IB warns of Maoist plan to derail Government welfare schemes
The Intelligence Bureau (IB) has alerted the Central Government to Maoist efforts to derail the development and welfare schemes planned to counter the violent movement. In a note sent to the Prime Minister’s Office (PMO) and the Union Home Ministry, the IB has said that the Maoists are planning a study to assess the impact of the Government welfare schemes, and mislead local populations about their intentions. According to the intelligence gathered, the comprehensive survey of the ‘real situation’ in rural areas, from a Marxist perspective, was planned after the cadres objected to ideas by the top leadership who they believe are unaware of changing ground realities.
“The outfit acknowledged that they have suffered not as much from the enemy’s bullets as from its ‘sugar-coated bullets’ i.e these schemes,” the IB note dated March 4, said. The objective of the study is to find out whether programmes like MNREGA, land reforms and development projects have led to any improvement in the condition of women, children, landless labourers, or displaced farmers, and created employment opportunities for them. “The aim behind the survey by Maoists is to ascertain the impact of development schemes on its rural cadres and its support base in villages,” the IB note says.
The Government was successful in weaning away some village-level activists who sympathised with the rebels as they got involved in contractual work related to these schemes. Development projects in Maoist-hit areas will get a push from the Centre as part of its policy to deal with left wing extremism. Last month, Union Home Minister Rajnath Singh reviewed the developmental projects relating to roads, bridges, railway lines, mobile towers, post offices, banking infrastructure, education, health, radio and television connectivity, and forest and environmental clearances in Chhattisgarh, Telangana, Odisha and Maharashtra. The IB has mentioned initiatives like Rs 2 per kg rice for the poor, that the Maoists are using to misguide their cadres.
“It also emphasised the need to study how these measures were affecting the ‘revolution’ and accordingly devise suitable modifications in their tactics,” the IB has said in its report. The Eastern Regional Bureau of CPI (Maoist) which supervises activities in Bihar, Jharkhand, West Bengal, Assam, North Chhattisgarh and Eastern Uttar Pradesh has instructed state committees to undertake detailed field surveys.
