Nepal - CPN-Maoist mulls CA dissolution as party line - Dahal’s defeat party’s win: CPN-M

REPUBLICA KATHMANDU, Dec 8: The agitating CPN-Maoist has proposed making dissolution of newly-elected Constituent Assembly (CA) as the main working policy of the party in the days ahead. The party that actively boycotted the recently held CA has made the proposal in its political paper presented at the ongoing central committee meeting, arguing that the CA II was the main obstacle to their possible agreements with other political parties. “CA II has stood as the main obstacle to any kind of consensus with other parties. We will therefore make it our party line to dissolve the CA II through the movement,” CPN-Maoist Secretary Dev Gurung told Republica. Gurung said the dissolution of the CA would not have been necessary had other parties including the UCPN (Maoist), Nepali Congress and CPN-UML agreed to correct the unconstitutional move to form government under sitting chief justice.
“Situation has become complicated after the election. The country has now reached to the stage before 1991 general election,” he argued. The party in its political paper to be deliberated in the ongoing Central Committee meeting has proposed making the issue of national sovereignty and independence as their other main agenda items. “In the past, agents in Nepal would rule the country in collusion with foreign forces. But now everything is dictated by foreign powers. We will fight against this neo-colonialism,” Gurung further said. The party has also concluded that the country was heading toward regression.
“What we have been saying since the formation of the chief justice-led government has come to be true. Our agenda has been politically established,” Gurung added. During the meeting, the heads of the party´s various 15 state committees had presented their analyses on their election boycott and the party´s future course of action. “Overall, there was a conclusion that the election boycott of the party was highly successful. And our agenda was established politically,” Gurung said. Party leaders said the meeting will forge party´s future course of action including the role of the party in view of the recently held election. The meeting will deliberate on whether to play constructive role from outside the CA for drafting progressive constitution or to launch street protests to foil “the CA designed by foreign forces”.

KATHMANDU, DEC 09 – In its post-election debrief, the CPN-Maoist has claimed that its ‘successful’ anti-election campaign and the ‘humiliating defeat’ of the Pushpa Kamal Dahal-led UCPN (Maoist) was, in combination, an ‘ideological and tactical’ victory for the party. In the party’s Central Committee (CC) meeting on Sunday, leaders said the struggle against the CA in the past few months has established the party as a ‘parallel and alternative’ force to the parties that contested the November 19 election. Party Chairman Mohan Baidya is scheduled to present a political document on Monday. In the document, which was distributed to participants, Baidya has said the party achieved the desired results from the anti-election campaign.
The document also suggests that the party is ‘conditionally open’ for unification with all revolutionary forces, including the UCPN (Maoist). It further says that the party is targeting to lead a communist revolution in the country. “The party (CPN-M) should now lead the entire communist revolution of the country by bringing all the communist parties under its ideology and programmes,” a CC member quoted the document as saying.
The leaders said that the party will now remain open to unification with UCPN (Maoist) if it agrees to “correct its ideological deviation.” Baidya’s document is expected to clarify the party’s outlook on the CA, ending a longstanding division among the party leadership on whether to struggle through the streets with other like-minded forces or through the CA. CPN-Maoist Secretary Dev Gurung said his party will choose the streets over the assembly, as the major parties have not shown seriousness in meeting their demands. “There cannot be a compromise unless the major parties agree to ensure the constitution through a roundtable conference. The conference has become even more important in the aftermath of the election as the nation looks fractured like never before,” said Gurung, adding that his party is open to dialogue on fresh national consensus. The roundtable, according to Gurung, should resolve all the contentious issues of constitution-writing.
He said that the five-day CC meet will reassess the party’s past strategies and lay out its future political course. Sources said Baidya’s document will also review the party’s new relations with other political forces, including the UCPN (Maoist), and clarify its perception of India. Some leaders told the Post that many low-ranking leaders are pushing the party leadership to stay ‘conditionally open’ for unification with the UCPN (Maoist). In the meeting, many leaders said Dahal’s vote rigging allegations were a ‘product of his defeated mentality’.
