lakh of para-military personnel are on grounds waging an unjust war. Particularly in Bastar region the ratio of armed personnel to people is 9 to 1.
The ongoing military operations are creating white terror in the minds and hearts of the revolutionary people.It will be not wrong to say that "democracy" in India is practised by the ruling classes at gun-point. Unmanned aerial vehicles(UAV) manufactured in US and Israel are also being used on a vast scale. They are not only used for surveillance and reconnaissance purposes but also for aerial bombings on tribal hamlets and revolutionary guerilla camps in central and eastern regions of India. There are also the involvement of DRDO (Defence Research and DevelopmentOrganization) and ISRO (Indian Space Research Organization) in the fight against the revolutionary movement under the leadership of CPI(Maoist).
Several intelligence agencies are working day and night to eliminate the leadership ofthe revolutionary movement in covert operations. The counter-insurgency programs in India are directly guided by
the imperialist forces, especially the US imperialists. In the formation of National Counter-Terrorism Center (NCTC)and the ongoing operation kagaar, the US imperialists role is Paramount. Hence, there is a direct link between imperialism and the ongoing genocidal war in India. In order to suppress the Maoist movement, the government of India is shamelessly kowtowing the imperialists by mortgaging the 'sovereignty' of our country. This brings to fundamental questions why the government is preparing for the deployment of the Indian army in the Maad region?
Why the BJP government is so eager to wipe out the Maoist Party completely from the country by March 2026? These are matters to be observed seriously. The deployment of the armed forces and its operations on such huge scale in the region, where the people are unaware of their fundamental constitutional rights but guarding the natural resources of the country from the loot and plunder for the interest of our people and country, shows the fascist character of the Indian State.
The Dandakaranya region including Maad is rich in mineral and other natural resources, and at the same time it is one of the epicenters of anti-Imperialist and anti-CBB movements. Since the new economic policies of imperialists,the Central and State governments have signed hundreds of MoUs with MNCs and domestic big corporate houses. But those could not see the light of the day and some firms had to remove their investments from some areas owing to the militant people's and democratic forces resistance. In this background, the crisis- ridden ruling classes wants to capture all the resources rich areas including Maad by hook and crook. To bring out the ruling classes from the crisis,
the Indian State want to crush the ongoing revolutionary movement and hand over the natural resources of the region to MNCs and comprador bourgeoisie. The present decision to establish army maneuvering range is part and parcel of it. The Indian Home Minister Amit Shah is repeatedly stating that the army will not take part in the ongoing anti-Maoist operations. But it is an open lie.
Already, since the last two decades the army and its various agencies are being used in anti-Maoist operations, which we have already a glimpse of it in the above paragraph.
There is a massive concentration of foreign capital in alliance with its comprador allies in several sectors mainly in the mining sector in India. The introduction of 100 per cent of FDI in the mining sector and the changes made in the mining and forest laws by weakening the constitutional given rights to Adivasi, have aggravated the process of concentration of capital in the mining sector. The loot of the natural resources is prerequisite for the realization of super-profits by the MNCs to overcome their crisis. By turning the region into a police state, the decision to send army and establish its training camp lies in the interest of the big corporate houses. All these mechanisms for intensifying the war on people and to facilitate the loot of the natural resources are going on in several "development" euphemism like Maad Bachao (Save Maad), Saaranda Bachao (Save Saaranda), Niyat Nellata Naar ( Your village is best) campaigns. Actually,
all these so called save campaigns are fake and anti-people in nature. The real intension of these campaigns are to displace the people from their ancestral lands. The anti-people government is planning to rehabilitate the Maad people far away from their lands, which will alienate them from their cultures and way of living with dignity.
In India, majority of the displaced people belong to Adivasi (Tribal) community and hardly they have been rehabilitated. Those who have been displaced are living in slums (shanty shelters) and they have been forcefully brought into Hindu religion by the fascist Hindutva organizations. The present decision to rehabilitate the Maad people will work in this direction with the perspective of making India into a Hindu Rashtra in the name of Vikasit Bharat (Developed India). This is not going to be fate of Maad alone. The entire tribal regions of the country, where there are rich resources available, are facing the same problem; for example the Maharashtra Chief Minister has already stated to convert 'backward'
Gadchiroly into industrial Gadchiroly before 2030.
The Indian State decision to rehabilitate Maad people in some far away areas is nothing but to put them in the concentration camps. We have already seen and heard the experiences of horrors meted out on our tribal brothers and sisters in the concentration camps established during the fascist white terror Salwa Judum period in the name of Sahay Shibhir (Shelter homes). The Sahay Shibhirs are easy prey zone to split the people and forcefully convert the Adivasi people into the Hindutva fold. History is replete with number of examples of concentration camps used to crush the the revolutionary movements right from Nazi Germany to Vietnam.
The Indian ruling classes are following those historical foot-steps of the fascist regimes. If the Indian state fails to washout the Maoist Party and its movement, in the present pro-revolutionary situation there is every possibility for the revolutionary Party to consolidate their movement to advance the Indian revolution. The fear of the ruling classes is that this might become a reality. If that happens, the people of India will overthrow the fascist rule of the ruling classes and the fate of the Indian ruling classes
will be decided in the people's court.
The BJP government is saying that they will wipe out the revolutionary movement by March 2026. But how it is possible? As long as exploitation continues on the globe, the revolutionaries will always take birth and the revolution will go advance against this exploitation till the day of doom of it. The central Home Minister Amit Shah and even the President of India are constantly babbling and warning the Maoist party to surrender and lay down its arms or face the military consequences.
We say that the Maoist party in any corner of the world and Maoism took its birth for the iberation of the toiling masses across the world. The CPI (Maoist) is formed for the Indian New Democratic Revolution
and to free the country and the toiling masses from the age old exploitation and oppression. It was not formed to surrender and lay down its arms. The Indian State has the army and modern weapons to kill the revolutionaries but they cannot kill their revolution. The Indian fascist state is ready to completely wipe out the Maoist party and the latter is completely well- prepared since Naxalbari to face everything for the cause of revolution and the liberation of the Indian masses. At the same time our Party is appealing to the armed personnel (from the toiling class background) of Indian State to stop acting as pawns in the hands of looters and exploiters of our country.
The Central Committee of CPI (Maoist) opines that wiping out of Maoist party and deployment of army is an integral part of BJP-RSS agenda of establishing Hindu Rashtra.
Our Party appeals to all the democratic, progressives, workers,
peasants, woman, dalit, lawyers, tribal, friends and supporters of Indian revolution abroad, and students' organizations to raise their voices against the nefarious design of Narendra Modi's government to establish Army training camp in Maad. It appeals to build broad militant movements against the ongoing operation kagaar in every corner of the country and the world.
However, the deployment of army in Maad will not only affect the people of Maad alone but in the near future this will replicate in the entire country.
Fascism can only stay in power by brutally crushing all democratic and progressive voices and movements.
Fascism can only be overthrown from power by broad militant
people's movements.
